City Council meeting report for Monday, May 5, 2014

The Columbia City Council approved a request from the City Cemetery Board to use eminent domain to buy and raze the Parson House and the northern edge of the cemetery, agreed to help with drainage problems on Westlake Drive, approved an amended city budget, and heard a rosy picture of the state of financial affairs from Councillor Robert Flowers as to the overall long term financial condition of the city, but a dire one from Councillor June Parsons on the city's available Unrestricted/-obligated Funds Position



Second reading for budget approved

A second reading of the City's amended City of Columbia, Kentucky annual budget for the fiscal year July 1, 2013 through June 30, 2014 was unanimously approved on a motion by Councillor Flowers, and a second by Councillor Ron Rogers, with Councillors Craig Dean, Linda Waggener, Charles Grimsley, and June Parson joining in the affirmative.

The approved budget gave some optimism, as more of the changes were in a positive position; insurance tax receipts were up by about $20,00, and improvements in the sanitation budget - thanks to enhanced garbage rates, and in the gas department - thanks to a colder winter and higher gas sales.

Mayor Harris said city has been through 5 hard years

Mayor Harris said that the city has gone through the hardest four years in recent times, during which the insurance tax receipts had plummeted. He said that his administration has the lowest number of employees in recent times, with a total of 28 now on the payroll. He also defended the openness of his administration.

Councillor Robert Flowers echoed the mayor's sentiments, and said that the city, in all departments, has some $2.8 million net assets. He said that the gas department is doing well, and has no indebtedness.

Councillor June Parsons agreed with the figures, but presented figures which indicated a shortage of available operating funds. She said she had analyzed the City and Gas Department Finances to ascertain the amount of Unrestricted and un-obligated funds available to the City and the Gas Department right column and gives her opinion on the circumstances for each in the footnotes. Her footnote for the City said, "Based on previous activity . . . the assumption is that there will be no unrestricted/obligate funds available for next year." Her note on the Gas Department was "Based on previous year activity, the assumption is there will be around $300,000 unrestricted funds available. Which is very little for repairs, maintenance, and upgrade for this system."

The Council will continue to review the financial situation.

Council approves use of eminent domain procedures for Parson House

The Council gave its approval for the City Cemetery Board to use the power of eminent domain to acquire the old Parson House at 401 Greensburg Street. Councillor & Cemetery Board member Robert Flowers told the Council that the Cemetery Board, in an earlier meeting had voted to proceed under Kentucky Statute which allows Cemeteries to acquire certain property when it will be used for either more grave sites or to build a chapel.

On a motion by Councillor Craig Dean, with a second by Linda Waggener, the Council unanimously approved the authorization.

Update: 2014-05-08 Mayor Harris said that another improvement was coming to the intersection of Campbellsville Street and Fairground Street to beautify the area, that the highway department would be making changes which might include a new turning lane. - End of update>

Councillor Flowers said the action would probably take a few months to a year to complete.

He said a private benefactor has agreed to pay the cost of removing the house. (PHOTO)

Council approves second reading of supplement to Code of Ordinances

The Council unanimously approved a supplement to the Code of Ordinances of the City of Columbia, Kentucky, on a motion by Councillor Charles Grimsley, with a second by Councillor Dr. Ron Rogers, following a second reading by City Attorney Marshall Loy.

Council approves minutes, two sessions

In separate actions, the board unanimously approved 6-0, on a motion by Councilor Craig Dean, with a second by Councillor Dr. Ron Rogers, the minutes of the April 7, 2014 Regular Meeting, and of the April 24, 2014, Special Called Meeting, on a motion by Councillor Robert Flowers with a second by Councillor June Parson.

Council agrees to review drainage problems at Westlake

Westlake CEO Neal Gold presented a photo showing the pooling which occurs along Westlake Drive at entrances to the doctors building by the hospital. He asked for the City of Columbia to put in a drainage tile to carry off the excess, or, he quipped, "Help us buy waders for the doctors."

Members of the Council reasoned that the drainage problem might be met by paving changes, and agreed to consult with paving contractors to see if that might be a lower cost option to remedy the situation, but agreed something needed to be done to aid the recovery now underway at the hospital.
