Going Green vs. High gas prices: Golf carts an alternative? Madison, IN council to consider allowing golf carts on city streets. Kentucky law allows local ordinances permitting use of golf carts. It would be one way to protest gas price differential in Adair County Madison, IN, a community often cited as a model for downtown revitalization, will consider an ordinance legalizing the operation of golf carts on city streets. That's according to an article today in the MadisonCourier.com, "Ordinance would OK golf carts on most streets" by Peggy Vlerebome, a Courier Staff Writer.Kentucky has allowed local governments to adopt ordinances allowing operation of golf carts on certain streets and roads with a speed limit of 35 MPH or less, which is the maximum speed on most streets in Columbia, KY.
