Columbia City Council votes to close pool at City Park

The Columbia City Council voted unanimously to close the CIty Pool at Columbia City Park, inside the Adair County Fairgrounds, 413 Fairground Street.

The vote on the action was unanimous, on a motion by Councillor Dr. Ron Rogers, seconded by Charles Grimsley, with Councillors Craig Dean, Linda Waggener, Robert Flowers, and June Parson joining in voice vote affirmation at the council's regular monthly meeting, Monday, February 4, 2013.



Action came after two reports

The action was taken reluctantly, but came after a report at the January 7, 2013, meeting at which pool supervisor Tommy Steele and Greg Thomas, the parks supervisor, presented the grim financial facts to the council and along with cost estimates for bringing the pool up to standards for safe and economical use.

At that time, Mayor Mark Harris appointed a special committee to examine options. That committee, which included Councillor June Parson, Tommy Steele, Greg Thomas, and the man everyone said knew the pool better an anyone, Billy Pickett.

Councillor Parson, who presented the Pool Committee's report, said that continuing the operation would mean the 60-year old pool would need an undeterminable amount to repair if the city were to choose to repair it.

She also cited the declining revenues and utilization of the pool as revenues had dropped from approximately $10,000 in 2009, to $7,421 in 2012.

Taking it all into consideration, she said, the committee recommended that the pool be closed. Parson said that the recommendation was not an easy decision, and came with heavy hearts, but said it would be the committee's recommendation to close the pool.

The committee requested that the city work out a plan to help with swimming lessons at another swimming facility.

Police Chief reported that department is studying getting impound lot

City Police Chief Jason Cross reported that he is studying getting a City Impound Lot to help in raising revenues to offset his department's expenses, which in FY 2011-12, were just $12,000 shy of $1 million per year.

Councillor Grimsley puts heavy emphasis on safety issues

Councillor Charles Grimsley cites three areas of public safety concern:
  • Need for attention to dangerous places in the city which endanger public safety.
  • One specific example: Roadway drop-offs from Hudson Street to Baker Street, created by Columbia/Adair County Utilities District water line construction.( Mayor Harris said that he would see that the water company is made aware of every call while construction is going on)
  • Need for better notifications, comparing the effective way neighbors were warned of he dangers during the 1977 Hotel Miller fire disaster, when all close by were alerted with the absence of alerts during the Firestone Store fire of April 30, 2012
Grimsley said that he lives upstairs on the Square and is concerned. He suggested that a city policy be in place on the notifications. Chief Cross, who is a member of the the three person Adair 911 board, said that the matter is one of 911 policy.

Leon Lewis appointed Ethics Board to fill unexpired term of Brad Conover

On a motion by Councillor Linda Waggener, seconded by Councillor Dr. Ronald P. Rogers, the council unanimously approved Mayor Mark Harris' choice to fill a vacancy caused by the death of member Brad Conover (1953-2012), who died May 9, 2012. The term expires December 5, 1914.

Vote to approve minutes handled routinely

On a motion by Councillor Dr. Ronald P. Rogers, and a second of Charles Grimsley, the Council unanimously approved the minutes of the January 7, 2013 regular meeting.
