Beshear has directed that flags at all state office buildings be lowered to half-staff from sunrise to sunset on July 14, 2011 in honor of Deputy State Fire Marshal Charles Sparks, who passed away on July 8, 2011 from a heart attack he suffered while battling a fire in Adair County.
