Adair Co. Fiscal Court Sept. 8, 2009 meeting report In last night's Adair County Fiscal Court meeting
By Ed Waggener It's another good month for the Adair County treasury. In the administration of County Judge Ann Melton, county balances have grown to unprecedented balances. The August 31, 2009, reconciled balance in all county funds stood at $1,477,699.80, County Treasurer Barry Corbin reported to the Adair Fiscal Court last night. Adair Regional Jail billings up for August Jailer Knight reports total billings for month of $99,490, with net billings of $82,519, after the cost of Adair County inmates deducted, for the month of August 2009. Judge Melton commended Adair County Regional Jailer William "Bug" Knight for the improved billings. Jailer Knight recommended, and the court unanimously approved the change of status from part time to full time for Deputy Jailer Brian Morris. The court also approved second readings to changes in the Jail Policy and Procedures Manual relating to information systems, inmate records, and transfers of inmates outside facilities. The changes has been mandated by the State Department of Corrections. Members of Adair Sportsmen's Club promise better noise control Members of of the Adair County Sportsmen's Club presented a report on the groups history and activities and addressed the growing number of complaints against the club for shooting noise from the club's firearms activities. Spokesperson Kenneth Bennett said that the club will make a greater effort to keep shooting hours between the hours of 8:00am and 6:00pm on Mondays, Wednesdays, Thursdays, Fridays and Saturdays, and between noon and 6:00pm on Sunday. He said that skeet shooting will be halted at 9:00am on Tuesday nights. Donna Frazier, a spokesperson for residents on Lancaster ST, said that she and her neighbors would try to work with the sportsman's club. Judge Ann Melton told the Sportsmen that she appreciated the club, the traffic and visitors it brings to Adair County, but warned that the county would take measures to protect the sleep of children in the neighborhood if shooting past 9:00pm continues. Tax rate hearing set for September 22, 2009 The Court unanimously approved an ad valorum tax rate which will yield a 4% increase in overall property tax revenues for 2009. Because of growth in the county tax rolls the actual rate should be close to same as last years. A public hearing is set for 9:00amCT, Tuesday, September 22, 2009, in the basement of the Adair Annex at 424 Public Square. 911 Dispatchers receive raises. The Court voted 7-0 in four separate actions, to approve Judge Ann Melton's request for adjustments to the salaries of Adair County 911 Center personnel. The action came after Magistrate Wid Harris (2) broke a stalemate between Magistrates who favored waiting until December, when all county employee wages are considered for raises, and, on the other side, the County Judge Executive and a number of Adair 911 employees in attendance who wanted the pay adjustment now. The increases approved and effective October 1, 2009, are:

Court hears good news on Industrial Development The court heard a report from Sue Stivers on impending expansion at IMO and on the prospect for two other new employers, for a cumulative prospective new employment of around 100, with ultimately 50-60 at IMO and 15-20 each with the other unnamed prospects. Court approves Adair County Little League request The court voted unanimously to approve a request from the Adair County Youth Football League for an additional $807. to fund the purchase of protective gear for Little League Football Players. The vote was unanimous. Good news on heating system at Old Courthouse Judge Melton reported that Green Industries of Glasgow has estimated the cost of repairing the heating system at the old Courthouse at 500 Public Square at $3-4,000. She said that the Administrative Office of the Courts has agreed to pay 63% of that amount, and reported that to the court that she had given the go ahead. Judge Melton said that it now appears the new Judicial Center may not be ready for the Circuit Court Clerk and District and Circuit Courts to move in until after the first of 2010. Earlier, the Adair Judicial Center move in date had been as early as late October or early November 2009, but construction completion is now expected to be later. Slower speed limits on three county roads Second readings were approved for lower speed limits of 35 mph on Lory RD in District 4, 30 mph on Maupin RD and 30 mph J. Yates RD in District 5. In addition to safety, the roads are now eligible for travel by neighborhood electric vehicles (NEVs). Also, roads with 35 mph and lower rates which are within 5 miles of a golf course are eligible for ordinances allowing golf cart use on the roads. A second reading of establishment of a private passage, Plainview LN in District 2, was approved. All the roads decicision were unanimous and were introduced by Mary Allender, 911 Coordinator, who is also the county's address coordinator. Dale Turner updates Court on 2010 Census Dale Turner, Middlesboro, KY, with the 2010 US Census reported ton the 2010 census progress. Turner said that all roads have been mapped. He said that Lisa Lee has been named the county census liason, and that Krishana Melson will head the Adair County Complete Count Committee. Turner said that a simple census form will be mailed, to be followed up by door to door canvassing. The census count may affect Kentucky's congressional delegation, he said, and the numbers affect many Federal and State payments to Adair County. A complete count means both money and power, Turner said. Adair Roads Superintendent Jobe Darnell reports on Road Work Adair County Roads Superintendent Joe Darnell reported that major improvements in Adair County Roads have been completed with the use of a leased track hoe. The roads have required greater attention this year because of a number of storms and because the perfect growing season has required more mowing this year. Some roads are now on their third mowing, Darnell said. He said he hopes for a late fall with good working weather to get as much done before winter slows or stops road repairs. Animal shelter euthanizations 268; Only 26 animal adoptions were reported to the court by the Green River Animal Shelter for August 2009, with 268 euthanizations in the same period. The low adoption rate dramatically affects the operating budget of the Shelter, which report August expenses of $2,778.19 before utilities, salaries , and the cost of a vehicle is considered. The latter numbers are not included in report given monthly to the Fiscal Court members by Director Jeff Thomas. Crews have cleaned 104 miles of right of way County Solid Waste Coordinator A.L. Sinclair reported that 104 miles of county roads have been cleaned, with 710 bags of trash picked up in August. The funds left in the clean up budget now total $13,509.16. He said that the Recycling Center's new baling machine is now in place. Judge Melton commended Sinclair's work and reported that a second recycling trailer is due in today.
