Adair Board of Education Dec. 18, 2008 meeting report

At the December 18, 2008, meeting:
  • Jeff Hoover retained as board attorney for 2009
  • Board sets meeting dates, times and locations for 2009
  • Mr. Treece warns of possible cuts in State funding; possible need to dip into rainy day funds
  • Expanded drug testing program procedures explained, approved. Band members exempt from mandatory testing
  • Walking track will be built at ACES with Health Department grant
  • Consent agreement approved; executive session for possible litigation


Special CM Education Report Story

In a unanimous vote, the Adair County Board of Education unanimously approved the hiring of Jeff Hoover to be the board's attorney for 2009. The action was taken at the board's Thursday, December 18, 2008, regular meeting.




In other housekeeping action, the board voted to continue meetings in the Adair County Board of Education conference room at the Central Office on the campus on Greensburg ST, Columbia, KY, with meeting dates and times the same. The regular board meetings will be at 7:00pmCT on the third Thursday of each month. Extra sessions will be called as necessary.

Mr. Treece reports on impact of state tax problems

Superintendent Darrell Treece told members of the board that the financial outlook is worsening. He said that the board should be ready for state funding cuts and that rainy day funds may have to be used.

He said some of the expected revenue shortfall, due to the economic downturn and subsequent drop in state tax receipts, may be alleviated if the legislature enacts Governor Beshear's proposal for a steep increase in the cigarette tax.

The Superintendent also updated the board on a problem which prevents e-walk reports being e-mailed to staff and board members, and gave an oral report to the board on the e-walks.

E-walks are information gathering walks through schools by administration personnel with handheld data collecting devices. The devices enable the school personnel to collate the data collected easily and effectively, enabling them to concentrate on the meaning of the data rather than simply compiling it.

Settlement for bypass right of way complete

Mr. Treece said the settlement with the Kentucky Highway Department on land for the Columbia Western Bypass had been completed with no further problems..

Expanded drug testing program procedures approved

The board unanimously approved updated drug testing procedures.

In January 2009, the student random drug testing program becomes mandatory for grades six through 12 for students who participate in middle and high school competitive extracurricular activites.

These include athletics, cheerleading, school organizations, including, but not limited to academic teams, FFA, FBLA, FEA, FCCLA, HOSA, Beta, NHS, VICA, and STLP and students who drive or park on school property.

In addition to random mandatory drug testing program, parents of students in grades seven through 12 are provided the opportunity to enroll their children in a voluntary random drug testing program.

Assistant Superintendent Brenda Mann told the board, that, after reviewing the band program and seeking legal counsel, it was determined that the band members are exempt from mandatory testing because the marching band competition is the only competitive part of the band program and because the band students receive a grade. Because the drug program cannot include classes in the curriculum, band was excluded from the mandatory testing.

Later, Superintendent Darrell Treece said that one of the aspects of the Adair County Schools he is most proud of is the fact that there has been a very, very low incidence of drug use detected among students in the District.

Mr. Harmon reports on District Health Department grant

Robbie Harmon, Principal of Adair County Elementary School (ACES), reported to the board about the $25,000 grant his school received from the Lake Cumberland Area Health Department.

The grant was received in a check presentation at ACES on December 11, 2008.

Mr. Harmon said that a the money will be used to build a 10-ft. wide walking path near the school, with sidewalks to the entrances. The hope is to provide more exercise to students and help reduce obesity. At this time their is little space to allow outdoor games, he said.

The additional exercise opportunities will help reduce obesity, Mr. Harmon said.

Other action:

In other action, the board unanimously approved non-resident contracts for 2009-2010.

Consent agenda

The board unanimously and routinely approved the Consent Agenda which included approval of minutes, of the treasurer's report, payment of bills, approval to apply for WHAS Crusade for Children grant, approval of the District technology plan, approval of payment #3 to Taylor Services on Ag Barn Facility, approval of memorandum of agreement with the WKU school of nursing for clinical services, approval of BG-4 on performance contracting project with AMERESCO, and acknowledgement of personnel action.

Executive session

The board went into executive (closed) session to discuss potential litigation.

The brief December meeting was very lightly attended. All board members were present, along with central office staff mentioned, and members of the print media.
