Click on headline for full story plus photo(s) By Ed Waggener In last night's Columbia City Council meeting, the council voted to authorize the mayor to enter into negotiations aimed at merging the Columbia Water and Sewer systems into the Adair County Water District. The vote was unanimous, on a motion by Councillor Edwin Taylor to authorize the negotiations. A 25 step procedure is involved, the Mayor said. Details will be worked out through utilities attorney Damon Talley, a Hodgenville, KY lawyer with a background in this type of merger. Mayor Bell told the Council that details would be worked out along the way. He said that at this time the gas department would remain a part of the city, but did not rule out the possibility that it, too, would be transferred to the Adair County Water District. The gas department is marginally profitable with city management, but as an orphaned utility, adminstrative costs previously spread over the entire Columbia Utilities would be borne by the Gas Department only, adding a burden which will likely reduce the operating profits it now earns. Continued city ownership of the gas department, however, will mean that a billing system would have to be maintained for the one department, and gas customers in the city would be receiving two bills instead of one. The move follows a hurried November transfer of the Adair County School campus water service to the Adair County Water District, when the city learned that it would be unable to supply adequate water pressure for fire protection. The Adair County Water District quickly assumed responsibility for the campus, in steps, and is poised to make a smooth transfer of the facilities on the Bypass side, during Christmas vacation, while schools are not in session. Transfer of the Greensburg ST side of the campus is scheduled for next summer. Mayor Bell said the move would benefit city residents because the combined utility could operate more efficiently and could save all taxpayers money. The Mayor told the Council that the City, itself, had never made money with the utilities, and indicated that the transfer would not adversely affect city revenues. The move also means that the City will not have to finance the massive rebuild of the town water lines. More on the merger is expected tonight at the Adair Fiscal Court meeting, when Adair County Water District General Manager Lennon Stone briefs the Court on the proposed combination. Council approves closing of Madison Alley within CUMC campus The Council approved a request by the Columbia United Methodist Church to close the portion of Madison Alley from Burkesville ST to Monroe Street. The vote was 6-0 on a motion by Edwin Taylor, seconded by Joe Moore. The church owns property on both sides of the alley the entire length of the proposed closure. A letter from Kenzie B. Rowe on behalf of the church was accompanied by notarized consent by the church board agreeing to the closure. The church plans to build a canopy to improve handicap access to the building from the Madison Alley side. In a separate action, City Attorney Marshall Loy gave a first reading of an ordinance closing the alley. The alley's extension, from Burkesville ST to S. Reed Street, a one block segment, between Madison Square and Sav-A-Lot, will be unaffected by the ordinance. Council hears first reading on closing of Adams Alley City Attorney Marshall Loy gave a first reading to an ordinance closing Adams Alley from Campbellsville ST to Reed ST to vehicular traffic except for that needed for property owners along the alley to access their buildings from the Reed ST side. Mayor Bell said that the closed area will be used for green space, for a mini-park, beside the new addition to City Hall. All property owners gave notarized consent to the arrangement, he said. A second reading of the ordinance will be needed to finalize the plans. Appointments made to Tourism, P&Z Board of Adjustments The Council unanimously approved the reappointment of Billy Wheat to the Columbia Planning & Zoning Board of Adjustments, and approved the re-appointments of Randall Pyles and Pam Hancock to the Tourism Board, all to terms ending in 2012. Fire Ordinance second reading approved The Council approved a second reading of an ordinance expanding the limit of volunteer firemen on the Columbia Fire Department to 35 and raising the per call pay of the firemen from $20 per call to $25 per call. Zoning Ordinance typographical error corrected The Council approved a letter from the Planning & Zoning Commission recommending a correction of a typographical error relating to property on KY 55 South, which should have been zoned C-2 Highway Oriented Commercial, but was, instead, written erroneously into the ordinance as residential. A first reading of an ordinance clarifying and amending the original ordinance was read by City Attorney Marshall Loy. A second reading and Council approval at a future meeting will finalize the action. Councillors comments Councillor Charles Grimsley noted that the Christmas in Columbia and Jaycees Radio Auction had both gone well. Councillor Craig Dean wished everyone a happy holiday season. The Council does not have a scheduled meeting until January 4, 2010. Councillor Linda Waggener noted the pride the community shared when the Adair County Marching Band performed in the Macy's Thanksgiving Day Parade. And Councillor June Parson inquired about the hydraulic study into the problems of the Columbia Water Department. The question now be more likely to addressed by the Adair County Water District. Meeting lightly attended All Councillors, Craig Dean, Charles Grimsley, Linda Waggener, Edwin Taylor, Joe Moore, and June Parson were present at the meeting, along with City Clerk Carolyn Edwards, City Attorney Pat Bell, City Sewer Superintendent Bo Murphy, City Water Superintendent Dana Rogers, and Chief of Police Mark D. Harris, and representatives of local media. Joe Moore moves adjournment at 6:38pm Councillor Joe Moore, on a gesture from Mayor Pat Bell, continued a tradition and moved for adjournment at 6:38pmCT.
