A monumental moment in history of Adair County Schools Board, local planning committee take swift action to streamline schools, reduce number from 5 to 4, save approximately $500,000 per year. Vote is unanimous in Local Planning Committee, and in short board meeting afterward. Plan will go to state tomorrow for approval by Kentucky Department of Education, Division of Facilities, where swift action is expected to approve the move. By Ed Waggener In quick succession, the Adair County School Board held a special called meeting, adjourned; held a Local Planning Committee session for one hour, then a brief meeting at 6pmCT, and voted to adopt a school facilities plan which will eliminate one school from the system and two buildings, with an annual savings estimated by Adair County Finance Officer at just a few dollars less than $500,000 per year. The plan will consolidate the schools into:
Adair County School District Director of Food Services Carol Roy reported on the savings by eliminating one whole cafeteria, staff, and equipment. Adair County Assistant Superintendent Brenda Mann told the board how the configuration will work, and how it will accomplish, for the first time in the history of Adair County schools, having all students of the same grades in the same school. The board heard by teleconference, from Joe Nance, Vice President of Ross, Sinclaire Associates, the systems financial advisors, on how the savings will help the system achieve some $5-7 million in new bonding capacity. Adair County Instructional Supervisor Phyllis Curry reported on the academic improvements possible with the new configuration. Adair County Schools finance officer Renae Smith outlined the sources of the savings in the reduction of Principals, savings in instructional costs, food service, utilities, maintenance in the regular board meeting. Ten minute Board Meeting approves working budget A brief 10 minute Special Called meeting of the board approved a working budget which anticipates a $575,000 carry over, down approximately $1 million from a year ago. The vote was 4-0, on a motion by member Marsha Walker, seconded by Mike Harris, with Chairman Floyd Burton and Member Joe Payne joining in the affirmative. Member Rebecca Turner (Div 1), who is currently addressing a question of eligibility because of residency outside her district, was not present. Hour long Local Planning Committee meeting Superintendent Alan W. Reed commended all the presentations in the hour long Local Planning meeting which followed, and especially the work of Chair Terry Partin and Vice Chair Darrell Overstreet. Mr. Partin asked for a consensus before taking a vote, and the vote was unanimous to adopt the streamlined facilities plan. Mr. Overstreet told the group that Federal funds are becoming absent from the housing market - his field - and he expected the same would be so in the future. Sue Stivers, a member of the LPC, told the group that the she was in a meeting of legislators where the value of education was questioned. "She said I believe in education. I tell people that if they don't believe in education to just try ignorance for awhile." Quick session taken in 6pmCT Special Called meeting In the short board meeting which followed the Local Planning Committee meeting, Mike Harris (Div 5) moved the adoption of the plan, with a second from member Marsha Walker (Div 2), who were joined on the vote by Chair Floyd Burton (Div 4) for a 3-0 vote. Members Joseph Payne (Div 4) and Rebecca Turner (Div 1) were absent. The meetings were lightly attended, with mostly school personnel and board members present, along with local media.
