Treasury has $1,407,783.66 reconciled balance

Adair County Treasurer Barry Corbin reported reconciled balances in all county accounts of $1,407,783.66 as of March 31, 2011. The court approved the report 7-0 on a motion by Perry Reeder (4), seconded by Billy Dean Coffey. The court also unanimously approved budget transfers requested by the treasurer, also on a 7-0 vote.



Rick Brown, temporary WRH CEO not present

Rick Brown, temporary Westlake Regional Hospital CEO, had been scheduled to speak to the Court on the state of affairs at the hospital, but Judge Melton said that he had called before the meeting to say that he would be unable to come.

Adair County Conservation gets increase in aid for dead animal removal

Vince Pfefferman of the Adair County Conservation District appeared before the court to ask for an increase in the county's annual payment for conservation district's removal of dead cows and horses. He said that because of increased demands for the service, the district would need $7,500 per year instead of $5,000.

On a motion by Sammy Baker (3), seconded by Billy Rowe (7), the court voted unanimously to raise the payment to $7,500.

Jailer Wilson reports increase in revenues for March 2011

Adair County Jailer Rick Wilson reported that the Regional Jail had total billings of $89,264.84 for the month of March, 2011, less $39,770.46 for Adair Co. inmates. After adding in booking fees, other income, per diem charges and Cumberland Co. Medical costs, the net billing was $70,216.47. The net figure was up $22,531.76 from February, he said. Inmates also contributed 3,292 hours to community service, he said. His report was approved 7-0, on a motion by Sammy Baker (3), with a second by Perry Reeder (4) .

Court votes unanimously give airport board $9,000 this year

The court unanimously voted to authorize Judge Melton to issue a check in the amount of $9,000 to the Columbia/Adair County Airport Board, the same amount as last year. The money comes from the county's LGEA (Local Government Economic Assistance) fund. $5,000 is for airport program support, $4,000 for airport debt service. The local airport is governed by a six member board including John Rarey, Mike Mitchum, Buddy Sewell, Howard Loy, Darrell Carter, and Doug Campbell. Judge Melton told the court that the amount is to be reduced in subsequent years to $7,700.

The court also approved a court order authorizing Judge Melton to issue a check to the Kentucky State Treasurer to purchase a surplus 1995 GMC dump truck for $12,000. The truck has 71,149 miles on the odometer and has a diesel engine. The vote was 7-0.

Court allows water line easement on right of way, Tucker Woods Road

The court voted 7-0 to allow an easement on the Tucker Woods Road right of way to Jarred and Kim Tucker. The distance is approximately 0.4 miles. The easement will allow construction of a waterline to the Tucker's modular home. The easement is located in Adair County District 6, near Knifley, KY.

Court votes to pay Election Officers

The court voted unanimously, 7-0, to authorize Judge Melton to pay election officers for work in the Tuesday, May 17, 2011, primary election. The vote came on a motion by Magistrate Joe Rogers (6) with a second by Daryl Flatt (2).

Court votes to appoint one to CACEDA board

Judge Melton recommended Columbia businessman Dan Antle to serve a four year term on the Columbia/Adair County Economic Development Authority board. The vote was unanimous, on a motion by Magistrate Sammy Baker (3), with a a second by Billy Rowe (7). Antle had already been approved by the Columbia City Council, which also approved Mayor Harris' recommendation of United Citizens Bank CEO Ron Wise to the board of CACEDA. However, Judge Melton did not recommend, and the council did not vote on Wise's appointment.

Two members of the Adair County Ambulance Board reapppointed

The Court approved CJE Ann Melton's recommendation to re-appoint Adair County Ambulance Board Members Lee Ann Collins and Chris Quinton to new two year terms. In separate votes the two were approved 6-0, with Magistrate Daryl Flatt, an employee of the ambulance service, abstaining in both cases.

Court votes to equalize State Flex Highway funds 7 ways

The court voted 5-2 to divide State Flex Money, grants from the Governor's office for road improvements on an equal split between the seven magisterial districts. The amount for 2011 is $230,000. The vote, on a motion by Daryl Flatt (2), seconded by Billy Rowe (7) was 5-2, with Magistrates Coffey (5), Harold Burton (1), and Perry Reeder (4) joining them, and Magistrates Joe Rogers (6) and Sammy Baker (3) voting no. Joe Rogers had wanted the split to be apportioned by road mileage. In the past, the split was eight ways, with CJE Ann Melton using a share to enable larger projects to take place such as the rebuilding of Chance Road in District 3 and Arnold's Landing Road in District 6.

Reading of Roads by Justin Bailey

The reading of the roads was conducted by Adair County 911 Mapping and Addressing Coordinator Justin Bailey. The court gave second (final) readings and approval to a name change for Firquin Road in District 4, to Ray Partin Road. A second reading and approval was given to the proposal to remove Hancock Road in District 6 from County maintenance.

Court approves First Reading of Jail Policy Procedures amendments

The court approved a First Reading of the Jail Policy and Procedures manual on a 7-0 vote. Changes involved allowing the jailer to suspend employees without Fiscal Court approval, handle grievances without Fiscal court approval, and allow the jailer to suspend employees for KRS statutory violations with or without pay.

Jailer Wilson also gave a required Jail Quarterly report. He said that there are 31 employees, and that conditions are stable at the jail, though the last state inspection of the Regional Jail resulted in write-ups for plumbing inadequacies and for need to replace some bedding. The Class D Restricted Custody Facility received a 100% satisfactory rating he said. The quarterly report was accepted 7-0, on a motion by Sammy Baker (3) seconded by Harold Burton (1).

Court approves $35 per day for meals for out of town trips

The Court unanimously approved, 7-0, a motion by Sammy Baker (3) and Billy Rowe (7) to allow up to $35 per day for meals taken out of town, even when the travel does not include overnight travel. The decision to re-imburse will be left up to the Adair County Finance Officer, Gale Cowan.

Court approves County Road Aid Contract, Resolution

The court approved, in two separate actions, the County Road Aid Co-op Contract with the State Highway Department and to approve a resolution agreeing to the contract. The votes were unanimous. The county is scheduled to receive $680,612.00 for the Fiscal Year 2011 from the Kentucky Department of Highways under the plan.

County votes to accept salt bid

The court voted 7-0 to accept the low bid of $79.70/ton for salt for winter de-icing for the Adair County Road Department. The county will have 900 tons committed under the plan. Last year, that amount was sufficient for Adair County Roads with a little left over to sell to other counties which did not have a contract.

County misses trackhoe purchase opportunity

Judge Melton told the court that a plan to buy a trackhoe which had been leased fell through when the leasing company sold the trackhoe to another buyer. She had worked out a deal, she said, to buy the trackhoe with all lease payments applying against the sale price, but the leasing company, which was not bound to the deal, sold the trackhoe to another customer.

Court authorizes CJE to sign lease agreements for Mack Trucks

The court unanimously authorized the County Judge Executive to sign lease agreements on two new Mack trucks. The vote was 7-0. The trucks have already been delivered and are in use.

Court authorizes CJE to sign paperwork for siren grant

Court votes to authorize the County Judge to sign necessary Equal Opportunity documents and necessary paperwork to accept a Community Development Block Grant. The resolution included a Fair Housing Resolution, a resolution to allow access to public records, and other items. The grant is for $183,200. The court also authorized a budget amendment to incorporate receipt and disbursement of the funds.

Court votes to accept grant for Knifley Fire Department roof

The court voted 7-0 to approve receipt of a grant for $8,500 for roof repairs to the Knifley Area Volunteer Fire Department station.

Court approves minutes, bills and additions

The court routinely approved minutes for the March 11, 2011 regular meeting and March 30, special called meetings and for bills and additions.

Road work approved

County Roads Superintendent Jobe Darnell gave the road report for March, 2011. The summary showed 36 signs installed, 34 tiles cleaned out, 260 black top cold patches, 18 ditches cleaned out, 4 creeks cleaned out, 82 loads of gravel spread, 58 miles of roads graded, the completion of the Purdy-Sano RD Bridge, work started on the L. Hancock RD Bridge, and a trip to pick up food for the Adair County Food Pantry from Elizabethtown.

The report was approved 7-0 on a motion by Magistrate Joe Rogers, with a second by Harold Brown.

Magistrate's Committee Reports due, but not ready

Judge Melton called for the Magistrate's Committee Reports and found that none of the committees had actually met or made reports. The committees and members are as follows:
  • Personnel: Perry Reeder and Sammy Baker
  • Nuisance: Billy Rowe and Daryl Flatt. Had not formally met, but talked on phone
  • 911: Harold Burton and Perry Reeder
  • Budget: Joe Rogers and Sammy Baker
  • Jail: Joe Rogers and Billy Dean Coffey
  • Special Districts: Billy Rowe and Billy Dean Coffey
Stephanie Cheatham hired as part time 911 dispatcher

On the recommendation of the 911 Board, the Court approved Stephanie Cheatham to be hired as a part-time 911 dispatcher at $8.00 per hour. The vote was unanimous.

CJE tells court Jail medical money will come from Road Fund

In answer to criticism from an unnamed court member about the use of LGEA money to help pay the medical expenses at the jail, Judge Melton said that, while the LGEA fund money could be used for this purpose, she would cease using it to balance the cost of medical services at the jail. Instead, she said, money would be transferred from the County Road Fund to the General Fund and the deficit would be made up in that manner.

Later in the meeting, Magistrate Joe Rogers said that he may have been the Magistrate who questioned the use of the LGEA money to pay for Jail medical costs, but had only had a question, and did not mean it as a criticism.

Judge Melton gives copy of statutes under which administrative vehicle bought

Judge Melton distributed a copy of the KRS code under which she recently purchased a 2005 Trailblazer for use by the administrative staff. The vehicle would have replaced surplus Jeep which had been transferred from her office to the 911 Mapping department. Trailblazer was to have been used instead of paying personal mileage to the Judge and Members of her staff for trips to check roads, bridges, flood damage and the like. But because of criticism by the court, the judge said that she was returning the vehicle.

The Court taketh away, giveth back, with more added unto county road department

The court voted to stop the use of take home county trucks. Then the court voted to pay county workers for a minimum of two hours for any call backs. Then the court voted to rescind the motion to stop the use of take home trucks by the five employees now doing so, with a committee appointed to study the costs. The committee will be chaired by Magistrate Daryl Flatt, with Billy Rowe and Harold Burton serving on the committee.

Litter report

County solid waste coordinator A.L. Sinclair reported that 110 miles of mostly state highways have been cleared of litter, with 1175 bags of trash removed from the roads in March. Sinclair said that the tipping was slightly down this year during the county's two days of free tipping at the transfer station.

He announced that dumpsters will be out at points around the county this Friday, April 15, 2011.

Judge Ann Melton said that an announcement will be made on Thursday, April 14, 2011, as to whether the scheduled Saturday, April 16, 2011 PRIDE spring cleanup will proceed. The weather forecast is for rainy, cold weather.

Adair Co. Fiscal Court ponders Health Insurance price hike

Members of Adair Fiscal Court listened intently as Kelly Harding outline the latest price hikes of "only" 7.92 percent to grandfather in Fiscal Court's barebones health insurance policy. Thanks to requirements Health Care Reform, Anthem will be providing slightly better policy. The court voted 7-0 to accept the recommendation to grandfather in the current plan.
