City Council meeting, May 6, 2013 report

  • Council hears request for city subsidy for Columbia/Adair Chamber of Commerce
  • Lots on Shady Lane owned by William and Rosa gets rezoning approval

  • Mayor says budget for coming year is looking better

The Columbia City Council heard a request from Roger Meadows, President of the Columbia-Adair County Chamber of Commerce, for the civic organization to be once again subsidized by the city government.



The council took no action on the request, but members did say that a decision would be made no later than the June meeting. While some of the board warmed to the idea, with Councillor Dr. Ron Rogers the most enthusiastic, budget hawk Robert Flowers wanted more figures, more information from other communities in two areas: 1) How other Chamber of Commerces handle budget problems, and 2) How whether or how much neighboring cities and counties fund chamber of commerces organizations.

Meadows said that declining membership in the past three years has contributed to budget problems for the Chamber. He noted that in 2011, the chamber had 213 members. In 2012, the number had dipped by slightly little over 10% to 191, and this year, the membership is at 176. He attributed the drop to closings of businesses and to the tight economy. Meadows said that the chamber had cut expenses at every opportunity but still looked at a budget shortfall.

Councillor Robert Flowers asked what the Chamber's membership dues are based and and how they compare with other communities. He was told that Greensburg's Chamber of Commerce charges about the same as Adair, but Russell Counties is about double the cost of membership in Adair County.

Councillor Craig Dean said that within a 30 day period the City ought to come up with an answer.

Council approves Municipal Aid Contract

City Attorney Marshall Loy read a Resolution No. 2013-02 approving the state Municipal Aid Coop Program Contract for fiscal year 2013-2014, which passed, 6-0, on a motion by Councillor Craig Dean, with a second by Councillor June Parson, and Councillors Linda Waggener, Robert Flowers, Charles Grimsley, and Councillor Dr. Ron Rogers affirming for a 6-0 passage.

Shady Lane Property approved for rezoning
The council voted to approve a recommendation of the City of Columbia Planning & Zoning Commission recommending a zone classification of C-2 Highway Oriented Commercial for one lot on Shady Lane owned by William and Rosa Burton. The change was approved unanimously on a motion by Dr. Rogers, with a second by Councillor Charles Grimsley. City Attorney Marshall Loy gave a 1st reading of an ordinance amending the City's Official Zoning Districts. No vote was required on the first reading.

Mayor's Announcements

Mayor Harris announced that a called meeting to adopt a budget amendment will be needed soon, and said that he expected the figures to be better than this year than last.

He said that donations for flags for city streets are still being taken. The flags cost $25 each. He invited the public to stop by City Hall to make the donations, any time during regular business hours. The Mayor reported that the Masonic Lodge has offered to help with putting up and taking down the Flags. He said that the majority of citizens want the flags put up in time for patriotic holidays and taken down between times. Flying them continuously causes too much wear and tear, he said.

The Mayor announced that the Relay for Life will be held on the square, and asked that the Public Be Patient if they are stuck in traffic.

Councillors' announcements

Councillor Craig Dean reminded the public of the upcoming Chamber Golf Scramble at the Pines of Lindsey Wilson.

Councillor Linda Waggener asked for a more active sidewalk program. Mayor Harris asked that areas of concern be brought to him and he would respond.

Councillor Ron Rogers thanked the Chamber for coming to the meeting and said he thought there would be a little something for them. Councillor Charles Grimsley reported on activities at Jim Blair Park and told of concerns of bike riders and the bypass emergency lane. Grimsley also reported that a group is wanting to bring back June Dairy Day to the Downtown on Saturday, June 15, 2013, said Ugly Man Contest would be a part of it.

Councillor June Parson suggested the city use its power of eminent domain to remove the old Parson house adjoining the edge of the Columbia City Cemetery. City Attorney Marshall Loy suggested at the City nuisance ordinance be used to raze the structure instead.

Mile and half of gas line in ground on Cedar Grove Road

City Gas Superintendent Ron Cook told the Council that 1.5 miles of natural gas line is in the ground on Cedar Grove Road. The line is being run to a chicken facility in the edge of Green County.
