Budget woes, with a slide in revenues received from state and federal sources of $633,736 and an increase of $1,368,333 in expenses, at negative turnaround over a four year, 2007-2011 period of over $2 million dollars is causing some Draconian cuts in Adair County School District services, and more cuts may be considered.



Board votes to discontinue Summer School, Alternative School

The Adair County School Board voted to drop summer school and to fold the programs of the Alternative School into the regular school program. The program currently serves approximately 25 students who benefit from the specialized attention.

The action was taken at the regular monthly meeting of the board, Tuesday, August 19, 2011, with just three of the board's five members, Chair Marsha Walker (2), and members Floyd Burton (4) and Joseph Payne (3) present. Rebecca Turner (1), and Mike Harris (5) were not present.

The board was unanimous in its vote to drop the summer school program, but split 2-1 on the alternative school. Board member Joseph Payne (3), told the board that, from firsthand knowledge of the Alternative School's value on a family member, he could not go along with the elimination of the program. Payne said the proposal was a sore subject with him, and refused to second a motion by Floyd Burton (4) to eliminate the Alternative School.

The Alternative School is headed by Principal Carl Shirley, who, along with teacher Carl Sode, spoke in favor of retaining the Alternative School program.

Shirley noted that his advocacy for the Alternative School was not a personal concern, but for the kids. "We'll all still have jobs," he said.

The action came on a written recommendation by Superintendent Treece, which read:
"I am recommending that we close the alternative school beginning with the 2011-2012 school year. We would establish a long term alternative program at the schools instead of having a separate school.

"I am also recommending that we cancel the summer school program for at least the summer of 2011 unless the budget looks better than anticipated when our tentative budget is approved in May. We can reassess next spring for the summer of 2012.

"Other budget cuts will also be considered in conjunction with the budget discussions and approval in May."
The measure was modified to read that the alternative school would be eliminated unless the budget picture looks better than the tentative budget.

Superintendent Treece estimated a total savings in the $25,000 range, total, as a benefit of dropping the Alternative School program and summer school. That money, he said, could help make up a shortfall in textbook purchases.

Superintendent comments on new website

Superintendent Darrell Treece told the board that the district's new website is now online, with a different look and a different feel. "I think you'll be very pleased with it," he said. The website can be accessed at Adair County Schools.

Carla Perkins, head of the school's technology department, was present for the meeting.

Cheerleaders recognized for National Championship

The Adair County High School Cheerleaders were recognized by the board, with certificates given to the members of the squad and Coaches Julie McQueary and Jessica VanArsdale.

The squad won the 2011 CANAM competition in Myrtle Beach, SC in March 2011. At the event, the squad swept every category they could win. With championships in 1) The Varsity Super Big Category 2) On the parents and boosters category for the CANAM Crazies, 3) In the Stunt Category, and 4) With a Number one Individual Cheerleader award for Breanna Meeks.

Certificates were presented to The 2010-2011 ACHS Cheerleaders: Alex Matney, Molly Keen, Keri Legg, Breanna Meeks, Jayce Stone. Lauren Bridgewater, Rachel Burris, Peyton Antle, Taylor Hodges, Casey Hadley, Brooklyn Wilson, Danielle Foster, Lauren Janes, Keri Beth Rowe, Danielle Robertson, Katie Stone, Cynthia Smith, Sarah Howard, Hayley McQueary, Aliza Martin, Rachel Stephens, Ashley Perkins, Kelsie Redmon, Cally Wilson, Angel Burton, Madelyn Murrell, Tessa Pyles and Shelby Rodgers. Special recognition was given to Coaches Julie McQueary and Jessica VanArsdale.

Coach McQueary told the board that squad's members excel in the classroom as well as in performances. Chair Marsha Walker commended the cheerleaders, saying, "They are fine athletes."

No one present for public comment

No one was present for the public comments segment of the meeting.

Mr. Bill Geddings gives report on Energy consumption

Mr. Bill Geddings, energy manager for Adair County, Cumberland, Clinton, Caverna, Glasgow Independent, and Monroe County School Districts for the Green River Regional Education Cooperative gave the district overall good marks for measures to reduce energy consumption. Geddings said savings were being made through the district's recycling programs, through delamping drink machines, turning off computers, and taking simple steps such as having custodians turn on lights only in the rooms they are working in, for the time they work there, and turning on only half the hall lights between custodian and staff arrival and the arrival of students.

Turning off the district's 917 computers when not in use can save as much as $43,717 annually, he said.

Among other measures, he suggested programmable thermostats, timers for lights in parking lots, increasing participation rates in electronics turnoffs, increasing participation in recycling, tweaking HVAC controls, changing custodian morning and evening behavioral patterns, and looking at increased LED (light emitting diode) lighting.

Other steps would include installing more weather stripping and door sweeps with installation by student teams, turning off refrigerators when schools are not in session, and partial mothballing of one school.

Geddings noted that the Adair County School District is the beneficiary of the best electricity rate in his territory.

Facilities Plan for District receives approval, forwarded

The board voted 3-0 to approve the District Facilities Plan and to forward it to Frankfort. The facilities plan shows $38,410,261 in urgent needs currently, up from $26+ million four years ago. The vote came on a motion by Floyd Burton, seconded by Joseph Payne, with Chair Marsha Walker joining in the unanimous show of hands.

Board adopts staffing formula re-affirming 2008 levels

The board voted 3-0 to re-affirm a staffing formula adopted in 2008, keeping the same number of teachers as two years ago.

Consent agreement approved unanimously

  • Approval for out of state trip by Carla Perkins to Philadelphia with expenses paid out of grant funds.
  • Approval to waive fees for use of Adair County Middle School gym in case of rain for Adair County's Relay for Life
  • Approval of out of state trip by Adair County High School and Adair County Middle School Future Problem Solving Teams to LaCrosse, WI
  • Approval to waive fees for use of Adair County Middle School gym in case of rain for Adair County's Relay for Life
  • Approval to declare two busses as surplus and to participate in the KISTA used bus program
