Columbia City Council report, regular meeting, August 5, 2013 In tonight's City Council meeting
By Ed Waggener Mayor Mark Harris appointed five members to the City of Columbia Property Maintenance Code Enforcement Board, who were unanimously approved by full Council, Craig Dean, Linda Waggener, Robert Flowers, Dr. Ron Rogers, Charles Grimsley, and June Parson. The action took place in the Monday, August 5, 2013, regular meeting of the Columbia City Council. The new board members are:
Debbie Yates appointed to City Parks & Recreation Mayor Harris recommended Debbie Yates to serve the remainder of Rebecca Schmidt's term on the City/County Joint Parks & Recreation board. Mrs. Schmidt had resigned. The term expires Febraury 14, 2014. The approval was unanimous. Acreage on Fairground Street gets zoning change approval Mayor Harris read a letter from the Columbia City Planning & Zoning Commission recommending at 15 acres across Fairground Street from Greenhills Road, owned by Nelson McQuaide, be rezoned from R-3 Medium Density Residential to C-2 Highway Commercial. The council unanimously approved the change, as well as - in a separate action, a change to the official zoning map. City approves a Back to School Event for Campbellsville University Lauren Goodin Willis, of Campbellsville University requested permission for the school to hold a Back to School event on the Square in Downtown Columbia on Saturday, August 17, 2013. She said that it was an outreach effort similar to events the university plans in Campbellsville and Greensburg, with live information, free food. She said that no streets would be shut down. The Council voted unanimously to give permission. Afterward, Councillor Craig Dean asked whether this would conflict with the community's largest employer, Lindsey Wilson College. Councillor Ron Rogers said he saw it as just another opportunity which local students should know about. Sue Rowe wants more work done cutting back redbud tree which hides signs Sue Rowe, who owns a business in the former Loy Department Store on the Well Walk off the Square in Downtown asked the city to revisit the trimming of a redbud tree which she said still blocks the signage on the walk. Mayor Harris told the meeting that the city had trimmed the tree, trying to satisfy both those who want the tree to be healthy and, at the same time not hiding the stores' signs. He told Mrs. Rowe that the city will take another look at the situation. Bradley Caldwell asks if city will address high grass situation in Longhunters Bradley Caldwell spoke to the Council and asked that the City look at a lawn in the Longhunters Subdivision which has not been mowed for six weeks. Mayor Harris promised to do so, and told Mr. Caldwell that the standard practice is for the city to send a letter to persons before taking action on the situation. Craig Dean thanks City for fixing pothole on Bowen Street In the Council segment, Councillor Craig Dean thanked the Mayor for the city's work repairing a pot hole on Bowen Street, an action which had also been requested by Councillor June Parson. Linda Waggener reports on request for more Veterans Recognition Councillor Linda Waggener passed along a request from a Columbia resident who requested that the City look at additional ways to honor U.S. veterans, and to help individuals know of more ways that veterans can be honored on a regular basis. Mayor Harris said that it was a good idea, and asked for the council and public to come up with ideas. Robert Flowers reminds Mayor, Council of need to work on budget Councillor Robert Flowers noted that the City General Fund Balance continues to decline, and reminded the Mayor and Council that serious looks at the situation are needed. He also commended the Columbia Police Department, noting that the force had driven over 12,000 miles last month, and that that meant they had done a lot of patrolling in that time. Dr. Ron Rogers says the work is underway on the Fountain Councillor Ron Rogers said that he had had complaints about the Fountain on the Square not working, and that Joe Moore is now working to get the pump going. He said that during the down time, the fountain basin will be cleaned and made to look more attractive. He also said that he and Mayor Mark Harris have been meeting with Vice President Mark Coleman of Lindsey Wilson College to get sidewalks from the college to Jamestown Street and to the football stadium and that the college had offered to cost share with the city on the project. He said that one student had been injured in a pedestrian/motor vehicle accident and that the City needs to do all it can to make Columbia safe for the students. Councillor Linda Waggener, who advocates sidewalks for Lindsey students as well, voiced approval of the plan. Councillor Charles Grimsley cites needs for parks maintenance Councillor Charles Grimsley, who is also chairman of the Columbia/Adair County Parks & Recreation Board, called the council's attention for a need to remove a pipe which had supported a BBQ grill at the City Park at the Fairgrounds. He also asked that the City look at sealing the Tennis Courts at the park. Councillor June Parsons commends Mayor Harris and Council on nuisance board progress Councillor June Parson commended Mayor Harris for finally getting something done about the nuisance ordinance, noting the appointment of the board. "After three administrations, it's good to see that the old Parson house may finally be removed. Bill and I have been trying for it for a long time." The meeting adjourned at 6:23pmCT.
