Request for Statement of Qualifications
& Notice of Intent to File Rural Development Funding Application


The City of Columbia will accept statements of qualifications from consulting engineering firms for the planning, development, construction and other required engineering tasks relating to proposed natural gas system improvements the City is considering undertaking. The project includes repairs, rehabilitation, upgrades, improvements, and possible extensions of the natural gas distribution system. Firms wishing to be considered should send three (3) copies of a statement of qualifications, not exceeding 15 single-sided pages, to the Honorable Mark Harris, Mayor, City of Columbia, City Hall, 116 Campbellsville Street, Columbia, Kentucky 42728. All documents must be sealed and marked on the outside "Request for Qualifications, Engineering Services, Columbia Natural Gas System Improvements Project". Questions concerning this Request for Qualifications should be addressed to Mr. Ronald Cook, Gas System Manager @ 270-384-2006. Qualifications statements must be received by 4:00 p.m. local time, Thursday, April 28, 2011.

Statements should include a description of the firm's capabilities and experience in the field of municipal natural gas systems engineering, resumes of key individuals to be assigned to the project, a listing of similar projects along with reference information, and a description of the firm's familiarity with the project area and ability to provide responsive service to the City of Columbia. Firms responding to this request will be ranked according to the information submitted. The City of Columbia will enter into negotiations with the highest ranked firm to execute an engineering agreement. If the parties are unable to negotiate a satisfactory agreement, the second ranked firm will be contacted. Once a firm has been selected, all unsuccessful firms will be promptly notified.

Sources of funding may include, but are not limited to, USDA Rural Development (RD) Water and Waste Loan and Grant funds. The formal solicitation of consulting engineering firms is being conducted to fulfill the requirements of RUS Instruction 1780.

The City of Columbia reserves the right to reject any and all responses, to waive any technicalities, and to negotiate with the respondent who most nearly meets the project requirements. The City is not responsible or liable for any costs incurred by consultants replying to this request. The City of Columbia is an equal opportunity employer and encourages responses from all qualified firms. Attention is particularly called to the requirements as to conditions of employment to be observed under the contract, Section 3, Segregated Facilities, Section 109, Title VI of the Civil Rights Act of 1964, EO 11246, the Anti-Kickback Act and Section 504 Requirements.
