Maybe Kentucky ought to allow more leeway in local taxation, and you make good points about new jobs. I do wonder if you right about the bootleggers not paying taxes. From all I hear, Adair County's bootleggers have, traditionally been a higher minded class of people, well above the average in being public spirited. I wouldn't be surprised if most or not all of them pay taxes. By the way, there will be tradeoffs when we honor legality over hypocrisy.
