Adair County Judge Executive Ann Melton appointed a three member committee to study the feasibility of a proposal by the Adair County Little League to sell land to the new joint Columbia-Adair County Parks and Recreation Board for a park.

The volunteers for the committee are Magistrates Sammy Baker (3), Joe Rogers (6) and Billy Dean Coffey (5).



The action came after Bo Biggs presented the idea to the court at its regular first Tuesday, November 9, 2010, meeting.

Biggs said that the park would be coordinated with the Joe Johnson Little League Park and could be used to incorporate Little League Football and Little Basketball on the same campus. Now, those two Little League programs, football and basketball, are at the mercy of schedules at the public schools.

Biggs said he envisioned the possibility of two football fields, a basketball facility, and a practice field for soccer.

Enough land is available, Biggs said, for the City and County to build a proposed Senior Citizen's building on the land.

Judge Melton, in appointing the committee, said she would expect that the city would appoint a similar committee to study the proposal, as well.

Second reading on Joint City County Parks Board approved

The court quickly approved, on a motion by Magistrate Terry Hadley (7), with a second by Magistrate Danny Goodin (2), the ordinance to create a joint City-County Parks and Recreation Board. The vote was unanimous.

Sheriff Ralph Curry's report

Sheriff Ralph Curry reported that in the first seven days of tax collection, approximately $700,000 has been paid in taxes in the first seven days. This amounts to nearly one-fourth of the approximately $3,000,000 which will be paid to all county taxing entities except for the City of Columbia, which sends separate bills.

Jail report given by CJE

Judge Melton delivered the Adair County Regional Jail report in the absence of Jailer Wm. Knight and any of his deputies. The report showed a total billing of $82,262.16, less $35,570.90 for Adair County inmates. After adding in booking fees, medical fees, other income, per diem fees, the total to collect for the month is $55,566.63.

The financial picture on the jail operation is not a pretty one. Last month, the county had to transfer $65,000 from the General Fund to the jail operation, the county treasurer reported in his report.

Judge Melton said, before the meeting, that the aging facility is requiring the county to bear extremely high maintenance costs.

She said that the county does not know, yet, what its expense will be for flying an inmate, charged with an attempted capital crime, to Lexington where he was to undergo surgery, but that the cost could be as high as $150,000, she said. "We just don't know, yet," she said.

It may become necessary, she said, to maintain a closer watch over the Jail budget in the coming months..

Budget transfers tell more of the story

Budget transfers in October show that the jail, the Green River Animal Shelter, and the 911 all needed additional money. While the jail is the greatest drain, it was necessary to transfer $20,000 to the Green River Animal Shelter and $20,000 to the 911 Fund.

The Green River Animal Shelter is hamstrung by a relatively low adoption rate and a high number of euthanizations, while the 911 Center is faced with the need for better funding or a cut in the level of services.

County Treasury in good shape, despite this

Judge Melton gave the Treasurer's Report in the absence of Treasurer Barry Corbin, who had been a witness, earlier in the day, to a tragic event, a death, in another place where he has employment. (More on that, possibly, later.)

The total in all funds fell from the $886,603.13 at the end of September, to an October 31, 2010, total in all funds of $622,834.39. However, Judge Melton said, when payments expected from FEMA are factored in, the treasury continues to be very high.

Several appointments approved

Judge Melton made a number of recommendations for new hires, appointments, and re-appointments, which were all unanimously approved, including:
  • Josh Harden
  • to a new four-year term on the Adair County Hospital Board
  • Nancy Ballou
  • to continue as an Adair County Library Board Trustee
  • Debbie Cowan and Mary Knight to the Adair County Extension Service Board
  • Timothy Ballou as a full-time employee at the Green River Animal Shelter at $8.00 per hour
  • Sarah Terry and Gail Hunsaker as part time employees at $7.75 per hour, at the shelter
First reading speed limit, Neat Hollow Road

The magistrates approved a first reading of an ordinance to establish a 35 mph speed limit on Neat Hollow RD, which extends from Liberty RD to Little Cake RD, in District One at Ella.

Coordinator acknowledges Walmart grant

Adair County 911 Coordinator Justin Bailey acknowledged the gift of $500 from Walmart which will pay for a new computer at the 911 Center. He said that the computer has been purchased and is running well. It is being used to maintain the Warrants List for Law Enforcement.

Judge Melton announces another Job Fair

Judge Melton announced that another jobs fair will be held in the Adair Annex, from 8am-4pmCT, on November 15, 2010, by Staff Management. At the first one, she said, 35 people were hired. The number of applicants who attended, plus the number of applicants for county jobs, shows the need to improve employment in Adair County, she said.

Routine matters handled routinely

Routine matters, including the approval of the minutes of the October 12, 2010, regular meeting, the bills and additions, and road work were routinely approved, 7-0.

Valeria and Dan Loy appear

Land owner Dan Loy and his wife, Valeria Loy, presented photos of their trailer court on Bird Ridge for the court to examine. The property had been the object of a request for better zoning by neighbors Mary Phelps and JJ Hathaway in the October meeting.

Kenny Absher protests water rates

Kenny Absher appeared before the court to ask for explanations about water rates. He said that he is paying twice what he did for some services before the city and county systems were merged, that it is not right. Judge Melton agreed to look into the matter, but said that it was her understanding that rates are now set by the Public Service Commission, and that the Columbia-Adair County Utilities Commission has no or little choice in the matter.

Absher also said that in these times, duplication of county and city services is not need."We need either a county or city government,: he said. "We don't need both."

Meeting short, well attended

The meeting was perhaps the shortest regular session in Judge Melton's tenure. All magistrates were present, including Danny Goodin (1) and the incoming District 1 Magistrate Harold Burton; Wid Harris (2) and the incoming District 2 magistrate, Daryl Flatt; and Magistrates Sammy Baker (3), Perry Reeder (4), Billy Dean Coffey (6), and Terry Hadley (7). Also present were Sheriff Ralph Curry and the incoming sheriff, Harrison Moss; Adair County Attorney Jennifer Hutchison Corbin; Adair County CJE Administrative Assistant Lisa Lee, acting as proceedings recorder; Adair County Emergency Management Director Greg Thomas, Adair County 911 Coordinator Justin Bailey, Adair Co. Solid Waste Coordinator A.L Sinclair; Adair County Hospital Board member John Nall, members of the media, Bo Biggs and representative of the Adair County Little League, and others.
