Adair County School Board report, January 15, 2009 meeting

  • Board sets special February meetings with site based councils

The Adair County Board of Education re-elected Chairman Chris Watts to a new one year term to head the school board at its annual organizational meeting Thursday night, January 15, 2009. Adair County School District Superintendent Darrell Treece chaired the meeting through the re-election of the chairman. The vote, on a motion by Floyd Burton (4), seconded by Marsha Walker (2), was 4-0, with Watts' abstaining.



On a motion by the Vice Chair, Marsha Walker (2), seconded by Floyd Burton (4), First District Board Member Greg Watts was elected to be Vice Chair, with a 5-0 vote, with all members, Watts (3), Walker (2) and Mike Harris (5), Floyd Burton (4) and Willis voting for Willis as Vice Chair.

The board also re-elected Superintendent Treece to serve as secretary to the board for 2009, on a motion by Floyd Burton (4), seconded by Greg Willis (1), with a unanimous 5-0 vote.

Family Place Family Resource Center honored

Michael D. Denney, Director of the Kentucky Cabinet for Health and Family Services Centers, attended the Board meeting to present, in person, the prestigious Henry J. Cowherd Award for Center Excellence for 2008 to the Family Place Family Resource Center. He was accompanied by Sheila Ellis and Sherrie Baughn-Martin.

On hand to receive the award were Paul Garrison and Angie Smith of the local Family Resource Center. Jamie White of the Family Place was unable to attend.

In a letter to ColumbiaMagazine.com, Mr. Denney described the award as follows:
"The Division of Family Resource and Youth Services Centers in Frankfort recognizes three centers annually with the Harry J. Cowherd Award for Center Excellence. Named in honor of the late Dr. Harry J. Cowherd who was Secretary of the Cabinet for Human Resources when the Kentucky Education Reform Act was passed, the awards represent the hard work, selfless dedication and creative programming to address the nonacademic barriers to students' education. Dr. Cowherd described himself as a 'country doctor' although he had a thriving practice in Frankfort when he left that work to become secretary. He was passionate about the future of young people and welcomed the FRYSC program to the Cabinet. He sliced through red tape in order to see the program was established properly and upon a solid footing.

"Currently there are 820 FRYSCs in the state. Each of the three awards that are presented are equal in weight, they simply go to centers addressing various grade levels. Information is sent by the Division to a variety of school and community partners eliciting nominations. Centers cannot self nominate. Once the deadline for nominations is complete, an extensive award packet is sent to each nominated center. An independent panel of reviewers considers each packet when it has been returned and the top two centers in each category are selected. These two centers in each category then receive a site visit in which community partners, school staff, parents and students may attend. Facilitated questions by the team provide for rich discussion that compliments the award packet submission.

"Finally the winner in each of the three categories is announced at the Fall Institute--an annual training event in Louisville. Local site visits are then scheduled for the presentation of the actual award. The reason for the local visit is because the center's work is done locally and is a result of numerous collaborative efforts in the community. Hence the visit locally to share this event with the community."
Several family members were on hand to watch the ceremony.

Superintendent report

Superintendent Treece announced that two meetings will be held in February with the five site based councils. The meetings will be Tuesday and Thursday, February 10 & 12, 2009. TImes and schedules of schools will be announced later. The regular meeting of the school board for February is Thursday, February 19, 2009.

Superintendent Treece and the board discussed board attendance at the Kentucky School Board Conference to be held January 31, February 1, and February 2, 2009. All board members and the superintendent plan to attend at least some of the sessions.

Superintendent Treece invited members to attend the Kids First Conference in Frankfort on February 18 and 19, 2009. Superintendent Treece is Kentucky Co-Chair for the organization.

No citizens comments

There were no citizen registered for comments at the meeting.

Board approves easement for ACWD 12" line

Adair County Water District General Manager Lennie Stone addressed the board concerning the ACWD need for an easement for a 12" water line across School District property. The new line will generally follow the Columbia Western Bypass to KY 61 and south on KY 61 to Holladay Place, where the ACWD plans to build the county's largest water tank, a one million gallon one to serve the south side of the county. Mr. Stone said the line will be built in June or July, 2009 and will improve water pressure to the schools.

Board reviews draft budget

Superintendent Treece reviewed the draft budget for Fiscal Year 2008-2009. Mr. Treece said that if there are no further cuts by the state this year, the district will get through the coming year in pretty good shape. "We don't know what will come out of the legislature," he said. A vote on the new budget will not be made until the May 2009 meeting, he said.

Consent agenda:The consent agenda was unanimously approved, 5-0, on a motion by Greg Willis (1), seconded by Marsha Walker (2). It included the following items:
  • Approval of minutes

  • Approval of treasurer's report

  • Approval of payment of bills - Renae Smith

  • Approval of BG-4 on Ag Barn Facility

  • Approval of payment application #4 to Taylor Services on Ag Barn facility

  • Approval of BG-4 for Gene Ray Electric on Adair County Elementary School Project

  • Approval of school food/supply bids for remainder of school year.

  • Approval of Nutrition/Physical Activity Report

  • Approval for Adair County High School cheerleaders to take an out-of-state trip to Gatlinburg, TN

  • Acknowledgment of personnel action
Mostly Silent forum

With no public participation, an announced forum to address and answer qquestions and concerns on the nutrition and physical activity report, no discussion beyond the announcement that the report was available at the meeting and online at the school website, was made in the 6:30-7:00pm segment of the meeting.
