Adair County Fiscal Court report, July 8, 2014 meeting

In last night's Adair Fiscal Court meeting:
  • Court awards $7,000 to C/AC airport operation
  • Court delays closing L. Hancock Road bridge
  • Court reject boom mower bid by Whayne Supply; will advertise with slightly different specs
  • County Treasurer reports $706,831.18 reconciled balance in all funds at end of June, 2014
  • Court approves Jail, Jail Quarterly Report
  • Judge Melton authorized to complete bonding for Jail construction work
  • Court approves Sheriff's report
  • The court orders approved, including $2,500 to Knifley Area Volunteer Fire Department
  • A.L. Sinclair announces $78,000 grant; urges county take control

John Rarey delivered the "State of the Airport," report at the Tuesday night, July 8, 2014, Adair Fiscal Court meeting. The report on this vital economic development, tourism, and safety pillar was met with enthusiasm and the court voted to pay the $7,000.00 annual funding for the airport this year, despite a somewhat tight budget.



Rarey told the court that the airport is vital to offer quick transportation for business leaders, Lindsey Wilson parents, and as inducement to new business. He reminded the court that a number of businesses, including his own, use the airport to make sales calls and to procure essential supplies, particularly parts.

Rarey said that airport board has lobbied in Frankfort, and over the years, has received approximately $750,000 in grants. He told them that an extension of the airport runway is still in planning by the State of Kentucky, and that it has been delayed only by budget constraints. The $7,000 in funds come from the LGEA account. It was not paid in 2013; however, Judge Melton said that should budget conditions change, the Airport Board could make additional requests. Rarey was accompanied by, Bill Troutwine, Chris Janes, Buddy Sewell, Mike Mitchum, and Howard Loy. The vote to provide the funds came on a motion by Magistrate Perry Reeder (4), and a second by Billy Dean Coffey (5), with Harold Burton (1), Daryl Flatt (2), Sammy Baker (3), Joe Rogers (6), and Billy Rowe (7) joining in the roll call vote.

County votes to wait 30 days before closing L. Hancock Road Bridge

The Magistrates heard differing opinions on the safety of the bridge, described as a "vented, low water ford," on L. Hancock Road, from a state inspector saying that if it were a State Bridge, it would be shut immediately to local citizens insisting the the bridge is solid. The bridge crosses Sulphur Creek and connects L. Hancock Road, to Junior Burton Road which in turn connects to Taylor Ford Road.

Emergency money to replace the span has not been forthcoming. The new span would cost an estimated $151,000. At issue is a question of county liability in light of the state inspector's report.

The court voted to delay action on the bridge for 30 days, in order to give all the court, at various times so as to not create a quorum, to inspect and discuss alternatives to closing the bridge.

Only one bid received on boom mower

Only one bid was received on the boom mower for the road department, from Whayne Supply Company, for a total of $50,542.89. The bid did not come with a specified warranty and did not state a delivery date, and, in fairnell, CJE Ann Melton noted, delivery time was not in the the bid specs. The bid was rejected, and the bid announcement will be posted, to include the same specifications as before and a request for delivery time Specifications which were in the original bid specifications, in addition to delivery time, include: 18' low swivel base mid mount arm; 50 " rotary knives, 50" heavy brush cutter. The seller is to install on a an Adair County Road Department tractor. Bid is to include warranty terms. The equipment is to have a self contained hydraulic system. It must fit a 6030 New Holland Tractor C.H.A. 2 wheel Drive, 2008 model.

The court unanimously accepted the road report from Adair County Road Superintendent Jobe Darnell, who told them that one of the new Mack Dump Truck has been returned for service 4 times for work on the trucks fuel injectors. He said that they were very disappointed in the service by Worldwide Equipment, who, heretofore, had been one of the court's favorite vendors. CJE Ann Melton said that quite possibly the service could be related to a warehouse fire the company had sustained in Lexington, KY.

Court approves jail report, jail quarterly report from Jailer Rick Wilson

The court approved the Adair County Regional Jail report for the month of June 2014, and the quarterly report. Jailer Wilson reported total billings of $81,210.24 for the month, less the $32,969.68 for Adair County inmates and additiona billing for booking fees, medical, other income, per diem charges, home incarceraton fee, and Cumberland County inmate medical fees for a balance to collect of $52,529.78.

Wilson said that the Perfection Group will have completed all its work on air conditioning/heating replacement other updates within about 2 weeks. The court voted to allow Judge Ann Melton have KACo issue bonds in the amount of $239,656.00 for the balance due on the work the Perfection Group did.

Wilson noted the retirement of 16 year veteran ACRJ employee Kay Butler, and commended her for her work.

Treasurer' Report approved; transfers approved

The Court unanimously approved the report of Treasurer Barry Corbin, which should a reconciled balance in all funds at the end of June 30, 2014, of $706,831.18, reflecting a somewhat tighter situation this year than in 2013, when the reconciled balance was $857,269.71. The court also pre-approved usual transfers of fund on an if needed basis.

Court approves 1st Reading of Columbia/Adair Human Rights Commission ordinance

The unanimously approved the First Reading of an ordinance establishing a Columbia/Adair County Joint Human Rights Commission. The vote was 7-0, on a motion by Magistrate Billy Rowe (District 7), with a second by Magistrate Sammy Baker (3). According to Bobby Bowe, a member of the Human Rights Commission planning committee, the commission will have 7 members, with five appointed by the County Judge Executive and approved by the court, and two appointed by the the Mayor of Columbia and approved by City Council. Joining Rowe and Baker in the affirmation were Magistrates Harold Burton (1), Daryl Flatt (2), Perry Reeder (4), Billy Dean Coffey (5), and Joe Rogers (6)

Sheriff's Report for June 2014 approved

Sheriff Harrison Moss gave the following report for the month of June 2014:\
  • 33 Warrants of arrest served
  • 7 Criminal cases opened
  • 19 Call response reports written
  • 9 Domestic abuse cases worked.
  • 17 Non-injury accidents worked
  • 7 Injury accidents worked
  • 8 Out of county transports
  • 11 Citations written for criminal activity
  • 58 Civil process papers served
  • 7 Criminal summonses served
  • 72 Subpoenas served
  • 92 Hours of court security provided
  • 165 Vehicle inspections done
  • 403 Dispatch Calls
The report was unanimously approved, 7-0.

Routine items approved routinely

A number of routine items, including approval of minutes for the regular June10, 2014 (7-0) meeting and special called meeting, June 27, 2014 (4-0 were approved with 3 abstentions), and approval of bills and additions, were approved.

Three court orders approved

Three Court Orders were unanimously approved: 1) to refund $403.35 to the Kentucky State Treasurer fo unspent funds received for the Waste Tire Program. 2) To issue a check to the Knifley Fire Department for $2,500 as assistance for its insurance. 3) To allow Judge Ann Melton to sign papers with KACo for bonds in the amount of $239,656 to pay the Perfection Group for work done at the Adair County Jail.

A.L. Sinclair gives litter abatement report

Adair County Solid Waste Coordinator A.L. Sinclair told the court that for the summer, litter pickup is at a standstill. He said that the county has received a $78,000 grant for additional equipment, including a new baler and a new sorting line at the Adair County Recycling Center, a and a new recycling trailer.

Sinclair told the court that a storage building is needed to store cardboard until the best market. He said cardboard prices dip in the summer to $80 a ton and may rise to as much as $120 in winter. The building would store cardboard until the best market.

He also urged the court to consider taking over the transfer station. "I think it will make money for the county," he said. Sixth District Magistrate Joe Rogers agreed. He said that the county needs to help haulers streamline territories and said he thought a county take over of the transfer station would make money for the county.
