CACEDA, CJE Stephens make progress on Build-Ready Site Pad

CJE, Deputy Holly Grimsley are working with Lake Cumberland Area Development assistance; CACEDA chair Dan Antle is getting guidance from Economic Development in Frankfort for Green River Commerce Park Site Ready Pad, comprehensive plan for entire Commerce Park.

The Tue 20 Jan 2015 meeting was short, over in 35 minutes, but Chairman Dan Antle and the CACEDA board and Adair County CJE Mike Stephens were traveling on convergent paths to give Adair County a leg up in economic development, agreeing and steps to secure a Build-Ready Site Pad at Green River Commerce Park. And the Judge told the authority that new developments in a Design-Build upgrade for the Heartland Parkway from Columbia to Campbellsville may accelerate the start of the project.


"This is huge," the Deputy CJE Holly Grimsely said. "The timing of the Heartland Parkway meetings and the work on the industrial park couldn't be better."

Meeting in Lebanon, KY, tomorrow on the Heartland Parkway

Judge Stephens said that there will be a Heartland Parkway meeting in Lebanon on Thursday, with area leaders and that at the same time, the Secretary of the the Transportation Cabinet and the Rural Highway commissioner will be holding high level meetings in Frankfort looking for ways to accelerate the project.

The road from Campbellsville to Columbia is still planned to be a "2+1" design, with additional third lane passing areas. According to sources, the new Heartland Parkway section will not require any new right of way. It will simply improve Campbellsville Road in Adair County and New Columbia Road in Campbellsville, KY.

The discussion of the parkway, the Build-Ready site pad, and the comprehensive plan for Green River Commerce followed an announcement by Chairman Antle that the lease of the park's agricultural land had been agreed to for another year, minutes were approved, the financial report was given and approved, and Member Tony Corbin told the board that the fencing project between GRCP and neighboring landowners David Butler and Chris Watts was complete.

County Judge came to EDA asking authority to front money for engineering

Judge Stephens and Deputy Grimsley asked the board for $10,000 to front an engineering study already worked out with Jeff Arnold, the Bowling Green, engineer who laid out Holliday Place, He said that Donna Diaz, the CEO of Lake Cumberland Add District , had originally thought a full grant for engineering work for a Build Ready Site could be obtained. Later, he said, she became aware of changes in economic status for Adair County, with the county going from "Distressed" to "At Risk."

He said that's good news on the one hand, but on the other it means that grants will be reduced because of the improved economic status.

Chairman Antle was receptive, but thought the order of the steps would be to first work with Economic Development in Frankfort. "They have a man who does nothing but guide communities in the Build ready process," he said. He said that after that was clear, a special called meeting of the EDA could be held to approve the advance of funds for the engineering project.

He said that Federal guidelines require that funds generate by the park be used either to pay of loans from the U.S. or be reinvesting improvements in the park. "This would definitely be a re-investment," he said of the CJE and Deputy CJE's proposal.

Mr. Antle concluded the meeting saying, "The fencing is done. The lease is renewed. We're now working together on industry and that is what the people want us to do."

Present at the meeting were Chairman Dan Antle and members of the CACEDA board: Mike Curry, Tony Corbin, Anthony Janes, Ann Martin and Randy Burns, CJE Mike Stephens and Deputy CJE Holly Grimsley, and members of the media.

The meeting adjourned at 8:35amCT.

Appalachian Regional Commision changes status for Adair Co.

Adair County Judge Executive Mike Stephen told the Columbia/Adair County Economic Development Authority this morning, Tue 20 Jan 2015, that recent changes in status has been good news and bad news. The good news is that the county is better off economically and is now "at risk" instead of "distressed", but grants will be leaner because the conditions have improved.. The CJE gave the information at this morning's meeting of the Columbia/Adair County Econommic Development Authority, which he and Deputy CJE Holly Grimsley attended.

Adair County Judge Executive Mike Stephens brought word of progress on the Heartland Parkway project, saying that conditions are favorable for a Design Build expedited project which might be started as early as this year. He was accompanied by his Deputy CJE, Holly Grimsley, who asked the EDA to front a $10,000 engineering fee to accelerate engineering work for a Build-Ready Site in Green River Commerce Park. The idea got a warm reception. EDA Chair Dan Antle altered the sequence of events, however, asking that consultation with EDA in Frankfort precede the loan. Antle said a special meeting could be called to make the advance after that. The front money would be repaid from an anticipated Appalachian Regional Commission grant expected through work with the Lake Cumberland Area Development District.

Old plans for Green River Commerce Park reviewed

At that time, a portion of the acreage was reserved for a park. The authority and Judge Stephens and Deputy CJE Holly Grimsley are moving ahead with plans for a Build-Ready Pad as well as a comprehensive plan for the entire park. Judge Stephens is optimistic that the park will gain statewide and beyond focus when the parkway segment between Campbellsville and Columbia is constructed - and suggests that 2015 might be the year construction begins.
