Gov. Beshear appoints Columbian Mike Sapp to ER commission

Mr. Sapp is special enforcement troop commander with Kentucky State Police. Adair Countian one of 16 new appointees to Kentucky Emergency Response Commission

  • Michael R. Sapp, of Columbia, is a special enforcement troop commander with the Kentucky State Police. He represents the Kentucky State Police. The appointment replaces Dean Hayes, whose term has expired. Sapp shall serve for a term expiring April 17, 2010.

  • Major General Edward W. Tonini, of Frankfort, is the adjutant general of Kentucky for the Department of Military Affairs. The appointment replaces Major General Donald C. Storm. Tonini shall serve for a term expiring April 17, 2009.

  • Robert N. Francis, of Lexington, is the supervisor of the environmental response team for the Department for Environmental Protection. He represents the Energy and Environment Cabinet. The appointment replaces William Burger, whose term has expired. Francis shall serve for a term expiring April 17, 2009.

  • Stephen B. Jackson, of Lexington, is the operations manager for the Lexington-Fayette Urban County Government. He represents local government. The appointment replaces Robert J. Burch Sr., whose term has expired. Jackson shall serve for a term expiring April 17, 2009.

  • Joseph L. Culver, of Frankfort, is the director of emergency management for the Kentucky Army National Guard. He represents the Division of Emergency Management. The appointment replaces Maxwell Bailey. Culver shall serve for a term expiring April 17, 2010.

  • David L. Herald, of Lexington, is a police administrator for Kentucky Vehicle Enforcement. He represents vehicle enforcement. The appointment replaces Mary Smalley, whose term has expired. Herald shall serve for a term expiring April 17, 2010.

  • William W. Swope Jr., of Lexington, is the state fire marshal. He represents the Office of State Fire Marshal. The appointment replaces Rodney Raby. Swope shall serve for a term expiring April 17, 2010.

  • Carl L. Hamblin Jr., of Calvert City, is the senior safety and security supervisor for Arkema, Inc. He represents business and industry. The appointment replaces Andrew Cline, whose term has expired. Hamblin shall serve for a term expiring April 17, 2010.

  • Eugene Shaw, Danville, is a safety and security officer for the Kentucky Logistical Operations Center. He represents business and industry. Shaw shall serve for a term expiring April 17, 2010.

  • Ryan M. Holloran, of Frankfort, is the assistant director of the civil division in the Attorney General's Office. He represents the Attorney General's Office. Holloran shall serve for a term expiring April 17, 2010.#

  • William C. Burger II, of Frankfort, is a special assistant in the Energy and Environment Cabinet assigned to the Lt. Governor's Office. He represents the Lt. Governor's Office. Burger shall serve for a term expiring April 17, 2010.

  • Daniel K. Castle, of Winchester, is the battalion chief for the Winchester Fire/Emergency Medical Service. He represents firefighters. Castle shall serve for a term expiring April 17, 2010.

  • Charlie V. Frazee, of Shelbyville, is the director of emergency management for the Shelby County Fiscal Court. He represents the Kentucky Emergency Management Association. Frazee shall serve for a term expiring April 17, 2010.

  • Richard K. Payne, of Owensboro, is the director of emergency management for the Daviess County Fiscal Court. He represents local government. Payne shall serve for a term expiring April 17, 2010.

  • Leonard W. Shepperson Sr., of Danville, is the director of emergency management for the Boyle County Fiscal Court. He represents local government. Shepperson shall serve for a term expiring April 17, 2010.

  • Mike R. Winthrow, of Paris, is the director of emergency management for the city of Paris. He represents local government. Winthrow shall serve for a term expiring April 17, 2010.The governor has also reappointed the following to serve as members of the commission:

  • Valerie A. Hudson, of Frankfort, is the deputy commissioner of the Department of Environmental Protection. She represents the Energy and Environment Cabinet. Hudson shall serve for a term expiring April 17, 2009.

  • Robert L. Scott, of Eastview, is a salesman for U.C. Milk Co. in Madisonville. He represents persons with technical expertise in the emergency response field. Scott shall serve for a term expiring April 17, 2010.

  • Katheryn H. Cook, of California, KY, is the vice president of administrative services for St. Luke Hospitals. She represents health services. Cook shall serve for a term expiring April 17, 2010.

  • Rob Rothenburger, of Shelbyville, is the county judge/executive for the Shelby County Fiscal Court. He represents local governments. Rothenburger shall serve for a term expiring April 17, 2010.

  • Ronnie Day, of Morehead, is the director of emergency management for Rowan County. He also serves as the executive director of the Kentucky Fire Commission. Day represents the Kentucky Commission on Fire Protection Personnel Standards and Education. Day shall serve for a term expiring April 17, 2010.

  • Kevin T. Williams, of Lexington, is a captain fire officer for the Lexington-Fayette Urban County Government. He represents local government. Williams shall serve for a term expiring April 17, 2010.

  • N. Jerome Mansfield, of Paducah, is the emergency manager specialist for the United States Enrichment Corporation. He represents business and industry. Mansfield shall serve for a term expiring April 17, 2010.
The Kentucky Emergency Response Commission consists of no more than 25 gubernatorial appointees. The commission was formed in 1988 in compliance with the federal law passed in the wake of the Bhopal, India, chemical tragedy in which 2,500 people lost their lives and tens of thousands more were injured.

The commission is charged with developing policies related to the response of state and local governments to releases of hazardous substances and developing standards of planning for these events. It also develops reporting requirements for those who manufacture, use, transfer or store these substances. The group provides information to the public concerning hazardous substances within the communities, develops training requirements and establishes requirements for local governments and covered facilities to exercise plans related to hazardous substance response.
