Adair County Hospital District Meeting, Aug. 27, 2013

The Adair County Hospital Board meeting, Tuesday, August 27, 2013, was an upbeat session with the biggest news being the turn-around in the direction of the hospital's financial vector, and a new agreement between Westlake and Adanta to reopen Westlake's Behavioral Unit.



While the Hospital has lost money in the past year, the loss is substantially less than it was in 2012 and 2011, according to Chief Financial Officer David Hayes.

Hayes presented financials up through June 30, 2013, which show, overall, a much improved financial picture. Mr. Hayes summed up the most important news: The hospital is still in he red, with a projected $669,912 net loss for the preceding year. But the most important information is the trend. The Westlake has a winning vector. Losses have been reduced from $3.1 million in 2011 (largely in the Rusty Tungate era), to $2.2 million in 2012 (in the Spectrum HealthPartners era), to $669,912 under the current board.

Chapter 9 has improved hospital's cash position substantially

The hospital's cash position has dramatically improved in the past month, since the organization obtain Chapter 9 protection, the audience was told last night. A payroll was made on Tuesday, and for the first time in recent memory, enough money is on hand for two more payrolls. The complete records are all public record at the hospital.

New agreement with Adanta

A new agreement has been reached with Adanta to take over the hospital's Behavioral Unit and three of the top members of the staff of Adanta, were introduced at the Adair County Hospital District Board of Trustees Meeting including Janie Burton, CEO for the 10 county group; Patty Page, Assistant Clinical Director, who will be interim director at the Westlake Unit; and Beverly Loy, Clinical Director for the 10-county Adanta group.

Dr. Mark Hyatt will be the chief psychiatrist. The announcement of the new agreement with Adanta was one of a number of positive announcements made in the meeting. Ms. Loy said that Adanta hopes to have the unit reopened in a matter of days.

And Mr. Hayes added, later in the meeting, that the reopening of the unit should have a positive effect on future financial statements.

Edmonton Priimary Care moving to new home

It was reported at the meeting by Plant Maintenance Supervisor John Spear that a relocation of Edmonton Primary Care is in the final stages of completion. Paint schemes were borrowed from Norton Heathcare and will be used in the new location, strengthening the new alliance of the Westlake System with the State's largest healthcare provider, Norton Healthcare.

New Bank Acount set up to handle 650B funds

The board approved, subject to final okay from the Western District Bankruptcy Court, establishment of a separate account to handle funds generated by a "640 B" plan which had been a lucrative source of funds for the system. Two pharmacies had dropped out of the Westlake program because of problems generated by slow replacement of pharmaceuticals. They had requested assurances that the hospital would set aside program funds to make the replacements in a timely manner. Barry Corbin, director of the hospital's primary care centers, said that the "640 B" plan had generated considerable funds at it's peak, and had lowered costs for patients' pharmaceuticals as well.

Monica Thomas reports patient satisfaction continues to be tops in the state

Monica Thomas, RN for the Westlake system, gave a report on patient satisfaction, measured in a Medicare Hospital Profile/Patient Survey results, which showed among other things, that the 98% of patients responding said they would definitely recommend the hospital to others. Westlake's Numbers on the patient surveys, overall, are the highest in Kentucky, are higher than the Kentucky average, and the national average as well. When shown by quarters for 2012, each quarter had trended upward in overall result. A downside in the reports Thomas delivered was in area's of heart patient care and pneumonia patient care, where Westlake's numbers were significantly off Kentucky and the National Averages, but Thomas said those numbers are being addressed.

Primary Cares doing well
Barry Corbin reported that the primary care system is doing well. He noted that even with a 28% drop in providers at Westlake Primary Care in Columbia, volume was off only 10%. And effort is being made to recruit new providers. Corbin said that a new nurse practioner, Kathy Brock, has been added to the Westlake staff.

Mr. Corbin all also said that the Primary Care time is examining through-put times for patients, and will be working to reduce patient waiting times.

Hospital is holding a full fledged Health Fair this year

An Annual Health Fair, came in an announcement by Vice Chairman Neal Gold, who said Health Fair is planned for October 9, 2013. In past year's fairs were a major marketing effort for Westlake and other health industry enterprises. This year's Health fair is planned to all the booths and handouts associated with past administrations' Health Fairs, which rose to extravaganza proportions in earlier years, especially under former Westlake CEO Rex A "Rusty" Tungate, when total attendance was in the thousands.

All board members were present. Craig Pyles, board chairman presided with other members, Bruce White, Richard Grant, Brad Keltner, and Neal Gold also present.

Westlake maintains extraordinarily high patient satisfaction
