Click on headline for complete story with photo(s) By Ed Waggener The Columbia City Council had brief first regular meeting Mon 5 January 2015, with Fourth term Mayor Curtis Hardwick presiding, and two new Council members, Craig Lasley and Mark Harris, seated. They joined returning Councillors Craig Dean, Linda Waggener, Dr. Ron Rogers, and Charles Grimsley. Business was ultra routine, with the approval of the 1 Dec 2014 regular meeting, and a welcomes to each other, council and mayor comments, taking most of the session. The highlight was the presentation of the pledge of allegiance by Columbia Boy Scout Troop 185, who filled the gallery. They were invited by Mayor Curtis Hardwick. The Council voted, by voice vote, to approve the minutes of the 1 Dec 2014 regular session. The approval came on a motion by Councillor Linda Waggener, with a second from Dr. Ron Rogers, with Councillors Craig Dean, Craig Lasley, Charles Grimsley and Mark Harris joining to affirm. Councillor Grimsley initiates transparency improvement on city payroll The only other Council vote came in the Council Comments segment, when Councillor Charles Grimsley asked that Council Members be given packets with pay grades and pay for all City personnel at the first of every calendar year. His motion was seconded by Senior Councillor Craig Dean, with Councillors Mark Harris, Craig Lasley, Dr. Ron Rogers, and Linda Waggener joining in the unanimous voice vote to make the request official. Citizen's Comments No one from the gallery spoke in the Citizens' Comments segment. Mayor's Comment Mayor Hardwick told the council, in the Mayor's Comment Segment, that he looks forward to serving. "The election is over," he said, "I'm looking forward to working with the this council," he said. Mayor Hardwick also added his appreciation for the work Mike Newton Directo of the Lindsey Wilson Plant Operations, for their assistance providing the platform lift and Taft Neal as operator for the Christmas decorations. He reminded the Council of what a great asset is to the City, and his hopes to work closely with the school, and especially Mr. Newton. Council Comments Craig Dean: Councillor Craig Dean welcomed new members. And took time to recognize the Lindsey Wilson Athletic Department for their Number 2 standing in the NAIA in the Learfield competition at the close of the Fall sports season. He also praised the police force for the latest arrests in the departments fight agains illegal drug trafficking. Police Chief Jason Cross told the council that in the first year, over 40 cases were being prosecuted. "We're not doing it all," he said, "but we are doing our part." Dean welcomed new council members, Mark Harris, and Craig Lasley. . Linda Waggener asked about a deteriorating mobile home, located about four blocks from downtown, and was told the structure is already on enforcement radar. Ms. Waggener said that she'd noticed it when it stood out on a bright sunny day recently. Craig Lasley Spoke just briefly, commenting that he looked forward to working with the board. Dr. Ron Rogers Praised the work of Donnie Rowe, City Street Director, for putting up and taking down the snowflake and Christmas Wreath Decoration in a timely manner. He asked about the salt situation for the winter and was told there is an ample supply ready for the first snow to come. Charles Grimsley As previously mentioned, Charles Grimsley successfully proposed, got unanimous approval for the Council to recieve more financial material, especially as it relates to the city's payroll, well before the Council is asked to vote on the administration's budget proposals. Mark D. Harris told the Council that he looks forward to working with the Council and Mayor Hardwick. He reiterated the appreciation of Lindsey Wilson College's maintenance and reminded the council of the way Mr. Newton and his staff (it's one of Columbia's larger "factories," by itself employing over 40 individuals - EW), always remove ice and snow from streets on the campus and simply pitch in to clear city streets by the campus. At approximately 6:10pmCT, Mayor Hardwick asked for a motion to adjourn, and, in the tradition of former Councillors Joe Moore and Robert Flowers, new council member Mark Harris took up on the mantle and moved adjournment.
