The Columbia City Council held a brief 35 minute December 2, 2013 regular meeting, at which the Council okayed the authorization of a $6,000,000 bond issue for Lindsey College, accepted the bid of Martin Contracting of $160,045 for the KY 55 N Gas Line extension, and table a plan to appoint eight new and re-appoint two current members of the 10-woman Renaissance Board Membership.



Mayor Harris said that the tabling of the schedule vote on the Renaissance Board was tabled because representatives of the Main Street program were unable to attend the meeting, and he thought the council should hear them before going ahead with putting the proposed Renaissance Board in place.

According to Councillor Charles Grimsley, both programs generally have three purposes: 1) Downtown Revitalization. 2) Economic development and 3) Promotions and festivals.

The list of nominees to have be voted on, included eight new members to terms of varying lengths

They were listed as: Tiffany Collins, to June 30, 2016; Sarah thompson, to June 30, 2016; Kaitlyn Crawhorn, to June 30, 2015; Karen Watts, to June 30, 2015; Kasey Bardin, to June 30, 2015; Annette Hatcher, to June 30, 2015; Bethany Coffey, to June 30, 2015; and Paige Hutchison, to June 30, 2014; Two members, Andrea VanArsdale and Ann Marie Austin, would be reappointed to terms ending June 30, 2016.

One consideration, given outside the meeting, was that this group might be called the festival committee, rather than Renaissance or Main Street.

The group does not receive any money from the City, Mayor Harris said. The cost to the city is only in inkind: payroll for staff time and use of city facilities and rolling assets devoted to the programs.

Lindsey Bond Issue will save the college interest

The Council heard a short presentation on the bond issue by Lindsey Wilson Vice President Mark Coleman, accompanied by the attorney for the firm handling the bond sale on the bonds. The college is simply re-issuing bonds to take advantage of a lower interest rate. He told the council that by issuing the bond through the city, the college gets a lower tax exempt rate than if the college issued the bonds directly. The council was also told that the issue will be neither a moral or financial responsibility of the city. On a motion by Councillor Robert Flowers, with a second by Councillor Ronald P. Rogers, the council voted 6-0 approve the issue, with Councillors Craig Dean, Linda Waggener, Charles Grimsley, and June Parson joining in the affirmation.

Council approves minutes of November 4, 2013 regular called meeting

On a motion by Councillor Ronald Rogers, with a second by Councillor Robert Flowers, the council unanimously approved the minutes of the November 4, 2013 regular called meeting.

Council unanimously votes to accept bid of Martin Contracting for gas line work

On a motion by Councillor Ron Rogers, with a second by June Parson, the council unanimously voted to accept a bid of $165,045, the low bid, for the KY 55 N gas line extension project, phase 1, submitted by Martin Contracting Co. The total cost of the project after engineering and other costs, will be $174,176. The council was told that the City Gas Department has the funds to pay for the project.

Mayor's Announcement

Mayor Harris said that the work of Municipal Solutions on the city's revenues is still in progress and that he expects a report soon. Municipal Solutions is a Greensburg, KY firm hired by the Council to help the city with budget problems.

Councillor Craig Dean: Asked everyone to come out and enjoy Christmas in Columbia this weekend

Councillor Linda Waggener: Asked about the status of efforts to establish a Trail Towns program in Columbia, KY. Mayor Harris said he would look into support which might be given by Tour South Eastern Kentucky.

Councillor Robert Flowers praised the work of the City Street Department for getting leaves out ditches. Flowers said the city had cut out over $100,000 in expenses and that an Alternative Tax program had to be found. Flowers cited heavy expenses borne by city government, including stipends to the Columbia/Adair County Airport and the $90,000 per year cost for street lights as two of the reasons why an Alternative Tax had to be found.

Councillor Ron Rogers also praised the street department and asked everyone to come out to the Columbia/Adair County Chamber of Commerce parade, on Saturday

Councillor Charles Grimsley reminded the Council of the Christmas Caroling preceding the Christmas in Columbia Parade, and of the Adair Heritage Association/Downtown Olde Fashioned Christmas Shoppes in the Historic Adair County Courthouse, which now has 33 vendors committed for the 9am-3pmCT, Saturday, December 7, 2013 Christmas in Columbia.

Councillor Grimsley again brought up the issue of a traffic light at Burkesville and Guardian Streets. Local safety advocates believe a light to suppress speeding on Burkesville Street. Mayor Harris said that the State Highway department installs the lights based on injuries and fatalities, that three injuries or deaths have to occur before they will put in the light. He said that unfortunately, that's the way it works.

June Parsons reminded the council that the audit report had not been approved, and moved that be done; Councillor Craig Dean gave a second and the audit was approved unanimously.

Ms. Parson also reminded the body that the Quarterly Budget workshops had not been held, as agreed.


Citizens Comments


Citizen Bill Anderson came before the board saying he didn't come to make friends. He reminded the council of two of his ideas which got no help; one, to put in an RV park, and two, the idea of a city operated incinerator for solid waste disposal. Anderson got a heated response from Councillor Ron Rogers, who said that three counties had looked at a joint effort and found that an incinerator was not feasible, and told Mr. Anderson, "I'm not going to argue with you. You know more than anyone."

But Robert Flowers told Anderson that he would be willing to listen to him or any citizen who came to him with ideas.

The council adjourned at 6:37pmCT, on a motion by Councillor Robert Flowers. All Councillors were present, as were Mayor Mark D. Harrris, City Clerk Rhonda Loy, City Police Chief Jason Cross, City Gas Superintendent Ron Cook, accompanied by his wife, Bill Anderson, media representatives, and others.
