Bypass water line proved worth in May 2, 2010 Flood

The 12" water main on the Columbia Western Bypass proved its value during the flood Sunday, May 2, 2010. Without it, Adair County Water District Manager Lenny Stone said, "All of the City of Columbia would have and 70% of the county would have been without water for as much as two days."



The water cutoff would have happened, without the Bypass Line, when the 8" coming into Columbia was broken during the floods, Stone told Adair County Water District Board members at the boards regular May 13, 2010 meeting.

The line feeds all of Columbia and the Page Street tank, which used to supply the south end of the county, he said.

Mr. Stone made the remarks after bringing the ACWD board up to date on the flood damage.

A problem which slowed the rerouting of water from the bypass to Page Street and to other areas of Columbia was that the city system relies on eight main valves to regulate the flow.

The ACWD expects its merger with the Columbia Utilities system to take place by June 30, 2010, but both systems are already working together to solve the Columbia distribution systems problems, Mr. Stone said, and one urgent need is to get GPS mapping for the eight valves and to test to know exactly what areas each affect. It was trial and error during the Flood aftermath, he said.

Board approves signing of Rural Development forms for Columbia Debt Assumption

The board authorized the Chairman to sign any and all documents relative to the Adair County Water District assumption of Columbia Utilities debt now held by the Rural Development Administration. The vote was unanimous, with all present, Acting Chairman Rabon Burton and members Larry Legg, Rudy Higginbotham, and Mitch Harris approving on a motion by Larry Legg, seconded by Rudy Higginbotham.

Flood Disaster money will flow through City to ACWD

Mr. Stone said that he'd been asked about the flood damaged waste water plant the ACWD will be taking over in the merger, whether that would create an undue problem for the county system. He said that the merger is predicated on the plant being essentially in the condition as on the date the transfer of assets agreement was signed.

He said that insurance money the city will receive will go toward the plant's repair, and that FEMA Disaster money will be sent to the Columbia City Clerk, but will then come to the Adair County Water District to be used to repair the plant.

David Bowles, the consulting engineer for the ACWD, is working with both utilities to ascertain exactly what repairs must be completed.

Flood damage on the bypass

General Manager Stone said that some fills along the new Columbia Western Bypass Water Main were washed out by the floods, but that the repairs would be handled by the contractor completing the line.

He said that the project is mostly complete, except for a short distance to the water tower at Holladay Place.

David Bowles reports new date on bowl raising

Consulting Engineer David Bowles said that the date for the raising of the Holladay Place Water Tower steel bowl has been changed from Friday, May 28, to Thursday, May 27, 2010, and is scheduled to start at 7amCT.The dominant structural element will be painted on the ground and the Lindsey Wilson graphics will be applied on the ground. The tank will be raised 100 feet in a period of 45 minutes, Bowles said.Spectators can gather along the roadways and on the vacant lots to watch the spectacle, General Manager Lenny Stone said. "But it will be a tailgating affair," he said. There won't be any special facilities for viewing the most dramatic phase of the construction, he said.

Phase 11 will be finalized

Stone reported that the District's Phase 11 project is being finalized. Some projects have dropped out, because property owners didn't follow through to sign on for taps. The project will now include 14 scattered roads and will now include a line to the schools fronting on Greensburg ST and Gen. John Adair Drive - John Adair Intermediate School, Col. Wm. Casey, and Adair County Middle School -plus the bus garage, Raymond Lacy Music Building, and the Central Office.

The board approves Birch Road

The District Water Board approved the petition for a water line across Birch RD, between the Russell Springs HWY and White Oak RD. The line will allow a tie between two existing lines; the tie will allow more versatility in managing water distribution, Mr. Stone said.

Phase 12 work, Sparksville Line

General Manager Stone reported that he is getting State Approval and Contractor approval for easements along the new KY 61 roadway for the waterline from the Holladay Place tower to the new 500,000 gallon water tower to be built near the old Sparksville Elementary School. He said that using the state right of way would be a fall back plan. "We'll prefer private rights of way," he said, "but we'll use the roadway if need be."

Meeting attendance

Also present at the meeting, besides Mr. Stone and the Board, were Board Attorney Marshall Loy, Board Secretary Jennifer Carter, Consulting Engineer David Bowles, and media representatives. Chairman Danny Downey was unable to attend.

The Adair County Water District meets each second Thursday at the Board Room, ACWD Office, 109 Grant Lane, Columbia, KY. Board Members are Chairman Danny Downey, and Rabon Burton, Larry Legg, Rudy Higginbotham, and Mitch Harris.

This design by SignGrafik.com of Nashville, TN, will be affixed to the shell of the 1,000,000 gallon water tank while the bowl is still on the ground. The drawing gives more detail and terminology for the parts of the water tank, and the human figure on top gives an idea of the size of the structure. The schedule for the 45 minute raising of the bowl is more firm now. The time is set for 7amCT, Thursday, May 27, 2010.
