Click on headline for full story plus photographs By Ed Waggener Adair County preparing for Swine Flu pandemic Adair County Emergency Disaster Manager Greg Thomas said that Adair County will participate in a Statewide Disaster Exercise on August 2, 3, and 4, 2009. Mock situations the county may face in the exercise are the swine flu pandemic, a terrorist situation, or even a shooter on campus at a public school or at the college. The packed Adair County Fiscal Court meeting last night was given a look at the need for preparedness to prepare for a response should the current swine flu epidemic rise one level to become a pandemic outbreak. Kim Thomas, representing the Kentucky Department for Public Health, told the Court that Adair County could get through the disaster with dramatically better results by starting to plan now. Thomas compared preparedness from the last pandemic flu episode, in 1918 for two cities, St. Louis and Philadelphia. Philadelphia was prepared. Philadelphia was prepared, St. Louis was not, and death rates were dramatically higher. Thomas told the court that in a pandemic, as many as 30% of Adair Countians, as many as 5,331 citizens, could be ill, threatening basic services, food and fuel distribution, and resulting in a much higher mortality rate. "You might see an additional two deaths a week in this population," she said. Of all the precautions against getting the flu, she said, "Handwashing is the most important." She said that new ways of social greeting may have to be devised, such as rubbing elbows instead of shaking hands, as a means of avoiding the flu. "Social distancing" may be necessary to contain an outbreak, should it occur. This could mean fewer gatherings, new ways to hold worship, and a possible reduction in the number of events held. "We can tell you now," she said, "that there were meetings to discuss the possibility of not holding the Derby this year." Cancelling the Derby was never a serious possibility, she told the gathering, but it was a topic of discussion. The website is designed Connect the people of Adair County with the leaders of Adair County. The website provides listings of county services, contacts for county officials and departments, minutes of meetings, a calendar of county government events, and a listing for bid announcements. In addition, it will include a monthly report from the county judge executive. The address is: AdairConnection.com Sue Stivers delivers CACEDA report Columbia-Adair County Economic Development Director Sue Stivers reported that, while industrial recruitment is slow, companies are looking at Adair County. Five prospects inquired about locating here, Stivers said. She said the prospects want to be ready to make decisions as the economy improves. Stivers told the group that the biggest emphasis of the EDA has been on growing local businesses and in placing 27 individual workers in jobs. Stivers said that may not sound like a lot, "But if you were to think of it as one new employer hiring 27 people--that's exciting." Adair County Future Problem Solvers recognized The court recognized the World Fourth Place Adair County Middle School Future Problem Solving team last night, as Magistrate Sammy Baker presented awards to Coach Brett Reliford and team members, Alison Feese, Abby Walker, and Emmalee Baker, the Magistrate's granddaughter, and Roslin Wilson. Coach Reliford spoke briefly, and told the court, "Any time you are Fourth in the World" its a big deal. 2009-2010 Budget Approved The court approved a $4,694,680.32 budget for 2009-2010. New in the budget is $10,000 earmarked for Parks and Recreation. The budget includes $10,000 contributions to the Columbia-Adair County Chamber of Commerce, and a similar amount to the Columbia-Adair County Economic Development Authority. The amounts are the same as one year ago. A Fourth of July Fireworks contribution of $3,500, the same as last year will be made. The budget calls for supplemental transfers in to the Green River Animal Shelter, the Adair County 911 Center, and the Adair County Regional Jail, all of which require support from the General Fund to balance departmental budgets. Judge Melton unveils new ADDRESS MARKERS for courthouse County Judge Ann Melton unveiled a design for Address Marker frames for the Adair County Courthouse, 500 Public Square, and the Adair Annex. The frames were made by Old Craftsman Antiques and Furniture of the Jericho community in Adair County. The county is leading by example, she said before the meeting. Judge Melton said that If Fiscal Court is going to ask every the citizens of Adair County to put up Address Markers up at every residence, business, church, school, cemetery and playing field--the county needs to do the same. The Address Markers are advocated by emergency responders such as ambulance and fire departments, and are considered an essential need for tourism. The program was first brought to Adair in 2002 by the Chamber of Commerce under the leadership of then President Richard Phelps. Treasurer reports high reconciled balance Adair County continues to have a relatively high balance in all funds, County Treasurer Barry Corbin said. He reported a reconciled balance in all funds of $1,368,743.17 at the end of May, 2009. But no property tax is coming in Sheriff Ralph Curry reported that no property taxes are being collected at this time. He told the court he had no report for this month.. Regional Jail reports $96,149.86 in total billings Regional Jailer Wm. "Bug" Knight reported $96,149.86 in total billings for Adair County Regional Jail operations for the month of May, 2009. Four jail deputies were hired in separate actions:
Three dispatchers hired for 911 Center The court approved moving part time Dispatcher Crystal Redmon to a full time position, at a rate of $8.50 per hour, and also approved hiring part time dispatchers Margaret Gadberry and Sheila Wood at a rate of $8.00 per hour. Judge Melton said that three more, one full time and two more part time dispatchers are to be hired next month. Court votes to pay $3,000 toward Senior Center parking lot The court voted to give $3,000 toward blacktopping a lot behind the Senior Citizens Center on Carrie Bolin Drive in Columbia. A like amount is expected in July from the Columbia City Council, with the balance of the $9,600 needed coming from the Lake Cumberland Area Development District, Judge Ann Melton said. Adoptions at Green River Animal Shelter very low The court received a report from the Green River Animal Shelter which reported only 27 adoptions for the month of May, out of a total of 268 taken in, but rescue groups did save 36 animals. Over half the animals, 143, were put to death. The court approved a recommendation by Judge Ann Melton to appoint Columbia Veterinarian Dr. Jacob Feese as a member of the board governing Green River Animal Shelter. The appointment came from two names, that of Dr. Feese and Debbie Ray,submitted by the Green River Animal Welfare League Reading of roads The court approved two first readings:
Solid Waste Coordinator A.L. Sinclair gives report Solid Waste Coordinator A.L. Sinclair attended Fiscal Court for the first time in 2009. Sinclair had been away because of illness. Sinclair praised the work of Bill Padgett and others during his absence. He said that the litter abatement program is in good shape. He said that there is $17,048.10 in remaining funds. "That means we'll have a great PRIDE fall clean up." Sinclair said that he is optimistic that more PRIDE money will be available this fall to have free tipping at the transfer station and free dumpsters available.
