Adair County Fair gets special recognition

In last night's Adair County Fiscal Court, Judge Ann Melton recognized the Adair County Fair Association with a Certificate of Award for Special Achievement for the outstanding quality of the 2008 Fair. "It was the best fair ever," she said. "It was clean and well organized. I've been going to the fair since I was a little girl," she said, "since my parents gave me $10 and that was to last all week long. Prices have gone up a little," she said, "but the fair has improved, too. It's worth it."




This was the first Certificate of Award of her administration she said. The Award is reserved for outstanding civic involvement.

Court votes to buy New Holland tractor from G&G Motors

The County could be back in the right of way mowing business in two weeks or earlier. The court voted 6-0, with one abstention, to buy a new mower from G&G Motors, Columbia, KY, who promised delivery in approximately two weeks. The court also voted to accept an offer from Tommy Grider to test a used tractor and mower outfit which can be purchased for $12,700.

The county has over 600 miles of roadway--1,200 miles of right of way to mow. The good growing season this year also produced overgrowth on the roadsides, as well, and the county was behind when the mower burned.

Judge Melton told the Court that David Jones, Director of Pupil Transportation at the Adair County School system, had reported 12 roads needing mowing, now.

G&G wins approval for new tractor, boom mower

Quotes were opened on seven new tractors and boom mower quotations for equipment to replace the equipment which was demolished in a fire on Chestnut Grove Road.

Prices ranged from $65,875.76 to $82,388.35, quoted from equipment on the State Contract. The G&G bid, for a mower with generally higher specifications, including an Alamo Machete mower, was accepted as the best, basis on availability of local service, on a motion by Magistrate Sammy Baker (3), seconded by Magistrate Wid Harris (2), who were joined by Magistrates Danny Goodin (1), Perry Reeder (4), Joe Rogers (6), and Terry Hadley (7) for a 6-0 vote on the decision. Magistrate Billy Dean Coffey (5), abstained.

Tommy Grider offer accepted

The vote to accept Tommy Grider's offer of a no obligation test of his mower outfit was unanimous, 7-0, with all magistrates accepting the motion to do so by Magistrate Wid Harris, which received a second from Danny Goodin (1).

Court decides not to allow address change for Southside Church of Christ

After expressing an understanding for the reasons the Southside church of Christ spokesperson Ricky Collins gave for wanting the address changed from 24 Burnett Road to Old Burkesville Road, the court voted 4-3 to stay with the established address designations and leave the address 24 Burnett Road.

Mr. Collins told the court that the church originally fronted on, and was accessed from Burnett Road. But with remodelling, the church now fronts on Old Burkesville Loop. The parking lot is still accessed on Burnett Road, even though the entrance is just after a turn off the road. The county's rules, based on where an emergency vehicle would respond, require that the address be the point from which the property is accessed.

The request was denied based on a 4-3 decision, with Magistrates Danny Goodin, Joe Rogers, Terry Hadley, and Billy Dean Coffey voting against and Magistrates Wid Harris, Sammy Baker, and Perry Reeder voting for the measure.

County 911 Coordinator Mary Allender made no recommendation on the variance. County Attorney Jennifer Hutchison Corbin told the court that she would recommend a broad policy change on the subject rather than allow a one at a time exception.

The church needs the Old Burkesville Loop address, Mr. Collins said, because it is a more recognizable one for the church's outreach, which will include signs on KY 61 South/Burkesville Road.

Two road readings approvedThe court gave a second reading to a change in District 4 to make Walkup Road the Nelson Walkup Road.In District 6, names for three private passageway were given first readings and approved. They are Cherokee Drive, Tomahawk Lane, and Arrowhead Tee off Homes Bend Road in a new development.

Two 911 Dispatchers hired

In two separate actions, the court approved the change of status of Timmy Coffey from part time to full time 911 dispatcher, at $8.50 an hour, and the hiring of Crystal Redmon at $8.00 an hour. Redmon is also a part-time Adair County Regional Jail Employee.
She will serve as a dispatcher only briefly, until Chief Dispatcher Lee Ann Roy presents another qualified applicant for court approval. Redmon is in line for full time Deputy Jailer status, Jailer Bug Knight told the court. The 911 Center recently lost one dispatcher, Robin Slater, who took a similar job in Casey County.

Rhonda Firkins hired at GRAS

The court also approved a new Green River Regional Animal Shelter employee. Rhonda Firkins will receive $6.55 an hour as a part-time employee at the shelter. The vote was 7-0 to approve, on a motion by Sammy Baker, seconded by Joe Rogers.

Solid waste has money for Fall Cleanup

Adair County Solid Waste Coordinator A.L. Sinclair reported that the county has $15,089 remaining in its budget. "This ought to be plenty to handle the Fall Clean-up," he said. Through July 31, 2008, Sinclair said, the county has spent $21,247 to clean the roads.

"We're really looking good this year," he said. "You can tell it at the county lines." Still, he suggest the county put up more county line markers. "Sometimes our crews get are working so hard they don't even notice, at first, that they've crossed the county line." One such place he said, in in Magistrate Joe Rogers' Sixth District in on Eastridge Cemetery Road. But that is in a area of tremendous pride, where littering is not such a problem.

Hauler Michael Dial is Recycler of the Month

Adair County Solid Waste hauler Michael Dial was named the August Recycler of the Month. Sinclair said that Dial had, on his own, started bringing a large quantity of cardboard to the Adair County Recycling Center. "That really helps," he said. "Michael Dial does a tremendous job," and added, "all our haulers do." Dial was presented a plaque and a PRIDE t-shirt. He received prolonged applause as he walked back to his seat following the ceremony.

Adair in running for PRIDE'S highest award

Judge Melton said that Adair County Fiscal Court has been named one of three finalist for the Bickford Environmental Award to be presented in Hazard on October 29, 2008. "This is the ultimate PRIDE award," she said. "I'm thrilled that we are one of three groups nominated." She urged the entire court to be present for the event.

In other Recycling News

Judge Melton also noted the following in the Recycling Program:
  • The Adair Recycling Center (ARC) will have a computer drop off on August 28, 29, and 30, 2008
  • Working with the Sheriff's Office, the Ambulance Board, and the Coroner's Office, the ARC will hold a Medications Drop Off at at date to be announced
  • Judge Melton and Coordinator Sinclair will begin visiting schools this fall to answer student questions about recycling. She said that a rewards program will be set up to give coupons to kids who get their parents to join the recycling program
Demonstration of Total Patching Machine this morning

Judge Melton announced that the Adair County Road Department will have a demonstration of a Total Patching Machine this morning. The equipment will be on Chance Road in District Three, conducting actual work, she said. A breakfast at the County Road Barn at 7:00pm will start the event. Area CJE's and road personnel have been invited. The group will be bussed to Chance after the breakfast.

Court votes to evict Adanta if rent is not paid

CJE Ann Melton said that Adanta is refusing to pay rent on the county's building on Adam's Alley, citing a letter from grants writer Lynda Wilkerson that the building could be rented for $1 a year in perpetuity as long as the building is used for its current purpose.

Judge Melton said that she can find no Adair County Fiscal Court record of any such agreement. County Attorney Jennifer Hutchison-Corbin said that there is no record in the Adair County Clerk's office that any reference to such an agreement is in the deed to the property, which was purchased from the late Jimmy Maupin and David Heskamp.

Nor, Judge Melton noted, could former Judge Richard Lee Walker recall any such agreement made in his tenure, when Adanta began using the building.

Adanta is a for profit business, Magistrate Sammy Baker noted. He moved, and Joe Rogers seconded, that the court instruct County Attorney Jennifer Hutchison Corbin to write a letter to Adanta telling them of the court's intention to take evict the Somerset outfit if they do not begin making payments, barring discovery of evidence that the $1.00 per year rental has any standing.

The vote was 7-0 to get tough with Adanta, a sign that the organization is fast losing the goodwill of the Adair County Fiscal Court, if not of all the people of Adair County.

Speed measures approved for Buell Collins, Bloyd Roads

The court approved, on 7-0 votes, a seond reading to reduce speed on the Buell Collins Road to 35 MPH, and a first reading to reduce the speed limit on Bloyd's Road to 35 MPH. Both roads are in Sammy Baker's District 3.

Court approves second reading to amend 911 Policy and Procedures
The court approved a second reading to amend the 911 Policy and Procedures Manual. The vote was unanimous.

Court approves Emergency Medical Dispatching procedures

The court unanimously approved the Emergency Medical Dispatching Procedures which will be followed by the Adair County Enhanced 911 Center.

Court votes to be named as party in suit against State

The court voted 7-0, on a motion by Terry Hadley, seconded by Danny Goodin, to join other counties in being named as parties to a suit against the State of Kentucky titled "Credit for Time Served."

Court amends the County's Five-Year Solid Waste plan

The court voted 7-0, on a motion by Terry Hadley, seconded by Wid Harris, to amend the County's Five Year Solid Waste Plan to allow Danny and Joe Pyles to increase the acreage for Construction and Demolition Disposal at their property in the old rock quarry on KY 551 from under one acre to over one acre. The action was necessary to allow the application with the state to proceed. Both Danny and Joe Pyles were present, along with their geologist, Ben Gale of Bowling Green.

Adair EMD Greg Thomas reports progress with Search and Rescue

Adair County Emergency Disaster Management Director Greg Thomas announced speeded up training for water rescue operations at the meeting. The need for improvement was seen in the tragedy at Arnold's Landing which took the life of 23 year old Josh Hingle.

Though better training and equipment would not have changed the outcome, it brought to light the urgency of the need to better train Adair County's Search and Rescue (SAR) team.

Thomas announced that, with funding a primary need to have better water rescue capability, the Adair County Search and Rescue Team has opened special accounts at Columbia banks to receive contributions toward obtaining better equipment.

In addition, he said that the SAR has already held meetings with members of the former Adair County Rescue Squad, and that five certified divers and two divers would will take the testing have expressed interest in forming a new Dive Team to respond to the emergencies such at the recent one at Arnold's Landing. The new unit would avail themselves of some equipment left over from the old Rescue Squad.Another organization meeting for the dive team will be held on August 21, 2008, at 7:00pmCT in the Court House Annex, Thomas said.

Thomas said that the former Rescue Squad dive equipment will likely come to the SAR, and that the trustee, Attorney Judy Vance, wants to release it to them. However, Judge James Weddle has told Judge Melton and Trustee Vance that he is unable to order the turnover at this stage of litigation.

September 11, 2008 training meeting

Thomas invited the public to come to a 9-11, September 11, 2008, from noon to 3:00pmCT, in the Adair Annex, for training for a role-playing session to test the county's ability to respond to emergencies.One Call system has been installed

The County's One Call system has been installed, Mr. Thomas said, and is being tested and should be ready to go into service shortly.

Judge Melton praises heroics of Deputy Tracy McCarol

Judge Ann Melton made note of the heroic efforts of Adair County Deputy Sheriff Tracy McCarol, the diver who responded to the drowning alert at Arnold's Landing. Deputy McCarol had equipment onboard his cruiser, and was in the water for 22 minutes alone. "We're very proud of him," Judge Melton said. "That takes special courage. What he did was heroic. It was dangerous. But he did it."

$3,000 CERT grant received

EMD Thomas said that the SAR has received word of a $3,000 CERT (Community Emergency Response Team) grant has been received. The money will be used to provide more training for emergency response, he said.

In addition, Thomas said that the County's grant application for $120,000 for equipment for the enhanced 911 center has received very high priority in the State and that the application now will be reviewed among Federal projects.

Road Report Approved

Judge Melton delivered the Road Report in the absence of County Roads Supervisor Jobe Darnell, who had had an extraordinarily long day on Tuesday. She said that the FEMA work to recover from damage from spring flooding, was nearly complete. "Most of the chip and seal work is done," she said. "We still have three creek crossing to clear of flood debris," she said, "but other than that, we are finished with the work." On a motion by Sammy Baker, seconded by Joe Rogers, the court voted 7-0 to approve the road report.

County's Finance's good

County Treasurer Barry Corbin's reported a total in all funds of $701,930.91 as of July 31, 2008. His report was approved 7-0 on a motion by Magistrate Danny Goodin, seconded by Magistrate Terry Hadley.

The court routine approved budget transfers, a budget amendment, the year end (June 30, 2008) settlement, and the jail commissary settlement, all on votes of 7-0.

Sheriff Curry: No taxes, no money

Sheriff Ralph Curry reported that July was a very slow receipts month. He report was short: "No taxes, no money," for the month of July 2008. The report was approved 7-0 on a motion by Magistrate Terry Hadley, seconded by Danny Goodin.

Sheriff receives loan to install new Taxmaster Collection System

The sheriff received a $5,000 advance from the court to install a new Taxmaster Collection System, which will allow computerized distribution of tax money received. In prior times, a single tax check would be received and the sheriff's office would have hand post the portions to the various government entities. With the new equipment, which will be installed in time to handle the 2008 tax collection period, the sheriff's staff will post one figure and the revenues will allocated automatically.

Judge Melton noted that the advance will come back to the county in excess fees from the Sheriff's Office. The cost of the Taxmaster system is $10,700, Sheriff Curry said.

Adair County Regional Jail reports $79,180.60 to be billed for July 2008

Adair County Regional Jailer William (Bug) Knight reported that billings for the jail, after Adair County's portion was deducted, was $79,180.60 for the month of July. His report was accepted on a 7-0 vote. DETAILS of REPORT

Jailer Knight received approval to hire David Murphy as a full time, temporary deputy at a rate of $8.50 pe hour. The vote was 7-0 on a motion by Danny Goodin, seconded by Joe Rogers.

Court orders approved

Eight court orders were approved, all on 7-0 votes, in quick succession. They were:
  • Three orders to pay $500 to the Little League Softball, $500 for the Little League Basketball program, and $500 for the Little League Football program
  • Two orders to help county fire departments pay insurance: $2,500 to the Knifley Area Volunteer Fire Department and $2,156 to the Breeding Volunteer Fire Department.
  • An order to pay $6,000 to Melissa Hadley for the lease on the solid waste transfer station
  • A $600 stipend for the Adair County Coroner's Office
Magistrate Perry Reeder honored

Fourth District Magistrate Perry Reeder was honored on his birthday with a post-adjournment birthday cake. Judge Melton said that Reeder had attended the meeting despite still being in recovery from back surgery in the past month.

Bam Carney, candidate for 51st District Representative, was on hand for the celebration. He had attended the Save Pinewood Country Club meeting, and said he was encouraged by the large turnout and by the optimism that funds could be secured through private backing and new financing to prevent foreclosure from closing the club. "It's important to the future of Adair County and our district that Pinewood remain open," he said.
A large crowd attends the meeting

A very large crowd was on hand for last night's fiscal court meeting. A growing number of people attend the meetings. Fiscal Court has done more to encourage a large attendance than any other public body. A large meeting hall, with vending machines close by and rest rooms adjacent, are part of the reason. The court is welcoming to guests. The meetings are spurring public participation in progressive movements in a very positive way. CJE Ann Melton says that she hopes the more people will attend and participate. "The more the better. I'd be happy if the crowds became so large we had to hold our meetings at the Adair County High School gym," she said.

August Recycler of the Month: Michael Dial

MICHAEL DIAL, left, made history last night as the first solid wasted hauler to win the coveted Recycler of the Month Award. Solid Waste Coordinator A.L. Sinclair cited Dial's major contribution to the center. Dial separated cardboard at his pickups and took them to the Adair County Recycling Center rather than haul it to a transfer station. Dial received a prolonged ovation as he walked back to his seat in the audience.
