City Council meets in brief Special Session Tue 23 Dec 2014

Council approves second readings of two ordinances. Councillor Charles Grimsley votes no on the Pay/Classification Ordinance.

The Columbia City Council met in a brief Special Session this evening at 5pmCT, Tuesday, December 23, 2014 to approve a 2nd Reading of Ordinance two second readings.

The council voted voted 3-1 to approve a second reading of Ordinance No. 230.54, an ordinance updating the pay/classification plan for the City of Columbia. The ordinance was read by City Attorney Marshall Loy, and passed on a motion by Councillor Robert Flowers, with a second by Councillor Ron Rogers, who were joined in the affirmative by Linda Waggener.



Grimsley objects to inclusion of "Occupational Tax Officer"

Councillor Charles Grimsley, objecting to the pay grade for an "Occupational Tax Officer," equivalent to $11 per hour, $22,220, the pay rate earned by former Code enforcement officer Bill Bailey.

Mayor Harris said that the tax collection work will be done by the present staff and that there is no plan to hire an "Occupational Tax Officer," but that that would be up to the next Mayor and new council.

Electrical Inspector Rates approved

A second reading was also given for rates to be charged by the City Electrical Inspector, Chris Bennett. The vote on this measure was 4-0, on a motiion by Charles Grimsley with a second by Robert Flowers, who were joined in on the voice vote by Councillors Linda Waggener and Ron Rogers. The ordinance calls for a $22 permit, and a fee for all residential inspections of $66, and the same fee for commercial inspections up to $50,000 total electrical contract, and one per cent for amount of contract over $50,000.

Both ordinances take affect after being duly published in the county's legal newspaper.

Mayor Mark D. Harris presided. City Clerk Rhonda Loy, City Attorney Marshall Loy, Columbia Police Sgt. Tracy McCarol, Mayor-elect Curtis Hardwick and media representative were present at the meeting. Councillors June Parson and Craig Dean were not present.
