City Council report, September 7, 2010 meeting

In last night's Columbia City Council meeting, the council voted 5-0 to move ahead with plans to form a joint Columbia-Adair County Parks and Recreation Board.

The action came on the recommendation of Councillor Charles Grimsley who is also the Parks and Recreation Chairman.



The vote authorizes Grimsley to seek similar approval of the Adair County Fiscal Court prior to official paperwork being drawn up by the CIty and County Attorneys and being formally approved by the two governing bodies.

The new board would include the present five member Columbia Parks and Recreation plus four additional members.

Four of the five members will be appointed by the City, four from the County, with the ninth being an appointee of the Parks and Recreation Board, Grimsley said.

Under the plan, the joint Parks and Recreation Board would operate City and County parks, but each unit of government would continue to retain ownership of the property.

Grimsley will present the plan to the Adair Fiscal Court at its Tuesday, September 14, 2010 meeting.

City approves Gaddie-Shamrock bids for paving

Only one bid was received for city street paving, from Gaddie-Shamrock of Columbia, KY.

The company bid $28,638 to pave the following streets:
  • Carrie Bolin Drive from Hanley Lane to Russell Road 301 ft x 22 ft.
  • Marshall Street, 291 feet 22 ft., starting at 202 Marshall ST
  • Adair Avenue, beginning at 405 Adair AV and ending at Short Street, 950 ft. x 17 ft.
  • Moore Street, from North Bramlett Street and end at "X," 639 ft. x 12 feet.
  • Garrett Street, beginning at Clinton Street and ending at Water Tower. 578 ft. x 20 ft.
  • Clinton Street, beginning at 301 Clinton Street and ending at "X," 160 ft x 18 ft.
All surfaces will be 1" thick, rolled blacktop. The bid price of $74 per ton was $6.00 lower than the last bid, Mayor Bell said.

Council approves second reading flood ordinance, tax rate

The council unanimously approved a second reading of a flood ordinance amendment and approved the tax ordinance for 2010. The compensating rate adopted actually means a slightly lower rate for Columbia property owners.

Mayor Bell lauds new Lindsey Wilson Sports Park

Mayor Patrick Bell commented that early in his tenure he had tried to secure the Adair County Fairgrounds and the trailer park for space to build a football stadium. "We failed to put it together," he said, "but after seeing what Lindsey Wilson has now, on the Parkway," he said, "I've never been more proud of one of my failures than I am that we didn't succeed with the Fairground acquisition. Saturday was a great day for Columbia and a great day for Lindsey Wilson," he said.

Charles Grimsley reports on Duck Race

Besides pushing his plan for a combined City-County Parks and Recreation Board, Councillor Charles Grimsley reported on the Buy, Swap, Sell and Trade Day held on Labor Day. He said that over 30 vendors, including six food vendors, were on the Square, that the Salvage Town band had drawn a good crowd, and that the Duck Race was the fastest ever, and that 373 ducks were sold.

Winners of the Duck race were 1) James Absher, Columbia, KY; 2) Roy and Christine Rademacher, Columbia, KY; and 3) Connie Anderson of Maysville, KY. Absher won the large screen TV, the Rademachers won the gas grill, and Connie Anderson won the $100 gas card.

Councillor Craig Dean wants streets paved

Councillor Craig Dean asks the Mayor to review Smith Street and most of Green Hills to be included in the next repaving bids.

Councillor June Parson asked about gas leaks

Councillor June Parson asks about leak repairs in the City Gas Department's distribution system. Gas Superintendent Ron Cook told the Council that only 14 of the 44 leaks detected in the last report have been repaired.

The meeting was lightly attended. Mayor Pat Bell presided. With six councillors, Charles Grimsley, Craig Dean, Linda Waggener, Edwin Taylor, Joe Moore, and June Parson were present at the outset. Linda Waggener was called out early in the meeting to receive a report on her mother, Geneice Marcum, who was taken to hospital yesterday afternoon. Also present were City Clerk Carolyn Edwards, City Attorney Marshall Loy, City Police Chief Jason Cross, City Gas Superintendent Ron Cook and Mrs. Cook, former Chief of Police and candidate for Mayor Mark D. Harris, City Planning and Zoning Commissioner Roy Rademacher, and members of the media, and Terry Corbin, representing Gaddie-Shamrock.

Meeting is brief: 16 minutes

Meeting was concluded at 6:16pmCT, with a call for adjournment by Councillor Joe Moore.
