June 2, 2009

To the People of Adair County:

On April 15, 2009 Lake Cumberland Area Development District received notice from Lake Cumberland Community Action Services that they were terminating their contract on May 15, 2009 to administer the senior citizen center program.

This left the 10 county senior citizen programs inside the Lake Cumberland District without anyone to administer the program. The Lake Cumberland ADD once again scrambled both day and night working with the Federal, State and Local Governments to prepare themselves to take the senior citizen centers back in house and to administer this program within the ADD district along with the other aging programs.

Adair County and one other county in this district are the only counties that either do not own a building specifically used for this purpose or has not yet received a grant to build a senior citizens center. Our center is located on Carrie Bolin Drive in the Administrative Office of the Housing Authority in an area that is not being used at this time by the housing authority. Mrs. Shannon Biggs has done this city and county a great service by allowing us this space rent free for our seniors. A big THANK YOU is due to Mrs. Biggs and her board for helping our seniors.

The problem we are faced with today is that there is not adequate parking available for our seniors. Mrs. Biggs has obtained an estimate of $9,600.00 from Gaddie Shamrock to blacktop a parking lot behind the administration building that can be used for senior parking. There is already a walk from behind the building leading to the entrance that can be utilized from this area. Lake Cumberland Area Development District has agreed to make a one time payment of $3600.00 toward this project since utilities are being covered by the housing authority, thus leaving $6000.00 to be paid by the county and city. In all other counties utilities have to be paid out of the program.

The mayor and I will continue to seek funds to build our own center for our seniors but that is still in the future. I believe we will see an increased use of our centers in the future and hope this project can immediately move forward.

Thank you,

s/Ann Melton,
Adair County Judge Executive
