Superintendent Ron Cook of the Columbia Gas Department outlined major plans to extend the City of Columbia's natural gas system further into the county, with the next project actually extending into the edge of Green County.

The City will be building, using in-house resources, a line to the Junior Brown chicken barns in Green County, between Kemp in Adair County and Summershade in Green.

Chicken growing operations are a big market for natural gas. "They have to keep chickens warm," Councillor Robert Flowers, said.

The new line will require 19,000 feet of line and will extend from KY 61, Greensburg Road, to just over the Green County line. Mr. Cook said that all private easements have been verbally agreed to. He has already obtained permission from the Green County Fiscal court to enter the sovereign territory of that jurisdiction.



Superintendent Cook told the Council that, if bid, the project has been estimated to cost $227,000, but that the department has the equipment, expertise, and the personnel to do the job while still handling regular maintenance of the system. He said that residential customers will likely be picked up along the path of the right of way. The work may mean 1-2 additional jobs, he said.

Cook told the council that the department is planning to replace a 2" line from the industrial park on Campbellsville Road with a 6" one to handle the needs of its biggest customer, Lindsey Wilson College, which already has 54 meters on its campus. That line will also enable expansion across Green Hills Road, where, as customer service is requested in adequate numbers, subdivisions along the way will be given service.

Cook said that the department is already looking to add new service along the populous area along KY 80 to the Russell County line.

Cook said that he does not anticipate the addition of the blacktop plants in the south side of the county be served in the the immediate future. He said that right now, the numbers just don't make that feasible.

Councillor Robert Flowers noted that the Gas Department is loaded with cash right now, and doesn't anticipate any problems handling the finances for the chicken house expansion.

The Council voted, 6-0, on a motion by Robert Flowers, seconded by Linda Waggener, to approve the Junior Brown Phase. Cook said he expected to move forward within 30-35 days.

Council approves names and changes for Sportsman Club Road

On the recommendation of Adair 911 Address and Mapping Coordinator Justin Bailey to make the connector from the Adair Veterans Memorial Highway to Westwood Drive a continuation of old Westwood Drive, and to change a short segment of Westwood Drive to Sportsman Club Road. (See linked photos). The matter was approved unanimously, and the City will erect a sign at the "T" where the change will made.

The City Pool may not be open this year

Tommy Steele, manager of the Columbia City Pool, came before the board to recommend that the City Pool at the City Park at the Fairgrounds not be opened this year because of major leaks in both the pool and the baby pool.

That action was not taken at the January meeting, but a decision is expected after a committee appointed by Mayor Mark D. Harris returns with its recommendations at a meeting in the near future. The committee will include Councillors Craig Dean and June Parson, Steele, and City Park Director Greg Thomas. The Mayor asked that the public send feedback through the media, to the Columbia/Adair Parks and Recreation Department, or at City Hall, 116 Campbellsville Street, Columbia, KY, Phone 270-384-2501.

Steele told the Council that leaks in the pools have made water purchases rise to $8,000. He said that the pool's usage has been declining, in part because of the prevalence of home pools, and in part because the water park is not as attractive to families without both the adult pool and the baby pool being available.

Steele told the Council that pool revenue in 2012 was approximately $3,217, and expenses were $23,407.

Steele said that the pool repair bill would be well over $20,000. He noted that with an effort, the pools could be maintained with revenues more nearly matching costs, and cited Somerset's water park as an example. One impediment to following that course, Councillor Charles Grimsley said, was that the Somerset facility costs over $12 million dollars, and even a smaller one, as might be needed for Columbia, would be an investment of millions.

Councillor Robert Flowers said that the City Pool is important, but reminded the group that the City is facing tight fiscal restraints, and that core services had to be protected.

The final decision will await public input and the review be the select committee studying the project.

Mayor recommends, Council approves, Craig Dean as Mayor Pro Tem

Mayor Mark D. Harris recommended that current Mayor Pro Tem and Senior Councillor Craig Dean be Mayor Pro Tem. The recommendation was approved on a motion by Councillor Ronald P. Rogers, with a second by Robert Flowers. The vote was 5-0, with an abstention by Dean.

Council adopts continuity of government succession

The Council approved the continuity of government succession recommended by Mayor Harris: 1) Mayor Harris. 2) Mayor Pro Tem Craig Dean. 3) Councillor June Parson 4) Councillor Linda Waggener 5) Councillor Robert Flowers, 6) Councillor Ron Rogers and 6) Councillor Charles Grimsley.

The succession is needed in case of a disaster or other emergency. Mayor Harris noted that the order was based on elected position, first, then seniority, and that the placement for new Councillors Ron Rogers and Charles Grimsley was based on a coin toss.

Linda Waggener re-appointed to the City Cemetery Board

Councillor Linda Waggener was re-appointed to the Columbia Cemetery Board on the recommendation of Mayor Harris, on a motion by Councillor Craig Dean, seconded by Robert Flowers, with a 5-0 vote with Councillor Waggener abstaining.

John Rarey re-appointed to C/AC Airport Board

Mayor Harris recommended, and the Council unanimously approved on a motion by Councillor Robert Flowers seconded by June Parson, the re-appointment of John Rarey to the Columbia/Adair County Airport Board. Mayor Harris noted the extraordinary work Rarey had done to secure state funding for the airport and reminded the council of Mr. Rarey's straightforward and convincing presentation to the council when city funding was restored.

Council votes 4-2 to deny $1,000 to Little League Football

In the Citizen's Comment segment, David Holmes came before the Council requesting a resolution on the Little League Football request for $1,000 in funding. Freshman Councillor's Ronald P. Rogers moved to grant the request, saying that he did not look on he request as one for a donation, but for an investment in youth. His motion gained a second from Freshman Councillor Charles Grimsley.

Councillor Robert Flowers agreed that it was an investment, but reminded the new councillors that the city was faced with maintaining core services and bringing a projected deficit-for-the-year, into balance. When the vote was taken, the funding failed, with only Councillors Rogers and Grimsley voting for the measure, and Councillors Craig Dean, Linda Waggener, Robert Flowers, and June Parson voting nay.

Council approves second reading, Ordinances No. 100.25

The Council unanimously approved, on a motion by Craig Dean, with a second by Dr. Rogers, Ordinance No. 100.25, an ordinance enacting and adopting a supplement to the Code of Ordinances of the City of Columbia, KY, following the second reading by City Attorney Marshall Loy.

Council approves absences provision for Parks and Rec

On a motion by Councillor June Parson, seconded by Councillor Ron Rogers, the council unanimously approved an amendment to the City/County Parks and Recreation Board which provided for automatic removal from the board in the event of three consecutive absences, except in extenuating circumstances, following the second reading by City Attorney Marshall Loy.

Can we afford that, Robert?

"Can we afford that, Robert?" may be the next shibboleth for Columbians globally. It was heard enough, from Councillor Dr. Ronald P. Rogers, to popularize it with the public. The Monday, January 7, 2013, session of Columbia City Council was spirited. There first lively exchanges between Mr. Flowers and new Councillor Dr. Ron P. Rogers, in what appeared to be the start of Columbia's version of the Lincoln-Douglas debates. Dr. Rogers took more populist positions from the left banc; Mr. Flowers hewed a more conservative, budget hawk stance from the right banc. Fortunately for the media, they both occupy the seats nearest the camera lens, where the drama of the Rogers-Flowers exhanges can be dramatically documented by the media.
