Adair Fiscal Court Meeting Report August 14, 2012

In separate actions, the Adair County Fiscal Court approved Craig Pyles and Richard Grant to fill two vacancies on the Adair County District Hospital Board.


Richard Grant was recommend by Judge Melton to fill out the unexpired term of Josh Harden, to November 14, 2012. On a motion by Daryl Flatt (2), with a second by Sammy Baker (3), Mr. Grant was approved.



All magistrates were present including in addition to previously mentioned, Harold Burton (1), Billy Dean Coffey (5), and Joe Rogers (6).

Committee approved to study assumption of transfer station management

Judge Melton recommended, along with Adair County Solid Waste Coordinator A.L. Sinclair, and the court unanimously approved, the appointment of Magistrates Joe Rogers, Perry Reeder, and Daryl Flatt to work with Mr. Sinclair on a plan to assume management of the county's transfer station on L. Willis Road. The contract with Midwest Transfer ends in two years. Mr. Sinclair said Pulaski County is managing their own station, and it has proven profitable.

Court Approves Kenny Blevins as new Building Inspector

On the recommendation of the Building Inspector Committee (Daryl Flatt, Joe Rogers, and Sammy Baker), with Daryl Flatt giving the report, the court voted to hire Kenny Blevins of Casey County on a six months contract. The committee was authorized to let Mr. Blevins, begin work on a verbal contract pending a written contract being drawn up by Adair County Attorney Jennifer Hutchison Corbin. Fees will be the same as the state fees. Mr. Blevins agreed to turn payments over to the Adair County Judge Executives office to be reimbursed once per month, with Adair County retaining 10% for managing the books.

Mr. Blevins replaces Carly Fudge, who resigned. The votes to approving the hiring of Blevins and authorizing County Attorney Hutchison to draw up the contract were both 7-0

Veronica Mouser appointed to Board of Assessment

The court unanimously approved the appointment of Veronica Mouser to a three year term on the Board of Assessments. She replaces Joey Curry.

Two part-time GRAS employees hired

Holly Black and Jeff Brown were hired as part-time workers at the Green River Animal Shelter at 7.75/hour, in two separate, roll call votes, both unanimous.

Court votes to request Adair Ambulance to pay 911 contribution

The court voted in 6 for and 1 abstention (Daryl Flatt) to send a letter to the Adair County Ambulance Service to pay the contribution in the annual budget for 2012-2013. The letter will stipulate within 30 days, but carries no penalties. The vote came on a motion by Magistrate Sam Baker, who said that the ambulance service should pay the 911 contribution, noting that it was after the budget was adopted that the service decided not to pay.

Judge Ann Melton told the court and audience at ambulance services in surrounding counties make contributions to 911 costs.
