Dr. Smith even boasts of kinship with Mayor of Bliss, K. Scott

He's surprised Mayor who bought his own town - presumably just so he could wield unchallenged power - has not confessed, that he has not admitted - their kinship.
A nagging question: Does anybody else in the area own a town out right? Have we identified the onliest two? -EW

No surprise Everybody tries to claim kin to K. Scott, if just for the implied proximity to the most powerful official in Bliss, KY - the town he bought for $600 in 1998 dollars (Bliss, KY, photo) and can pretty much govern as he pleases and pass out favors as he pleases. So far as research reveals, he and Cherokee Allinson (DIRIGO, KY: An Adair County village has mysterious, almost mythical aura) are the only two people who own towns in Adair County outright. But since Cherokee is an Arkansawyer - and there's just a few of them here, mostly up at the college - it will be hard for anyone to claim kin to him just to get gravels and culverts from the town of Dirigo. - EW
