City Council Meeting, Monday, April 2, 2012 Report
Click on headline for full story with photo(s) By Ed Waggener The City of Council held a short, but upbeat regular monthly meeting Monday night, April 2, 2012, approving a zoning map change, hearing major annexation on the Southeast Corner of the intersection of KY 61 and the Louie B. Nunn/Cumberland Parkway, getting the good news from Mayor Harris that the City's $15,000 bid was successful for a used, but in excellent condition, street sweeper vacuum. Councillor Jim Hadley, who is also a member of the Columbia/Adair Economic Development Board, reported that there are many indications that the economy has begun to turn around, including news that Assisted Transportation Systems, the Columbia, KY company which modifies vans for rear entry lifts for wheelchairs in Green River Commerce Park, has purchased more land, hired more people, and plans construction of new buildings. Hadley called for a "Shout Out," for the company's executives and owners, Ken and Robyn Wilkerson. Hadley's announcement came in the Council Comments segment of the meeting. All Council Members, Craig Dean, Linda Waggener, Robert Flowers, Jim Hadley, Tony Grider, and June Parson, were present at the meeting. Mayor Mark D. Harris presided. New Annexation will take in 14.43 acres The second reading on the zoning change preparatory to the annexation was approved unanimously on a motion by Robert Flowers, with a second by Jim Hadley. The ordinance 920.99 , amends the zoning map to C-1 on 14.43 acres, more or less, owned by Lynn and Jean McLean and the Commonwealth of Kentucky, located on the corner of Highway 61 bordered on the south by Frank Dohoney Road, bordered on the east by L. Willis Road, and on the north by the existing city boundaries including the Louie B. Nunn Parkway. Subsequent to that approval, the Council heard a first reading of Ordinance No. 110.40, the ordinance which actually annexes the property described in the zoning map change above, into the city. The reading was introduced by Councillor Craig Dean and read by City Attorney Marshall Loy. No action is taken on the first reading. A vote will follow the second reading of the ordinance. Council hears Speaking Through Silence Group The Council heard a presentation by Greg Blair, Antoine Rouse, Brittany Pike, Co-Founders of Speaking Through Silence. The group came before the council asking for help in promoting awareness of autism, which affects 1 in every 88 children. The founders announced a concert at the Columbian Theater and other special events to be announced. They thanked Mayor Harris for signing the Autism Awareness Month Proclamation, along with Adair County Judge Executive Ann Melton earlier in the day. Candidate A.C. Donahue appears before Council Also in the Citizens Comments segment, A.C. Donahue, candidate for the Republican nomination for the 15th District Senate Seat being vacated by Adair County native Senator Vernie McGaha, said that he was telling all the elected officials that if elected, they will have his cell phone number, e-mail address and all the contact information needed to reach him at any time to share interests in special bills before the Kentucky Senate. "I have a daughter who is a freshman at Lindsey Wilson College," Donahue said, "so I'm here a lot." Donahue is one of four candidates seeking the post. The others are Mark Polston, Todd Hoskins, and Chris Girdler. The District includes Adair, Casey, Pulaski and Russell counties. Robert Flowers asks Council to start looking for new auditor Councillor Robert Flowers asked the Council to start looking for a new audit firm, to solicit bids soon, so that the council does not go through delays it is experiencing with the current firm. Flowers, offered his praise of the City Gas Department and calls for more involvement and communications if expansion of the department is to be part of the city's plans. Flowers also called for sidewalk repairs on Greensburg Street. Councillor Tony Grider said he met for the first time with Parks and Rec and is excited that a lot of things are going to be happening there to be reported on in future meetings. Councillor Robert Flowers maintains tradition Councillor Robert Flowers, in the tradition of one of Columbia's Great City Councilman, Joe Moore, called for adjournment.
