Adair County Fiscal Court Report, April 8, 2014 meeting

The Adair County Fiscal Court voted unanimously to approve the second reading of a resolution to the dissolve the Adair County 911 Board, with no discussion on the action. The court also unanimously approved the authorization for Adair County Judge Executive Ann Melton to write a letter to the City of Columbia, notifying them of the decision. The action was taken at the Tuesday, April 8, 2014, regular meeting of the court, with Judge Melton presiding, and all seven magistrates present.



County Reconciled balance $1,552,524.80

Adair County Treasurer Barry Corbin gave the Treasurer's report, which showed a reconciled balance in all county funds of $1,552,524.80 on March 31, 2014. The report was approved unanimously. Corbin asked for approval to make fund transfers as necessary in the month of April, and that was alo approved.

No action taken this month on request for Dispatcher pay raises.

The court took no action on a proposal for pay increases for 911 dispatchers. Greg Thomas provided the court with a packet of material, which showed returns on a survey he sent out to 911 dispatchers around the state.

Thomas said he found pay scales mostly in the $9-12 range. Campbellsville, with 14 dispatchers, all full time has a starting pay of $11 per hour for entrants without certification, and $12 for those who are certified. All full time dispatchers have to become certified within 6 months. The magistrates were given two proposals, a plan A and a plan B. Plan A, the higher of the two, would start part time non-certified employees at $8.50. Full time, certified employees would receive $9.50 per hour, still far below the pay scale for Campbellsville's Dispatchers. On the other end of the scale, the city of Edmonton pays its dispatchers minimum wage, Thomas said.

One part time employee, Dana Burton, was approved for promotion to full time with a pay increase from $8 to $8.50. The matter is be be expected to be reconsidered at the May meeting.

Road Supervisor Jobe Darnell gives road report

County Road Supervisor Jobe Darnell gave the road report. He said that construction work is one new Mack Truck has been delivered and that one bridge has been started. The bridge is on Frank Dohoney Road, over Brush Creek. As soon as time is available, another bridge will be built over Cabin Fork Creek on Old Montpelier Road. All the permits for that road and funding is in place, Lisa Lee, Administrative assistant in Judge Melton's office said.

Jimmy Bennett gives Soil Conservation District Report

Jimmy Bennett, treasurer of the Adair County Soil Conservation District presented the districts plan of work and budget to the court, which was accepted with a unanimous vote. He was accompanied by Judith Goodin, a district board member, and her husband, Woody Goodin. The District's budget for July 1, 2014-June 20, 2015, is based on total receipts of $389,398. which, with a balance carry forward of $186,059.54, gives the taxing district total available funds of $575,457.54.

Adair County Sheriff's Report

Adair County Sheriff Harrison Moss gave the following activity report for March 2014:
  • 32 Warrants of arrest served
  • 7 Criminal cases opened
  • 8 Call response reports written
  • 8 Emergency protection orders served
  • 5 Domestic abuse cases worked.
  • 8 Non-injury accidents worked
  • 3 Injury accidents worked
  • 6 Out of county transports
  • 17 Civil process papers served
  • 8 Criminal summonses served
  • 73 Subpoenas served
  • 117 Hours of court security provided
  • 182 Vehicle inspections done

Two part time employees hired for GRAS

Two part time employees were hired for the Green River Animal Shelter. One will replace an employee who quit, the other was hired so that schedules can be maintained economically. The employees, Khalid Al-Shaheen and Jessee Robert Anderson, will be paid $7.75 an hour. Both were unanimously approved in separate actions.

Court Approves Contract with Chris Bennett

The court unanimously approved the contract with Chris Bennett to be Electrical Inspector Alternate.

Jailer's report approved for March

Jailer Rick Wilson reported billings of $77,942.18 for the month of March. After deducting $32,154.84 for Adair County inmates and adding in booking fees, medical charges, other income, per diem charges, home incarceration income, the total to collect was $60,122. His report was unanimously approved. MBRCourt approves amendments to Jail Policy Code

The court updated several provisions in the Jail Policy manual, as present by Adair County Regional Jailer Rick Wilson, many of which were to comply with PREA - the Prison Rape Elimination Act. All were unanimously approved.

Minutes approved

The Court approved the minutes for the March 11, 2014, regular meeting and for the March 20, 2014, special called meeting.

Other routine items routinely approved

The court approved bills and additions on a motion by Billy Dean Coffey, with a second by Daryl Flatt. Also, there were no Court Orders this session, so that item on the agenda was passed over.

Constable Shannon Rowe

Shannon Rowe, a candidate for re-election as constable listened intently to the discussion about a redistricting mixup which has to be resolved surrounding his candidacy. Constable Rowe filed, for District 2 Constable on January 15, 2014, after the Adair County Court Clerk had filed redistricting boundary lines. But when the official map was returned, the official map showed him to be a resident of District 3. Members of Fiscal Court said they intended the dividing line to include all of Miller Avenue, where Rowe resides, in District 2. But County Attorney Jennifer Hutchison Corbin told the court last night that she would have to do more research before she could advise a course of action to correct the error, but the court and Judge Melton were determined to find a way out of the situation.

Magistrate Harold Burton: Helping out in Fire Jurisdiction case

Magistrate Harold Burton (District 1) volunteered to join Adair County Judge Ann Melton and Magistrate Billy Rowe (District 7) and attend a meeting of the Adair County Fire Department District Chiefs about a problem David Bledsoe and several families on Gentry Mill Road have related to Fire Department Jurisdictions. The homeowners are 4 miles from the Fire Department in Russell Springs, 10 miles from Columbia. Because of that, response times would ordinarily be greater from Columbia, but the homeowners, Judge Ann Melton told the court, face higher insurance premiums which would be lowered if they re served by Russell Springs. Judge Melton said that in her initial contact with the Adair County Fire Chiefs, they were reluctant to alter boundaries because requests for changes would be unending. She and the magistrates want to see if a solution for the homeowners might be found. The meeting is set for 7pmCT, May 7, 2014, the first Wednesday in the month.

The Bridge Builder: Jobe Darnell



2014-04-12 - Adair Annex, 424 Public Square, Columbia, KY - Photo CM Staff Photo. Jobe Darnell, Adair County Road Supervisor, told Fiscal Court on Tuesday, April 8, 2014, that February had been a rough winter month, and that construction had to be delayed, but that April's warmer weather let the department get started on the Frank Dohoney Road bridge over Brush Creek in District 4. Immediately following that project, the Adair County Road Department will build a new bridge over Cabin Fork Creek on Old Montpelier Road in District 3.
