The Hospital Tax: Recall clock is ticking

At this time, little Anti-Hospital Tax sentiment has surfaced. Calls to officials appear to be leaning toward hospital, for tax. September 4, 2012, is deadline for challenge, if tax shown to be recallable. Recall Petition would need 765 names. Vote would be no earlier than November 2014

Whether the hospital tax is recalled or not, here are some important things to remember:
  1. The 45-day count started Friday, July 20, 2012.
  2. The Deadline for a recall petition to be properly filed is September 4, 2012 before 4pmCT.
  3. The petition must be filed with Adair County Court Clerk Sheila Blair, Adair Annex, 424 Public Square, Columbia, KY. The phone number is 270-384-2801
  4. The recall would be governed by KRS 132.017, according to Clerk Blair
  5. The Required Number of sIgnatures is 765, based on 10% of the last Presidential Election.
  6. If the Petition is Duly and Properly Filed by September 4, 2012, AND it has been ascertained that the tax is recallable, the issue would be voted no earlier than the 2014 November General Election.
Clerk Blair said that a recall is governed under different rules than for the school tax recall elections.

Previously, numbers for the magistrates and County Judge Executive were listed.

We've obtained some numbers for three of the four remaining trustees on the Adair County Hospital District Corporation Board:
- Chairman Jim Evans: 270-384-4467.
- Josh Harden: 270-384-4566
- Russell Guy Perkins: 270-384-3833
- Bruce White: Number not found
The board members, above, voted 4-0 to levy the tax, though two of the members, Josh Harden and Bruce White, had possible conflicts of interest because of ties to banks which are members of the consortium which holds the bulk of the hospital's indebtedness in the form of bonds.

  • District 4: Perry Reeder 270-634-3234
  • District 5: Billy Dean Coffey 270- 384-4201
  • District 6: Joe Rogers 270-384-4831
  • District 7: Billy Rowe 270-384-1424
To date, as of Tuesday morning, July 14, 2012, at 11amCT, no one has inquired in the clerk's office about a recall petition, although calls have been made to the Adair County Judge Executive's office.

So far, it appears that calls to magistrates have been weighted in favor of allowing the tax to stand, though it appears that the calls have been largely from hospital employees.
