Evelyn Rowe, Russell County, KY (1920-2013) She made history as the first woman ever elected to the Russell Springs, KY, City Council. She was a native of McCreary County, KY, a remember of a extraordinarily distinguished family, and a resident of Jamestown, Russell County, KY, at the time of her death. She was a sister of former Columbia Mayor Pat Bell. She leaves two direct living descendants. She was a former bookkeeper for Grider Insurance, and an employee of Russell County Clerks office. She was a member of the New Victory Baptist Church. Evelyn Lucille Rowe, 93, of Jamestown, KY, died Monday, August 12, 2013 at the Fair Oaks Nursing Home in Jamestown, KY. A private graveside service will be held Thursday, August 15, 2013 at the Russell Springs City Cemetery with Bro. Rick Neff officiating. Evelyn Rowe, Russell County, KY (1920-2013) She was born Thursday, January 22, 1920 in McCreary County, KY. She was the daughter of the late Oscar P. & Betsy Halcomb Bell. She died Monday, August 12, 2013 in Jamestown, Russell County, KY, at the age of 93 years, 6 months, and 21 days. She was a former bookkeeper for Grider Insurance, employee of Russell County Clerks office and was the first woman elected to the Russell Springs City Council. She was a member of the New Victory Baptist Church. Preceded in death by her husband, Leroy Walter Rowe who died February 17, 1981. Survivors include the following:
