Adair County School Board meeting, June 21, 2011 report

The Adair County School Board completed a number of end of fiscal year duties at a relatively brief regular June 21, 2011 board meeting, including awarding of annual bids, rehiring the district treasurer, and adopted a number of contracts, in addition to recognizing Excellence in Teaching award recipients and the fabulous Academic Teams.

The meeting time was more than doubled with a tabulation of the performance of the superintendent's performance, which took place in an executive session, which was subsequently and unanimously approved after the superintendent's signing the documents.



Board recognizes recipients of Excellence in Teaching Awards

Superintendent Treece and the Board recognized three recipients of the 2011 Excellence in Teaching Award given each spring at Campbellsville University. The three are Sandra Gayle Wilkinson, Adair County Elementary School, a 1982 CU alumna; Tina Sue Hadley, Adair Youth Development Center, a 2005 CU alumna and a 2007 CU MASE alumna; and John M. Shelley III, Adair County High School. Superintendent Treece said that the EIT teachers are selected by fellow teachers. Mr. Shelley was recognized but was not present for the awards. Board recognizes A-Teams

The Board recognized the huge success of Academic Teams from Adair County Middle School and Adair County High School, with the presentation of individual awards to every member of the teams:

Seniors: Luke Maupin, Ryan Montgomery, Jake Leibeck, Aaron Bradshaw, Candace Blackwelder.
Juniors: Eddie Franklin, Jr., Kyle Mann, Audra Turner, Ashley Neat

Freshmen: Matt Rogers, Kyle Castaneda, Sydney Bright, Leane Blackwelder

The presentations were made by Board Chair Marsha Walker and Mr. Treece and academic coaches Sherri Stotts and Mary Ann McQuaide.

Brenda Mann re-elected treasurer

Assistant Superintendent Brenda Mann was unanimously re-elected Adair County School District treasurer for the 20111-2012 school year. The 5-0 vote came on a motion by Mike Harris (5) with a second by Floyd Burton (4).

The board subsequently approved bonds for Mann and for Finance Officer Renae Smith, on a motion by Floyd Burton, seconded by Mike Harris. The vote was unanimous.

City is providing School Resource Officer at lower costs

The Board approved a new School Resource Officer (SRO) contract with the City of Columbia. Assistant Superintendent Brenda Mann announced that Columbia Police Chief Jason Cross had agreed to provide an officer at a reduced rate of $24,000, down $9,189.99 from the 2010-11 rate of $33,189.99.

Superintendent Darrell Treece told the board that Chief Cross is applying for a grant which might provide a second full time officer for the District Campus. Brenda Mann wrote to the board, "We appreciate the efforts of Mayor (Mark) Harris and Police Chief Cross in supporting the SRO program.

First and Farmers is approved as official Bank of Depository

First and Farmers National Bank, Columbia, KY, was awarded the contract to be the Adair County School District's official Bank of Depository. The board also approved the required bank bond to accompany the contract.

Board approves moving the Alternative Program to the ACHS building

On a motion by Mark Harris, seconded by Floyd Burton, the board unanimously voted to move the Alternative School to the Adair County High School Building. Board Member Joseph Payne said he didn't like it, but voted for the plan anyway, saying, "I guess I'll go along with it."

Board approves to enter BG-1 bond program

The board voted to approve a proposal for the District to join a multi-district bonding program for financing Energy Savings projects. Superintendent Treece said that the funds will be used to get new computer controls for heating and air conditioning for all the schools except Colonel Wm. Casey, where the system is too antiquated for the program to apply. The 5-0 approval came on a motion by Mike Harris, with a second by Floyd Burton.

District's cash balance up slightly in month of May, 2011

In another financial document, Finance Officer Renae Smith reported total ending cash balances in all District funds of $3,735,104.23 at the end of May, 2011. This was up from a beginning balance of $3,666.906.16 on May 1, 2011.

Her report noted receipts of $2,014,378.57 for the month.

Band boosters can use band room to conduct drawings for raffles

Superintendent Treece announced that the Adair County Band Boosters have secured a Charitable Gaming License and needed board approval to conduct drawings for raffles. The board gave the approval in the blanket, unanimous vote to approve the June 21, 2011 consent agenda.

Catalog bids approved

Catalog bids were opened on June 15, 2011, at 10amCT, and were accepted at the board meeting June 21, 2011. Firms submitting bids were received from 14 of 19 companies asked who were sent invitations. Those responding were Ace Educational Supplies, Inc.: Audio Visual Aids Corporation, Discount School Supply, Dixie Cash and Carry, Gopher Sport, Graphic Concepts, Hobdy, Dye and Read; Hot Prints, Jeffries, K-Log, Inc; Learning Linds, Inc. MFAC, LLC, Really Good Stuff, and Walmart.

Reed Bros. gets insurance bid again

Reed Bros. Insurance of Columbia, KY was awarded the insurance contract for 2011-2012.

Photography bid for Secondary, Elementary schools goes to Lifetouch

The board approved the award of the contract for Secondary and Elementary photography bids to Lifetouch National School Studios. Others bidding were Graham Photography, Stawbridge Studios, Wilderness Studio, Forever Memories & Image Photography, and Bob McEachern Photographers, Inc.

Lifetouch National School Studios provided the lowest bid.

Tire bids go to Bingham Tires, Gem City

On the recommendation of David Jones, Transportation Director, the board awarded the contract for retread tires to Gem City and for new tires to Bingham Tires.

Salary schedules approved with no increases for the coming year

The salary schedules for the 2011-2012 School Year were approved with no increases.

Other routine matters

Other matters approved routinely in the Consent Agenda were approval of minutes, treasurer's report and payment of bids, board policy and procedures update, student code of acceptable conduct and discipline, approval to shorten school day for student, approval to ask the Kentucky Department of Education to use capital outlay funds for maintenance projects and approval of Adanta School Therapy Services Contract.

Good attendance

A capacity crowd attended the meeting, with most of those present there for the A-Team and Excellence in Teaching Awards presentation. All board members were present, including Chairperson Marsha Walker (Division 2), Rebecca Turner (1), Joseph Payne (3), Floyd Burton (4), and Mike Harris (5); Board Attorney Jeff Hoover, Assistant Superintendent Brenda Mann, Finance Officer Renae Smith, Academic Team Coaches Mary Ann McQuaide and Sherri Stotts, Principals Troy Young, ACHS; and Carl Shirley (Alternative School), and Supervisor of Instruction Phyllis Curry and others.
