Columbia/Adair Utilities manager answers reader concerns

Lenny Stone replies to questions about future rate increases, upgrading downtown water lines, and whether the water district knew what it was getting into prior to the merger of the systems

As the Manager of the Columbia / Adair Utilities District I would like to address Mr. Finn's questions regarding the water system improvements we are planning for the downtown area.

Both are good questions.



In regard to future rate increases: We have and will continue to face rising operating costs as time goes on. Each month we evaluate our operating budget and annually we take an in depth look when we do our audit. We are planning a rate increase now but that is due to the new pipeline we are going to build from the Walmart facility to Sparksville, the new tank we are building at the Sparksville School, and other improvements we are planning so that we can continue to provide a safe and ample supply of drinking water all the time.

In particular to the work upgrading the downtown water lines: We have developed a plan to address the water quality and water loss issues as quickly as possible, and we know that the plan probably will change as we get deeper into it. There could be rate increases as we work to make the water safer but there will also be money saved when we reduce the amount of water that is running out on the ground. Whether we sell it or lose it we still have to treat it. We have already recognized some savings by consolidating the operation of the water systems.

In regard to our knowledge of the downtown water system before we took it over: Yes, we had a good idea what we were getting into. But, as the County water system was so much larger than the City's system, we are in a better position to utilize our resources for improving the water quality for everybody in Adair County, whether they live in the city or the county. We have an obligation to do that. Between the city and the county, we combined our staff and our efforts to make our community a safer and responsible place in which to live.
