CJE Ann Melton: A dream comes true for Adair County

The announcement of $500,000 grant for an Adair County Senior Citizens Center culminates seven years of persistence, Judge Melton said. It's the fulfillment of one of the first goals of her administration

For Adair County Judge Ann Melton, it's another challenge met, another goal reached.

Funding for an Adair County Senior Citizens' Center has come through. "It's a dream come true, not only for me and for the seniors of Adair County, but for all us. Persistence has finally paid off," she said, "this was a priority goal of mine when I took office in 2007. Now we are assured of it becoming a reality."


Kentucky Commissioner of the Department for Local Government Tony Wilder, on behalf of Governor Steven L. Beshear and the staff of the Department for Local Government, notified her this week that Adair County has been selected as a Community Block Grant (CDBG) in the amount of $500,000 for the Adair County Senior Center.



The approval is contingent on acceptance of terms which, among other things, guarantee that the center will be advertised for bid within six months and that the joint agreement with the City of Columbia be completed, and that is expected. The city and county jointly own the real estate, though the application - and operation of the Senior Citizens Center - will be solely the responsibility for the county, Judge Melton said.

The $500,000 grant money will be used to renovate a portion of the old Columbia Baptist Church Christian Life Center Building, now the Jim Blair Center, at 801 Hudson Street in Columbia. The balance of the building continue to be used by the Columbia/Adair County Parks & Recreation Board for athletic events.

Judge Melton feels confident that the Center can be ready, in a few months, maybe within thisyear.

And, she said, "I don't foresee the need to put more county money into the project. We still have some $60,000 from the Federal Grant money Congressman Whitfield helps us obtain," she said, noting that she was out of the office and the exact figures were there. Some of that Federal money was used to buy the property for the Senior Citizens Center/Joint City-County Park, but a big part remains in a fund held for the center.

The $500,000 in the latest grant will cover new heating and air conditioning for the Senior Citizens Center portion of the bulding, for a new entrance for seniors, for a warming kitchen for meals catered from Russell Springs, for new carpeting, and other improvements.

The new entrance will be to the right of the present entrance from the main parking lot to the gymnasium at the Christian Life Center.

None of the CDBG $500,000 grant can be used for furnishings, she said, "But we already have a lot of what we need, and the grant money Rep. Ed Whitfield got for us can be used for furnishings."

"I can tell you that I am walking on air today. This is a big win for all of us, especially for the seniors of Adair County who can now enjoy programs many other counties have had for years."

During the interim, she said, seniors have been able to gather at facilities furnished by the Columbia Housing Authority on Carrie Bolin Drive. "As she always does, Shannon Biggs (the authority's director), came through, with everything they could do to make do until the new center is completed. I can't thank her enough for what she and the public housing people are doing during this transitional period.."

"Still," she said, "I can't wait to see Adair Countians finally having their own new dedicated senior gathering place, and," she said, "wouldn't it be nice if the first big event were at Thanksgiving time in 2014?" she said. "That's would be a wonderfulway to end the year, and give us a fresh start on new goals in 2015."
