CAUD Board Meeting December 12, 2013 - report

The CAUD Board met in a brief but productive session this evening at which a new Waste Water Plant Manager was hired a bid was awarded for renovation of Downtown water lines and meters, and a date was set for opening bids on the landslide above the wastewater plant and the creek bank project, among other more routine actions.



The board voted to hire Joe Chapman, a waste water plant veteran of over 20 years to be the new plant superintendent. Chapman will succeed Bo Murphy in the position on March 1 2014, immediately following Murphy's last days on the job. Another veteran waste water plant employee, Stephen Breeding, will move up to Assistant Superintendent.

Stotts Construction is low bidder for downtown project

General Manager Lenny Stone announced the results of bid opening for the next phase in the rehabilitation of the old Columbia Utilities Water lines in downtown Columbia. The project involves replacement of the old water lines and most of the water meter for building around the Columbia Public Square. The board accept General Manager Lenny Stones recommendation to accept the low bid of $860,720.00 base bid. The vote was 4-0 with Chairman Robert Flowers, Vice Chairman Tim Baker, and Rudy Higginbotham and David Jones voting to accept the low bid, and Barry Stotts abstaining both from the voting and the discussion of the bid.

The bids were as follows, lowest to highest:
  1. Stotts Construction Co., Inc., Columbia, KY - $860,20.00
  2. Gary Clifford, Hodgenville, KY - $890,700.00
  3. Cleary Construction Co., Tompkinsville, KY -`$995,850.00
  4. Salmon Construction, Inc., Mt Washington, KY - $1,018,152.00
  5. United Pipeline, Inc., Bowling Green, KY - $1,024,253.00
  6. Twin States Utiilities, Inc., Mt. Hermon, KY - $1,368,600.00
Board gets good news on CDBG Sewer Project

A major project involving the work to stabilize a land slide above the CAUD Wastewater Plant and rip rap along Russell Creek to improve flow past the sewer plant is moving to bid stage. The utility has received the deed to hillside needing modification, and GM Lenny Stone announced that the Corps of Engineers has given its okay for the work to proceed. The board voted unanimously to advertise for bids which will be opened at 4pmCT, before the Board's 6pmCT, regular January 9, 2013, second Thursday meeting.

Work on new East Adair County tank on track

GM Lenny Stone told the board that the new 300,000 gallon East Adair County tank, being constructed at a site on the North Side of KY 80 near the Russell County line is moving at a fast pace. He said that Caldwell Tank of Louisville, KY has moved the "puzzle pieces" onto the site and has projected that the tank will be in the air by the end of December. It will still be couple of months from completion, as painting will have to be done in warmer weather.

When that tank is completed, he said, it will eliminate any necessity to import water from Russell County and all water used in the CAUD system will be manufactured at the utilities Adair County Water Treatment Plant at 555 Griffin Springs Road, Campbellsville, KY.

Board accepts Amos Tackett Chicken House petition

Mr. Stone presented a petition from Amos Tackett, who is requesting the utility run a 2,000 ft. line and install a meter to serve his 4 existing chicken barns and 4 now planned on Horsefeather Lane. The vote was unanimous to do so. The work will be an in-house job, Mr. Stone said.

CAUD office will be closed Christmas Eve, Christmas Day

Office will close Thursday, December 24-25, 2013, for the Christmas holidays, Mr. Stone said.

Board okays Knifley Communication antenna on the Caldwell Ridge Tank

The board okayed a request from the Knifley Area Volunteer Fire Department will install a communications antenna on the Caldwell Ridge Water Tower, subject to the VFD's meeting regulations and insurance requirement. The vote was unanimous.

Collections of old debts total $23,011 for the year

GM Lenny Stone announced that Ms. Ashley Bennett had collect $1,538.95 in old debts in the month of November, 2013, and that total collections for the year through November 30, 2013 stood at $23,011, all collected by Ms. Bennett.

All board members were present at the outset of the meeting, chaired for the first nine agenda items by Chairman Robert Flowers, with Tim Baker taking over for the final four agenda items. Also present were General Manager Lenny Stone, Customer Service Representative (CSR) Ashley Lackey, Board Attorney Marshall Loy, and Consulting Engineer David Bowles.

East 80 Caud Tank should be in air in December



2013-12-13 - KY E. 80 near Adair/Russell line, Adair Co., KY - Photo - CAUD photo. Workmen for Caldwell Tank Co. of Louisville, KY have what Columbia/Adair Utilities District General Manager Lenny Stone describes as "pieces of a puzzle" on the site of the district's latest water tower, a 300,000 elevated tank going up on the North Side of KY 80 near the Adair-Russell County lines. After the tank is erected, there will be a few weeks wait until it can be painted and tested before being up into use. Once online, the only water - all of it - being imported from outside Adair County will be from the District's own plant, located at 555 Griffin Springs Road, Campbellsville, KY - just across the border from Coburg, Adair County, KY. At present, Adair County imports water from Russell County. - ED WAGGENER.
