Attorney General Jack Conway Issues opinion The Hospital Recall Petition is already underway. Adair County Judge Executive Ann Melton has received an opinion from Kentucky Attorney General Jack Conway. A complete copy is at Judge Ann Melton's office, Suite 1, Adair Annex, 424 Public Square, Columbia, KY. The opinion essentially contains these two items:
" . . . in raising its tax from zero to 3.7 cents per one hundred dollars, the Hospital District is required to hold a public hearing in compliance with KRS 132.023(2) and the tax is subject to the recall provisions of KRS 132.017 and the notice of recall provision of KRS 132.023(3)(b). The Hospital District may lawfully impose this tax, provide it is in compliance with these provisions, and is legally required to satisfy its debts. We do not doubt that a great wrong has been done to the people of Adair County, with which we empathize, but nothing less than the credit of the entire Commonwealth and all of its subdivisions and agencies depends on honoring their debts.
