Adair Economy gets a boost: P&Z Fast tracks Goodwill store

'Happening Place' gets another happening: Planning & Zoning Commission unanimously approves site plan for new Goodwill store, 'fast tracks' project. Goodwill Vice President Ken Bean says Fall 2009 is target for store opening. New business will boost Adair economy with approximately 10 new employees. The Columbia Planning and Zoning Commission took just 7 minutes to review unanimously approve the site plan for the new Columbia Goodwill Industries store in Holladay Place last night.

P & Z Commission Chairman Joe Flowers and members Lloyd French, George Kolbenschlag, and Sue Stivers voted to give the quick go ahead at the well attended 6:00pm meeting, Thursday, February 12, 2009. The panel included all members except Anissa Radford.



The action was taken after a brief presentation by Jeff Arnold, Bowling Green, the engineer for the Holladay Place project, and by architect Brian P. Medley.

Chairman Joe Flowers moved for P&Z action on the facility, say, "Everything meets city requirements. This is something which should be on the fast track." On a motion by Lloyd French, seconded by George Kolbenschlag, P&Z gave its approval unanimously.

Goodwill spokesman calls Holladay Place 'Top Drawer'

Ken Bean, Vice President for the Cumberland Division of Goodwill Industries of Kentucky, said the organization's target date is to open the store in the fall of this year.

"We are so happy to be a part of this (Holladay Place development)," he said. "In my opinion, it's top-drawer."

Bean was asked by Chairman Joe Flowers if the store would include a training facility, which gave Vice President Bean an opening to explain the Goodwill philosophy.

"Every Goodwill store is a training facility," he said. "That's our main goal. We generally hire folks with otherwise low-level employability, train them, and help them move on to other retail facilities."

He added, "We have high turnover. That's our aim. You might see a person working at Goodwill for 8-10 weeks and then see them at a Walmart," and turning to Eddie Franklin of the Franklin Group of auto dealerships, he said, "You might even see one of our people selling cars at Don Franklin Ford."

When in operation, the store will add "ten or so jobs" to the Adair County economy, Bean said.

Bean said that Goodwill Industries of Kentucky will be putting together bid specifications for an announcement within four weeks, and should be able to award a contract 30 days after that. "We'll have an informal groundbreaking then," he said.

Store faced with color impregnated block

Architect Medley said that the new store is designed to be blend well with the anchor Walmart Supercenter at Holladay place. The drawings he presented gave basic elevations of the four sides of the building, including the covered drive-up on the donations side.

The building will be constructed with split face impregnated block. The colors show in the drawings were of a slightly different hue than the what will be the final one, but he said, "This won't be a painted building. The blocks have the color impregnated through the entire block. It will require very little painting.

Jeff Arnold, owner of Arnold Consulting Engineering & Surveying, Inc., Bowling Green, KY, had told the P&Z in his presentation that the storm water requirements had already been resolved, and that utilities are in place, indicating that site preparation work was almost ready. Arnold was accompanied by John Sewell, an associate engineer in the firm.

Goodwill will be fourth retailer in Holladay Place

When the store is opened, it will be the fourth to locate there. The Walmart Supercenter opened Wednesday, October 29, 2008, and was quickly followed by the opening of the Five-Star convenience store. Next to open will be the Duo County Telecom Center, in a few weeks, with Goodwill following this fall.

All this flies in the face of the rather dreary retail economy elsewhere. Columbia, civic and business leaders agree, along with the new mantra of Mayor Pat Bell, that "Columbia is a happening place," in the retail sector as well as in higher education and sports and academic achievements.

Water line to Holladay Place, million gallow tank, coming

In a related matter, the Adair County Water District General Manager said last night that the 12" water main extending around the Columbia Western Bypass to Holladay Place. And, it was learned at the ACWD meeting last night, the new 1,000,000 gallon water tower to be erected behind Walmart to serve the south end of the county, now has a site marked off and, for funding, is in the top six projects in priority for water in the State, and is likely to go to the number one position.

Meeting well attended, upbeat

Joining in the upbeat Goodwill Session were Columbia Codes Enforcement officer Bill Bailey; Don, Eddie, and Barbara Franklin and younger members of the Franklin Family; John Barnett, CEO of Goodwill Industries of Kentucky, as well as others previously mentioned.

The P&Z meeting was the first since October 9, 2008, and minutes of that meeting were approved on 4-0 in a voice vote on a motion by Sue Stivers, seconded by Lloyd French.

Next meeting of P&Z

The next scheduled meeting of the Planning & Zoning Commission is set for April 10, 2009, at 6:00pmCT. The board meets every other month unless applications for projects are received which need earlier attention to keep the Happening Place happening.
