School Board Meeting, January 13, 2011 In the January 13, 2011 meeting
Click on headline for full story plus photo(s) and chart(s) By Ed Waggener Marsha Walker has taken the helm as chair of the five-member Adair County Board of Education for 2011. She was elected to that position at the Board's regular meeting on Thursday, January 13, 2011. Floyd Burton, who chose not to continue as Board Chair, was elected Vice-Chair. The board voted to retain Jamestown, KY, lawyer Jeff Hoover as Board Attorney, and reelected Superintendent Darrell Treece to serve as board secretary for 2011. Following an executive session, the Board extended Superintendent Treece's contract for one year, at the same salary. Two new board members seated The board welcomed two new members elected in 2010. Joseph Payne was seated to represent Division 3, formerly held by Chris Watts, and Rebecca Turner was seated to represent Division 1, formerly held by Greg Willis. All other members, Marsha Walker (2), Floyd Burton (4), and Mike Harris (5) were present. Chris Watts, Mr. Treece, Members recognized by KSBA chairman The board was honored with a visit by Dr. Bill Scott, Director of the Kentucky State School Board Association. Dr. Scott present a gift and certificate of appreciation to Chris Watts, who served as Adair County Division 3 Board member for 16 years, and as Chairperson of the Board. Dr. Scott noted that service, and made the presentation based on Mr. Watts' outstanding service on the Kentucky School Board Association and his Regional Service. Dr. Scott recognized in a similar manner, Superintendent Treece's service to the boards. He also gave out certificates recognizing the service of current board members, Masha Walker, Floyd Burton, Mike Harris, Joseph Payne, and Rebecca Turner. January is School Board Appreciation month in Kentucky. Board changes regular meeting time to accommodate attorney, one board member The board voted to change its regular meeting date to the third Tuesday of each month. The change will accommodate the schedule of Attorney Hoover, as well as that of new member Joseph Payne, both of whom have regular meetings which convene shortly before the third Thursday meeting time. The venue will continue to be the board conference room at 1204 Greensburg ST, Columbia, KY, and the meeting time will be 7pmCT, as in the past. The action was taken on a show of hands, with unanimous approval, on a motion by Floyd Burton, seconded by Mike Harris. Chairperson Walker made the change from voice votes to show of hands upon taking office. (Aside comment: City Council under Mayor Harris continues Voice Votes; Fiscal Court has a rotating roll call method.) Board will have one session to meet with Site Based Councils On a motion by member Joe Payne (3), the board voted to have one marathon meeting to hear reports from the site based councils of Adair Elementary School, Adair County High School, Adair County Middle School, Col. Wm. Casey Elementary, and John Adair Intermediate School. The meeting will take place Thursday, February 17, 2011, from 5:30-8:30pmCT, at the board conference room. School calendar Superintendent Treece told the board that there have now been eight weather related school closings, forcing changes to the school calendar. The calendar was last revised January 13, 2011. (Revised Calendar. If no more snow days are taken, schools are looking at a May 25, 2011 final day of school for students. Two days which might be used for make up days are President's Day, February 21, 2011, and a mandated staff planning day, now set for March 7, 2011. More budget woes Superintendent Treece told the board that he had received word on January 8, 2011, that the state is making another 2% cut in the state funds, which will be deducted in whopping reductions over April, May, and June, 2011. The total reduction in SEEK (Support Educational Excellence in Kentucky, State Board of Education acronym) totalling $224,031. The State reductions have made making a draft budget difficult to present, he said, but he presented the best he and his staff could make. Continuing intense apathy, no one shows up for nutrition forum Continuing the Adair County public's long tradition for apathy related to the Nutrition & Physical Activity Report Card Forum, no one from the public sector showed up to take part in forum to discuss it. This year, the Board scheduled the Forum as part of its regular session, rather than as a preliminary session, ending the charade, and, perhaps, improving the members diets. In the past, the scheduled time became white screen, dead air time, with the considerable thumb twiddling and greater consumption of munchies by members of the body. On the other hand, new Federal guidelines are expected which should mark improvements in school diets, according to Carol Roy, Food Services Coordinator for the District, who presented the report. The report is published in a bright six-panel brochure, "Adair County School District Nutrition & Physical Activity Report Card 2011."
