City Council Meeting report, May 7, 2012 meeting

In the Monday, May 7, 2012 council meeting:

Mayor Mark D. Harris asked the City Council to do its part to qualify for a Community Development Block Grant to secure a $500,000 for the Senior Citizens Center at Jim Blair Park - formerly the the Christian Life Center.

He requested that the City match a like contribution from the Adair Fiscal Court to establish a $15,000 fund need to qualify for the grant. On a motion by Robert Flowers, seconded by Craig Dean, the Council voted unanimously to contribute the money.



A similar vote is scheduled to take place tonight by Adair County Fiscal Court.

A similar application was made last year and was not funded, Judge Melton said this morning, but last year the application had a score of 4 on a scale of 5, and this year, it is a 2, a rating which usually means funding at some time. The application is being handled by the Lake Cumberland Area Development District. Judge Melton said that with the $15,000 account established, she is very hopeful that the grant will come in the current fiscal year. "We may not know for sure until September, she said.

Mayor commends county's fire departments for saving the Square

Mayor Mark Harris recognized the Columbia/Adair County and Breeding Fire Departments for the quick and effective response to the Midnight Fire and for saving the square. He said that if the response had been just a little bit later, the whole corner might have been a total loss. As it was, damage was contained mostly to the Ben Arnold/Firestone Building.

Don Franklin Ford only bidder for police cruisers

The council voted to accept the only bid received for three 2012 Dodge Charger Pursuit Cruisers, submitted by Don Franklin Ford of Columbia, KY, whose bid was $23,500 per vehicle. Bids had been opened at an April 16 special called meeting, but no vote was taken at that time as a quorum was not present.

The three identical vehicles all come with basic police package and include 5.7 Hemi Engines and are rear wheel drive. the total cost of the package is $70,500 plus the cost of cages and striping with the Columbia Police Departments distinctive decals.

Of the total cost, $38,522 will be paid from a Rural Development Grant, secured through an application initiated by Columbia Police Chief Jason Cross.

The vote to buy the cars and approve the purchase came on a motion by Councillor Robert Flowers with a second by Tony Grider, with Councillors Linda Waggener, Craig Dean, Jim Hadley, and June Parsons joining the 6-0 voice vote.

Columbia expands again

The second reading of ordinance No. 110.40, annexing 14.43 acres more or less, was unanimously approved on a motion by Councillor Jim Hadley, with a second by Councillor Linda Waggener, on a 6-0 voice vote. The property is owned by Lynn and Jean McLean and the Commonwealth of Kentucky, and is located on the corner of Highway 61 Bordered on the south by Frank Dohoney Road, on the east by L. Willis Road, and north by the existing city boundaries including the Louie B. Nunn Parkway.

Good news on budget: Amendment for increased revenue

The council had a first reading on ordinance No. 220.153 amending the budget for Fiscal Year July 1, 2011 through June 30, 2012, because of increases in city revenues:
  1. Fund Balance for Municipal Aid Fund was understated by $27,900
  2. Revenue for the Municipal Aid was understated by $10,200.
  3. The revenue from the Local Government Economic Assistance (LGEA) was understated by $6,283.
This total, earmarked for Street Maintenance, was $44,383.

In addition, the budget was amended to account for the Rural Development Police Cruiser grant of $38,522, for a KLC Safety Grant (Sidewalk) of $6,000, and for additional $8,100 in property tax received, For an additional $52,622 in additional revenues.Mayor Harris plans to call a special meeting later in May for more on the budget.

Council hears appeals from Homeplace, Academic Team

George Kolbenschlag appeared before the council to update them on progress at Homeplace on Green River, including publicity efforts and the announcement that this year, the Russell Creek Antique Gas Engine and Tractor show, founded by Lewis Garrison, is being moved to the Homeplace on Green River. He asked that the council support the tri-counties - Adair, Green, and Taylor - Homeplace and to visit the their website, Homeplace.org and to stay abreast of happenings there through the organization's newsletter.

Heather Jackson, an Adair County Academic Team member, appeared before the Council to ask for help to send the A-Team to International Competition this year. Jackson said that the group now faces a $2,500 shortfall. As with all requests, the Council hears the application at one meeting and takes action at a future one.

Council votes to install street light, 179 Keen Drive

On a motion by Councillor Craig Dean, with a second by Tony Grider, the council voted unanimously to install a new street light at 179 Keen Drive on the first pole from the 4 way stop coming off Maple Tree Street.

Corbin, Hadley re-appointed to the CACEDA

In separate actions, the council voted unanimously to re-apopint Tony Corbin and Jim Hadley to the Columbia/Adair County Economic Development Board. The new terms end May 13, 2016.

In the Councillor Statement segment
- Councillor Craig Dean told the council that the City Pool is expected to be open by Memorial Day Weekend.

- Council Linda Waggener requested that special meetings of the Council be scheduled after 4pmCT so all can attend - both Council members and the general public.
- Councillor Robert Flowers complimented the Street Department for sidewalk repairs on Greensburg Street, which he said, helps a lot of walkers
- Tony Grider brought attention to the need to reduce speeding on Burkesville Street. He said citizens are complaining that speeding is getting worse. He also recommended more investigation into grants for redevelopment of Downtown Columbia,
Councillors Jim Hadley and June Parsons had no additional comments in this segment.
