Adair Co. Fiscal Court meeting report, Jan. 11, 2011 In last night's meeting
By Ed Waggener In last night's Adair County Fiscal Court meeting another City-County merger came closer to reality, with the appointments of Board Members to the Columbia-Adair County Parks and Recreation Board. Fiscal court members approved Judge Ann Melton's recommendations. Judge Melton also reappointed two members already on the board, Greg Thomas, who will serve a four year term, and Donna Shirley, appointed for a three year term. The votes on these two appointmentss were 7-0. Judge Melton recommended Bobby Bowe, a resident of the Flatwoods Community in District 4, for a two year term. She cited his long experience in Kentucky State Parks. The court approved, unanimously. Bowe has managed the Green River Lake Campgrounds, the Buckhorn Resort, and the Greenbo Lake State Resort Park. Fifth District Magistrate Billy Dean Coffey was approved to represent Fiscal Court on the board. The vote was 6-0, with all court members voting for the appointment. Mr Coffey abstained. County Treasury swells to nearly $1 million With tax money rolling in and reimbursements for work already done coming from the State and Federal Governments, Adair County Treasurer reported balances in all county funds of $930,373.17 on December 31, 2010. Nancy Ballou, Georgina Roy approved for library board The Court unanimously approved Judge Melton's recommendation for the re-appointment of Nancy Ballou and the appointment of Georgina Roy to serve on the Adair County Public Library Board of Trustees. Court approves cover requirements for trash haulers On the recommendation of Adair County Solid Waste Coordinator A.L. Sinclair, an amendment to the county's Solid Waste Ordinance was approved which will require all trash hauler's to transport garbage in vehicles which have a permanent cover front, sides, and top. The vote to approve the measure was 7-0. According to Mr. Sinclair, only one or two county haulers will be affected by this measure, as the others are already in compliance. Included in the amendments was a reporting measure which will require haulers to report the addresses of the residences from which they are making pick ups. Mr. Sinclair said that this information will help the county receive more funding. After the vote, Second District Magistrate Sammy Baker turned to Sheriff Harrison Moss and suggested that litter laws be strictly enforced. He said he thought citations should be written, and Sheriff Moss said, succinctly, "I agree." In another litter matter, Judge Ann Melton said that there will be another computer drop off opportunity January 26-30, 2011, at the County Highway Department Barn at 62 Service Road, Columbia, KY. More details will be announced later, she said. Bypass officially renamed Judge Melton said that the court's request to re-name the Columbia Western Bypass has been approved, and that at 10amCT, February 14, 2011, the road will officially be the "Adair County Veterans Memorial Bypass." She said that standards for the signs are already in place on the north end of the road. The exact location for the ceremony will be announced later. Court tables 911 plan The court unanimously approved an action to table the first reading of a ordinance for the establishment of a Columbia-Adair County 911 Board to oversee the operation of the Adair County 911 Center. Court members cited a need to study the proposal. The ordinance will, when enacted, bring some much needed City Funding to expand the center's operation, and would put personnel matters under the board's supervision. The three member board would include the Adair County Sheriff and Adair County Emergency Medical Service (EMS) Director and City of Columbia Chief of Police. Currently, those offices are held by Sheriff Harrison Moss, EMS Director Terry Akin, and Columbia Police Chief Jason Cross. County Jail Report given by Rick Wilson Adair Regional Jailer Rick Wilson gave his first report as Adair County Regional Jailer. Wilson reported gross billings of $47,323.24 for the month of December, after deducting for Adair County's inmates and after adding in medical care for out-of-county inmates, per diem, and other fees for out of county inmates. Wilson said that inmates at the facilities had provided 2560 hours of labor to help six groups, which include: Lake Cumberland Action Agency, the Recycling Center, Green River Animal Shelter, Senior Citizens Center, the City of Columbia, and the Adair County Road Department. Wilson said that he had been able to negotiate a reduction of $7,680 in fees from Southern Medical Health Partners. He had based his request for reduced fees because of decreased numbers of inmates in the Adair County facilities and therefore a decreased need for medical care, since the original contract was made. Mr. Wilson thanked two businesses, Jeffries Hardware and Walmart, for donating paint to be used in repainting work at the jail since he has taken office. Mr. Wilson invited court members to visit the jail to see the improvements. Meeting lightly attended The meeting was lightly attended. CJE Ann Melton presided. Adair County CJE Administrative Assistant Lisa Lee acted as recorder. All magistrates were present. Also present were Adair County Sheriff Harrison Moss, Adair County Regional Jailer Rick Wilson, Adair County 911 Coordinator Justin Bailey, Adair County Disaster Management Coordinator Greg Thomas, Adair County Solid Waste Coordinator A.L. Sinclair, Constables Bill Troutwine (1), Robert Loy (2), Jason Rector (4), and Joe Collins (7), a smaller contingent of media representatives than usual. There were no citizen participants.
