Adair County Fiscal Court was a major happenng last night, with the biggest news being saved till last: The Court, before a packed, standing room only crowd, voted 5-2 to give $3,000 toward the Adair County Band's historic appearance in the 2009 Macy's Thanksgiving Day parade. Voting for the donation were Magistrates Wid Harris (2), Sammy Baker (3), Billy Dean Coffey (5), Joe Rogers (6), and and Terry Hadley (7).

The action was near the end of the meeting, and came following Magistrate Terry Hadley's motion and statement. He said, in a move that began a revival-like altar call without 20 stanzas of Just As I Am repeated - there was no need for that - "I voted against giving the money last time, but I've talked to some people, and I've had a change of heart." Also voting "Yes" in a change to the band this time was Magistrate Sammy Baker (3); and Magistrate Billy Dean Coffey (5) who had just undergone surgery and was unable to attend the March 2009 meeting.

After the vote, Magistrate Wid Harris (2) issued a challenge which, before the evening was over, added $2,100 in personal pledges of $300 each from CJE Ann Melton, and Magistrates Danny Goodin (1), Sammy Baker (3), Perry Reeder (4), Joe Rogers (6) and Terry Hadley (7) each pledging $300 in personal donations to the cause.

Magistrates Danny Goodin (1) and Perry Reeder (4) voted against the measure, based on personal convictions that county funds should not be used for the purpose, but enthusiastically pledged $300 each as a show of support for the band.Magistrate Sammy Baker's pledge of $300 gave the band a choice, the money, or a more valuable 600 lb. beef cow to raffle off.

Speaking for the band, were Superintendent Darrell Treece, Band Booster President Doyle Lloyd, and Band Booster Shamarie Claiborne. After Judge Ann Melton gave impassioned remarks favoring County support for the kids. "I'll always put the kids and senior citizens first," she said.

County Treasurer's Report approved

County Treasurer Barry Corbin reported reconciled balances in all county accounts of $1,668,634.50 at the end of March, 2009. His report was approved 7-0, on a motion by Magistrate Wid Harris, seconded by Magistrate Joe Rogers.

HVAC fails completely at Old Courthouse

Judge Ann Melton reported that after years of band-aid repairs for the heating and air conditioning unit at the old courthouse, "It's dead. No Air. No Dead," she said. "Buddy Wall (Wall Heating & Air Conditioning) said it can't be fixed this time," she annunced.

The estimated cost to replace the system is $145,000. An estimate to replace with geothermal is $200,000. Walls didn't think there was available space around the courthouse to put the geothermal system in, but it was priced, Judge Melton said, because there might be Stimulus Money for geothermal.

Judge Melton said the county will be looking to put in window air conditioning for the Sheriff's, Circuit Court Clerk's and the County Attorney's offices. "They all say they will be happy with that," she said, "But Judge Weddle (circuit court judge) and Judge Loy won't be too happy holding court upstairs when the temperature gets above 100. We don't know what we will have to be done for them."

The new Adair County Justice Center is scheduled to be available in September of this year for the courtrooms and the Circuit Court Clerk. The county is readying the upstairs of the Courthouse Annex at 424 Public Square for the Sheriff and County Attorney offices.

Report of Budget Committee

Judge Melton gave the Budget Committee report, and said that the County will be operating with a budget in 209-20010 of $1,263,000 vs $1,524 when in the 2007-2008, two year earlier budget.

"We're blessed to have good budget carryovers," she said, "otherwise the outlook would be much bleaker."Judge Melton noted that receipts are "way down." She cited the following:
  • Deed tax in the clerk's office is down $10,000
  • The County Clerk's excess fees returned to the county is down $98,181The County will not receive $42,000 per year rent on the old courthouse formerly paid by the Administrative Office of the Courts. "We got the new judicial center, which state funds pay for," she said, "but we lost the revenue on the old one."
  • The county lost the $27,000 in income for state offices in the upstairs of the Courthouse Annex
  • There is a $115,000 transfer out of the General Fund for contingencies in other departments
Other factors stressing the budget include lower jail receipts.

County recognizes 911 Center

The Court recognized the service of employees of the Adair 911 Center, with pins and certificates.

A surprise "Employee of the Year" plaque was present to Mary Allender, the 911 Coordinator, who has served in the capacity for 12 years and who is credited with doing an outstanding job establishing the street naming system and mapping used by emergency responders.

In addition, Judge Melton signed a proclamation making this week, April 12-18, 2009, "National Public Safety Telecommunications Week.

Employees recognized were as follows:
  • James Absher, three years
  • Lee Ann Roy, two years
  • Jean Corbin, two years
  • Bill Nobles, two years
  • Brock Scholl, two years
  • Justin Bailey, two years
  • Sharon Spinks, one year
  • Timmy Coffey, one year
  • Mary Allender, 10 year, though her years of serive are over. The ten year pin was the highest available, CJE Ann Melton noted
In addition to the employees above, the 911 Center employees Chad Bevins, Allison Burton, Adam Montgomery, Krystal Redmon, Robin Spoon, and Jason Upchurch as part time employees.On the plus side, she said that the cost for the Adair 911 Dispatching Center will be $19,205 less.

The first reading of the budget for 2009-2010 was approved 7-0, on a motion by First District Magistrate Danny Goodin, with a second by Fifth District Magistrate BIlly Dean Coffey.

Work on the Courthouse Annex approved

The court voted to approve the bid of Darrell Grant's Hardscratch Construction Company, Glens Fork, KY, to remodel the upstairs of the Annex for the Sheriff's and County Attorney offices.Hardscratch Construction bid $26,276.24 to do the work with Divinci Tile, a 20 year floor covering which requires no maintenance. Jones Morgan LLC bid $47,100 for the same work. Hardscratch was awarded the bid on a motion by Sammy Baker, seconded by Wid Harris. The vote was 7-0.

The court approved the $4,000 bid of Jones-Morgan for painting the upstairs with Sherwin-Williams paint. The bid does not include stairwells. The 7-0 vote came on a motion by Sammy Baker, with a second by Perry Reeder.Other bids were SEK Construction, $10,575; Central Interiors, $15,200, including the stair wells; and Courtney Construction, $11,442.50.

County votes to offer Adanta a one year lease

The Court voted to offer Adanta a one year lease on the county's building on Adams Alley at $500 a year. Adanta had sent a proposed two year lease, but on the recommendation of Judge Melton, Magistrate Wid Harris moved that the Somerset organization be offered a one-year lease only. The vote was 7-0.

Sheriff reports tax collections 97% complete

Sheriff Ralph Curry reported that $213,520.86 was collected in taxes for March 2009. "That's about 97% of all taxes owed," he said. His report was accepted on a motion by Billy Dean Coffey (5), seconded by Sammy Baker (2). The vote was 7-0.

Jail report approved

Adair County Regional Jailer Wm. "Bug" Knight reported net billings of $83,335.44 for March, 2009, after Adair County's bill was subtracted from the $93,817.08 total, and booking fees, medical, other income, total per diem, and Cumberland and Russell County prisoner medical fees were added back in. The Jailer's report was approved on a motion by Magistrate Joe Rogers, seconded by Billy Dean Coffey. The vote was 7-0.

Court votes to rehire Lisa Coomer as jail deputy, but as new employee

The magistrates hired former Jail Deputy Lisa Coomer as a part-time deputy jailer, but as a new employee rather than at her former status, as the Regional Jailer had requested. The action meant a lower starting pay, $8.00, and that Coomer will have to undergo the same background and drug tests as an entirely new hire would face. The vote was 7-0, on a motion by Sammy Baker, seconded by Terry Hadley.

Byron Hixon hired as deputy

The court approved Jailer Knight's request to hire Byron Hixson at $8.00 per hour as a part time deputy jailer, on a motion by Terry Hadley, seconded by Perry Reeder. The vote was 7-0.

Court approves Sandra Ford promotion at GRAS

The magistrates approved promoting Sandra Ford, a part-time Green River Animal Shelter employee, to full time status at $7.50 per hour. The 7-0 vote to approve followed a motion by Sammy Baker, seconded by Wid Harris.

The court voted 7-0 to hire Jessica Meadows as a part time GRAS employee at $7.00 per hour on a motion by Sammy Baker, seconded by Joe Rogers.

The court approved new assistant Litter Abatement status

The court approved Bill Padgett, an employee at the Adair Recycling Center, to supervise the clean up crews when Adair County Solid Waste Coordinator A.L. Sinclair is not available to do the work. Sinclair is paid an hourly rate, but has told CJE Ann Melton that he will not be available as much in 2009 as in the past. Padgett will be paid a slightly lower rate of $9.00 per hour. The vote to approve was 7-0, on a motion by Perry Reeder, seconded by Sammy Baker.

Eight given Hero of the County certificates, t-shirts

Eight Adair County youth who had given hair for wigs for young cancer victims were awarded Hero of the County certificates and given special t-shirts at the court meeting. They are Jenna McGaha, Kelci Redford, Katlyn Roy, Reagan Fletcher, Jessica Powell, Shayanne Milby, Gracin Adamson, and Damon Honaker.

County presented new option on health insurance

The county was given new rates for health insurance by Kelly Harding. The new plan will be increased over $100 per month per employee, but Harding said it would have substantially better benefits. The overall cost would increase by approximately $60,000. Judge Melton and County Treasurer said that the county will only be able to increase its contribution by $25 per month per employee, leaving approximatly $75 more for employees to pay.

The court voted 7-0 on a motion by Joe Rogers, seconded by Wid Harris, to delay action on the matter until Harding meets with county employees to discuss their wishes on the matter and possible find a stripped down version to lower the amount of increase.

A special called meeting will be held to make the final decision. The renewal date is May 1, 2009.

County road report approved

Judge Melton gave the road report in the absence of County Road Superintendent Jobe Darnell, who has recently undergone medical treatment.

Grading will start in District 1, she said.

Mowing will begin in District 7 the following week. "We hope to get all roads to the cemeteries ready for the holidays," she said. After they are done around the county, she said that work will be done in the northern end of the county, around Green River Lake. "We want everything looking good before the arrival of tourists," she added.

County approves the acceptance of roads from old KY 61

The county approved the acceptance of roads orphaned by the reconstruction of KY 61 South from just south of the Louie B. Nunn Parkway to Sparksville. Judge Melton said that she had refused to consider the first contract offered by the Kentucky Transportation Cabinet which would have had the county accept the roads in a very poor state of maintenance.

However, the state came back with an offer to repair all the roads and pave them, and she recommended their acceptance into the County road system after that.

Judge asks magisterial input on cold patch needs

Judge Ann Melton told the court that Adair County is splitting a patch of cold patch to be made at Gaddie Shamrock's Zion Community plant, and asked that magistrates turn in cold patch repair work for roads in their districts. "The road department will be riding the roads to check for repairs," she said, "but we'll also need your input."

Road employee hired

The county employed David Hardin as a full time Road Department employee at a salary of $9.50 per hour for the first six months, $10.00 per hour after, on a motion by Terry Hadley, seconded by Perry Reeder. The vote was 7-0.

On a motion by Sammy Baker, seconded by Perry Reeder, the Court voted 7-0 to approve.

Magistrate Coffey delivers 911 committee report

Magistrate Billy Dean Coffey, chair of the committee, gave the report of the 911 Committee. The committee also includes CJE Ann Melton, and Magistrates Danny Goodin and Terry Hadley. Mr. Coffey said that the committee had voted to ban smoking in the radio room of the new Adair Dispatch Center because smoking could damage the radio equipment.

Magistrate Terry Hadley continues nuisance ordinance woollying

Magistrate Terry Hadley, woollied the court with another Nuisance Ordinance report. Hardly anyone thinks the enactment of an nuisance ordinance will ever be recommended by Magistrate Hadley, but from time to time the chair of the committee gives another report and the charade is accepted in good humor.

The chair gives little indication of ever proposing actually enacting a county nuisance ordinance.

He reported that his committee considered whether noise from ATVs should come under a nuisance ordinance, whether littering laws are being seriously enforced, whether extra employees might be needed if a nuisance ordinance were enacted, and said that his committee plans to put petitions in public places to see whether the public wants a nuisance ordinance or not.

County contracts with Shamarie Claiborne to upgrade website

Judge Melton asked for and received permission to contract with Shamarie Claiborne to set up a new county website. "We took training in Frankfort on the one the state provided," she said, "and we haven't been able to change it since." Judge Melton said that the new website will provide the county information constituents need to get readily from the site, including information about minutes and ordinances. One a motion by Perry Reeder, seconded by Terry Hadley, the court approved the action 7-0.

David Upchurch approved to be Adair Hospital Board member

David Upchurch, retired director of the Lake Cumberland Area Health Department, was recommended by Judge Melton to replace Katie Campbell on the Adair Hospital Board, the governing body for the County's largest enterprise, the Westlake Healthcare system and its flagship Westlake Regional Hospital. Judge Melton said that Campbell, a teacher, is pursuing a Masters Degree and the board meetings conflict with classes. "David Upchurch has both healthcare and financial experience," Judge Melton said in recommending him.Upchurch was approved 7-0 on a motion by Joe Rogers, seconded by Terry Hadley.

WIth the appointment, Judge Melton has now appointed four members to the five person board - Bradley Irvin, John Nall, Russell Guy Perkins, and Upchurch - and has reappointed the fifth, Jim Evans, now the Board's chairperson.

Two reappointed to Ambulance Board

Judge Melton recommended the reappointment of two members, Sherry Hutchison and Chris Quinn, to the Adair County Ambulance Board. In separate actions, the Court unanimously approved them for new two year terms. They serve with a third member, bank vice president Lee Ann Collins. The board governs the Adair County Emergency Medical Service.

County approves renewal of agreement on dead animal removal

Vince Pfefferman asked for and received approval to renew a County payment of $5,000 toward the cost of dead animal removal. the vote was 7-0 on a motion by Magistrate Wid Harris (2), seconded by Danny Goodin (1).

Court approves resolution for Columbia/Adair County Senior Center

The court unanimously approved a resolution authorizing Judge Melton to apply for a Community Development Block Grant (CDBG) from the Governor's Office for Local Development (GOLD) funds for a Columbia/Adair County Senior Center. The vote was 7-0 on a motion by Joe Rogers, seconded by Billy Dean Coffey.

The court approves County Road Aid

On a motion by Terry Hadley, seconded by Joe Rogers, the court unanimously approved the acceptance of state road aid for Fiscal Year 2010, in the amount of $619,338, which should arrive around July 1, 2009, Judge Melton said.

Second reading given "I" to "E" change

The court voted 7-0, on a motion by Danny Goodin, seconded by Wid Harris, to approve the name change of the Columbia-Adair County Industrial Development Authority (CACIDA) to the Columbia-Adair County Economic Development Authority (CACEDA).

Court votes to approve purchase of 18 paper ballot voting machines

The court approved the purchase of 18 paper ballot voting machines, at a cost of $4,500 per machine plus shipping, for a total of $81,000, on a motion by Magistrate Billy Dean Coffey (5), seconded by Magistrate Joe Rogers (6). The vote was 7-0.

Court approves first reading amended County Clerk's budget

The court approved the first reading of the Clerk's 2009 Amended Budget, which projects an increase in excess fees of approximately $20,000, for a total of $173,131.91. The vote to approve was 7-0, on a motion by Magistrate Billy Dean Coffey, seconded by Magistrate Danny Goodin.

Heartland Outreach request approved

The court unanimously approved a request from Heartland Outreach, a non-profit group which does house repairs, to waive building fees. "We don't have any of the fees they refer, but they want the waiver anyway," Judge Ann Melton said, "So I recommend we approve the waiver." The vote, on a motion by Magistrate Terry Hadley, seconded by Billy Dean Coffey, was 7-0.

Routine matters approved

The court unanimously approved routine matters, including approval of minutes for the March 2009 meeting, bills, budget transfers; and one court providing a pass through of money collected for prizes for the Spring PRIDE Cleanup, which has to go through the General Fund.

Mary Allender: 911Coordinator of the year

MARY ALLENDER, Adair County 911 Coordinator for the past 12 years, is the only person ever to hold the post, but she was surprised Tuesday night, April 14, 2009, when Dispatcher Jean Corbin presented her with the plaque naming her "2009 911 Coordinator of the Year," a tribute they meant to be signfy "Coordinator of the Year for anywhere on the Planet Earth." IMPROVING EMERGENCY RESPONSE: A big aim, for Allender, 911, and emergency responders to to improve public safety by achieving 100% compliance with the program to have reflective street numbers at all residences, churches, schools, playing fields, colleges, and cemeteries. For those who do not know their street number, they can call Mrs. Allender at (270) 384-4760. Reflective signs are available at the office of Adair County Sheriff Ralph Curry, in the old Courthouse at 500 Public Square, Columbia, KY. for $10 each. Proceeds from the fundraiser go entirely to the Columbia-Adair County Chamber of Commerce, which furnishes the supplies. The program was initiated when Allender was Executive Director of the Columbia-Adair County Chamber of Commerce.
