Adair County School Board Report, July 17, 2014 meeting

At last night's July 17, 2014 meeting:
  • Board introduced to controversial random drug testing proposal. Vote tabled to next regular meeting. Supt. Reed said he's heard mostly favorable comments
  • ADAIR Band boosters appeal for help on practice fields.
  • Demolition of JAIS and CWC accelerates
  • Landscaping progresses, with front of Adair County Primary Center complete
  • Superintendent Reed expresses appreciation for artwork at ACPC
  • Cassie Davenport will be new art teacher in District this fall
  • Superintendent encouraged that SEEK allocation will improve
  • Contractor for satellite campus will mobilize Monday, July 21, 2014
  • Testing data will be part of teacher evaluation for "Data Driven District."
  • Geothermal system test "tight." Board expands contract with Ensafe, the testing company

The Adair County Board of Education and the was introduced to a controversial, sweeping random drug testing program, potentially (but not necessarily), more invasive than any ever before on the campus, but did not vote on it at the meeting.



No cost for the proposal was given, and no vendor was named, but Superintendent Alan W. Reed said that, if adopted, an "RTP", (Request for Proposal) would be advertised, after which the a vendor would be selected. (Copies of the lengthy proposal were passed out to the media and are available at the Central Office, 1204 Greensburg Street, Columbia, KY; a link will be provided when and if the proposal is posted at the school's website.)

The proposal covers random drug testing for staff, including Mr. Reed and the Central office, and the school's brightest and best: the athletes, the band, the academic teams; in addition to teachers, certified employees, and students who drive to school.

Superintendent Reed said that he has heard mostly favorable comments about the proposal, but welcomed input. Robbie Harmon, who presented the report, said that the proposal is not yet ready for a vote, but would be at the next meeting.

ADAIR Band Boosters appeal or help on practice field. Financing a factor

ADAIR Band Boosters Donald Hare and President Mark D. Harris appealed to the board to help with acceleration of construction of new practice fields and storage facilities.

Donald Hare appealed to the board to help with the needs for practice fields, directors tower, and storage facilities for the band. He reminded the board that the band's record of appearing in the last 20 State Finals is matched by only one other school in the commonwealth, Lafayette, and that, despite this distinction and the fame the ADAIR band has brought to the community, the ACHS band is one of the very few with no place to practice.

Mr. Harris told the board that the problem is made worse this year because of conflicts which might affect other programs. He said that the band is tough on turf, and need both a grass practive field and a paved one, to avoid fatal damage to turf. He said that use of alternate practice field, such as the baseball field and the football field, could only be a last resort because football and baseball boosters have worked hard to make the fields "look better than the White House lawn," and the band respects that.

Mr. Hare said that the band needs two practice areas immediately, a grass one, and an asphalt one to use when the grassed is stressed. He brought drawings showing the bands suggestions for the orientation of the practice fields - reversed versions of the architect's suggestions - with a director's tower between the two fields. He said that the band had wanted to utilized the concrete already poured in John Adair for a storage foundation, but Superintendent Reed said that Gabe Jones, the Sherman-Carter-Barnhardt architect, said that would be difficult to pass state buildings and ground scrutiny.

Mr. Reed said that the maintenance department has plans to enclose a building at the edge of the campus' entrance on Indian Drive which could be utilized for storage. Mr. Hare noted that the ADAIR band now rents storage buildings.

The costs of the construction proposed by the band is still being analyzed, but a total cost in the range of $200-250,000 was estimated by Mr. Hare and Mark Harris after the meeting.

Mr. Reed told them that one practice field will be completed in the contract for Demolition of John Adair and Colonel Casey.


Superintendent Reed's report

Superintendent Alan W. Reed reported the following:
  • Demonstration of John Adair and Casey Schools has accelerated. Superintendent Reed said that demolition of the John Adair Intermediate School is underway and that the demolition project has accelerated. He said that that he expects John Adair could be on the ground within a week, Casey soon after.
  • Landscaping in progress. Superintendent Reed said that more progress has been made on landscaping, and that landscaping had been completed on the front of the Adair County Primary Center, the district's newest school
  • Thanks to Cassie & Todd Davenport for donated metal artwork.. Mr. Reed expressed thanks to Cassie & Todd Davenport for new artwork they created and donated to enhance the entrance area of ACPC. He said that an unrelated bit of good news is that Cassie Davenport will be the new art teacher for the District, to succeed Debra Wimmer, who has retired.
  • Encouraging news from KSBA conference. Mr. Reed reported that he and board member Joseph Payne (Div 3) had attended a Kentucky School Board Association conference in Lexington and that he is encouraged that a better SEEK (Support academic excellence in Kentucky) allocation for Adair County may be forthcoming.
  • Contractor for new satellite campus will mobilize Monday, July 21, 2014. . Mr. Reed said that a pre-construction meeting with Alliance Corporation, the winning bidders for construction of the satellite campus and the bus canopies at Adair County Middle School and Adair County High School, had gone well. A site for the contractor's mobile office has been selected he said. The new building addition is expected to be completed in early to mid-October. The construction area will be isolated from students, he said.
  • All teachers will be evaluated based on data. Superintendent Reed said that in the following year no teacher will be immune from the results of testing. Data will be attached to evaluation forms for the teachers. No one will avoid evaluation based on data, he said. "We are a data-driven district," he said.
  • Testing on Adair County Primary Center geothermal system this past month showed that the system is finally holding pressure. He told the board, that this is good news, but that the system has been tested before and held tightness, only to be breached later. Because of this, he is in dialogue with the orginial subcontractor who installed the system to have warranties begin anew. The tests do help to reassure the EPA, which has questioned possible leaks earlier. He said that he is asking the contractors responsible for the installation for re-imbursement of costs.
Board votes to expand scope of work with Ensafe

The board voted 5-0 to expand its contract with Ensafe to include environmental liason. Ensafe is the company helping the District with tests on the District's Geothermal issues at the new Adair County Primary Center.

Board approves utilizing Kentucky School Board Association for maintain District Procedures

The board unanimously approved a recommendation that the Kentucky School Board Association be hired to help maintain the district's procedures. Robbie Harmon, DPP, said the initial cost will be approximately $5,000, with an additional annual fee. The service is similar to one municipalities use to update and codify ordinances.

Consent Agenda

The consent agenda was passed without comment, and included approval of minutes, treasurer's report, payment of bills, certified evaluation plan, teacher's handbook, employee manual, student code of acceptable behavior and discipline manual enrollment procedure form, acknowledgement of personnel action, and approval for the Adair County Elementary of School's Cookie Dough Sales school wide fundraiser. The consent agenda was passed without comment on a motion by Mike Harris, with a second by Quin Lasley, and approved unanimously.

All members were present for the meeting, chaired by Floyd Burton (Div 4). Other members present were Greg Willis (1), Quin Lasley (2), and Joseph Payne (4). Also present were Superintendent Alan W. Reed, members of the media, Instructional Supervisor Phyllis Curry; Director of Pupil Personnel Robbie Harmon, and on behalf of the ADAIR Band Boosters, Donald Hare, and Boosters President Mark D. Harris.

Adair County School Board: Donald Hare presents band appeal

Donald Hare presented an appeal to the Adair County School board for assistance in accelerating the construction of practice fields, a director's tower between them, and storage facilities. The State's Premier March Band, ADAIR, is one of the few bands in the Commonwealth without a practice field of its own. Using other fields as in the past, is a matter of turf: The band is tough on grass, Hare said, and the ADAIR Band is reluctant to ask to use the baseball or football fields at a time when they are in peak condition, but are easily stressed. The band practices so much, Mark D. Harris, President of the ADAIR Band Boosters said, that they can quickly kill grass, and reduce the playing and practice surfaces to mud at the first rainfall.

Cassie Davenport, new Adair School District art teacher
