Reason for optimism in last EDA meeting of year:

  • Chairman recalls heady years in late 80s when Toyota came to Kentucky, the C/AC Industrial Board had prospects and no infrastructure - and went into shutdown mode. It's different this time, chairman said, if community can pull it all together.

Chairman Dan Antle urged action this morning, Tue 16 Dec 2014, on some issues facing the authority to be ready for opportunities this year, and, in a one hour meeting, the EDA voted to fix a line fence problem at the Green River Commerce Park, invest in a badly needed laptop computer and printer, and set up a Planning/Work Shop, at the United Citizens Bank in Campbellsville where the EDA can focus on goals, opportunities, and any obstacle to landing new jobs for the local economy. In each instance, the recommended action was approved unanimously after due diligence deliberation.



In addition to Chairman Antle, who presided, members Mark Dykes, Randy Burns, Ann Martin, Mike Curry, and Tony Corbin were present. Adair County County Judge-elect was present, just back from an officials training meeting, as were members of the media.

Holly Grimsley gives report, view of road ahead

The EDA Ambassador, reported a busy month of activity, primarily focused on what the authority can do for local new and existing local business. She said that the businesses she has visited were all very excited. She said she had met with Judge Executive Michael Stephens and would be meeting this morning with Mayor-elect Curtis Hardwick. She said, and Judge Elect Stephens said that economic success will come only cooperation of all, if the community brings this thing together. Grimsley said that what she is finding are fairly consistent goals, but different viewpoints. Bringing all those diverse viewpoints together, letting them all be heard, is a priority of hers and that was what she was hearing from Judge Elect Stephens, as well. Stephens, after the meeting concurred. "It's going to take everybody - everybody working together to get this done." For local businesses, Grimsley said, she's learning, both about what the authority can do for local businesses, and what they need from the authority. She said she will meet with Rep. Bam Carney tomorrow on Public/Private funding programs which might be available for local businesses.

She said she's now learning about the State and Federal programs through the Department of Local Government in Frankfort.

Grimsley said she is now compiling a community business database. We need more networking, she said. "We've got all the elements," she said, we just need to pull it all together.

Mike Curry commented on the work Grimsley is doing from the CJE's office, now, and the work Grimsley will be doing next year in CJE-elect Mike Stephens new administration. "I'm glad to see you are working together.

For Chairman Dan Antle, it is something of a dream come true. He said he remembered the great optimism when Toyota arrived in Kentucky and he was on a predecessor EDA board. "We had prospects," he said, "but all we had then was a hillside site on Industrial Drive with power lines splitting it down the middle. We had prospects, but nothing to show them."

That's changed, he said, with Green River Commerce Park - remembering to credit Hilda Legg, Senator Mitch McConnell and other leaders with the concept.

The situation was disheartening, he said. "We actually went into shutdown mode." It can be different this time he said.

"Now," he said, "We have the infrastructure," and turning to Grimsley, he said, "Holly, you bring them in, we can give them the answers they need to set up in Columbia."

Making the Green River Commerce Site better

Continual improvement of the Green River Commerce site is ongoing.

Antle reported that a lift station for sewer is being installed. And the authority made quick work of deliberating a solution to boundary line problems, voting to appove a fencing agreement with two neighboring landlords, to excavate brush in the boundary, determine boundary marks, and get new fencing installed. Landowners David Louis Butler and Chris Watts will contract for the work, with a total to be paid as CACEDA's part of $13,092.11. Mr. Antle argued, and carried the day, that there will be no better time than now to complete the work, noting that the 2015 lease is up by some $21,000 and that the fencing will keep the neighborhood cows from wandering into the leased cornfields.

The CACEDA members discussed, again, getting a Build Ready site in place, but took no action immediately, instead deferring to a planning meeting set for Tuesday, January 20, 2014, starting at 8:30amCT and lasting all day in the community room of the United Citizens Bank, 294 Campbellsville Bypass, Campbellsville, KY; and a visit to the Green River Commerce Park to find the best prospective site to construct a pad. Current Go-Daddy website will be continued for now

The board took no action on updating the Authority's website and allowed the current Go-Daddy site to continue.

Treasurer's report approved

Treasurer Mike Curry reported Expenditures in the period 1 Aug 2014-15 Dec 2014 period the authority had total deposits of 14.75 (Total Deposits for the year of $32,363.80) Total, and total expenditures in the period of $12,299.70 and total expenditures for the year of $38,196.73. The ending balance in the treasury on 15 Dec 2014 was $97,140.32.

Columbia/Adair County Economic Development Authority's Dan Antle, speaking encouraged moving ahead with several pressing issues to jump start the New Year's economic development programs. The authority voted to take care of a fencing problem at Green River Commerce Park and to hold an all-day workshop meeting starting at 8:30amCT/9:30amET, January 20, 2014, to focus on what can be accomplished. The meeting will be held at United Citizen's Bank in Campbellsville. It's open to the public, and there will be a wrap up for the public and the media in the afternoon.
