Columbia City Council report July 7, 2008 meeting

The Columbia City Council quickly moved through an eight item routine agenda last night, at its regular Monday, July 7, 2008 meeting, and approved a $32,400 water line for the new Lindsey Wilson College Athletic Complex, and heard a request from Sue Stivers, Executive Director/Recruiter for the Columbia Adair County Industrial Authority, for the City to contribute $10,000 to the 2008-2009 CACIDA budget.

No action was taken at the meeting on the CACIDA request. Ms. Stivers presented a detailed budget, which indicates a marked improvement in costs than had been experienced when the activities were outsourced to a Bowling Green firm.



In the 2007-2008 budget, the city and county had budgeted $50,000 each to unit. The new budget calls for only $20,000 total, $10,000 from each government unit.

The new budget has lease income of $40,000 for the lease of 280 acres in the Green River Commerce Park for agricultural purposes. In prior years, there had been no income. The idea for leasing the land had been readily approved by an interim troika of Judge Ann Melton, Mayor Bell and Chamber Director Sue Stivers, which ran CACIDA's affairs after the resignation of the old management and the idea was presented by Adair Fiscal Court and the CJE.

The proposed budget includes $12,000 a year for Ms. Stivers as Director and Recruiter. Martin Jones, the part-time predecessor, was paid $41,607.

The new budget includes $22,000 annual salary for an administrative assistant, Kathy Johnson, the same as had been paid for that role in the old budget.

No action was taken at the July meeting. Ms. Stivers request was for consideration to be given at the next month's meeting. To see a copy of the proposed budget, Click here The board heard the water line request, for the first time, of a request to run a 8" water line for the new Lindsey Wilson Athletic complex fronting on the Louie B. Nunn Parkway.

Mayor Patrick R. Bell made the request late in the meeting, after the printed agenda had been considered.

The cost of the materials for the line is around $32,400. It includes $25,400 for 2,000 ft of line, two wet taps at a cost of $2,000, and a valve insertion at a cost of $5,000.

The proposal was presented by City Water Superintendent Dana Rogers. Mayor Bell recommended the City pay for the project. "Lindsey is our biggest utilities customer," he said. He said that the money spent will be recouped through sales of water to the complex, and that the athletic center will have a big economic impact on the community.

The council approved the proposal with a unanimous 6-0 voice vote.

Utilities financial reports not yet received for June, 2008

No financial reports for the individual components of the Columbia Utilities Department were presented to the Council Members, as had been the custom at the now defunct Columbia Utilities Commission.

CIty Clerk Carolyn Edwards said that the report for the month ending June 30, 2008, will come from the Utilities office and had not yet been received, but that future reports for the utilities will come the City Clerk's Office, for operations after July 1, 2008.

City hopes to bid on City Hall addition by end of July, 2008

City Clerk Carolyn Edwards said that the City hopes to have bids for the expansion of City Hall by the end of July, 2008.

A resolution was passed by City Council to allow for street and utility work at the Monday meeting. The resolution had not been on the regular agenda but was added in the Mayor's Comments.

The approval to bid will come after the architects, Coblen, Porter, and Associates of Frankfort deliver plans for the building. Then a special meeting of the council will be held. The drawings and specifications will be presented, and Council action would be requested to allow the the project to be advertised.

Clerk Edwards said that the architects have worked with three members of the administration, which includes Ms. Edwards, Mayor Bell, Chief of Police Mark Harris. Concept presented to Council April 2008

Property Valuation Board member appointed

The appointment of Mike Curry, United Citizens Bank Vice President and manager of the Campbellsville Road Branch, to the Property Valuation Board by Mayor Bell was approved 6-0 by the Council. He will serve a three year term.

Darrell Carter appointed to Columbia-Adair County Airport Board

Darrell Carter was appointed to the unexpired term of John Ford, who resigned, on the Columbia-Adair County Airport Board. Mr. Carter's will serve until January 8, 2012. The vote was 6-0.

Donna Shirley repointed to P&R Board

Mayor Bell nominated Donna Shirley re-appointment to a four year term on the Columbia Parks & Recreation Board. The re-appointment was approved 6-0.

City receives petition against Parrott Avenue annexation

Condy Blankenship appeared before the Council to present a petition of Parrott Avenue property owners who do not want to be annexed into the City of Columbia. City Clerk Carolyn Edwards said Tuesday that the list has 19 names.

Clerk Edwards said that the number of property owners in the area is 50, and that at least 50% of the property owners or 50% of the registered voters in the area to be annexed have to oppose annexation to prevent it from occurring. The list is being turned over to Adair County Court Clerk Sheila Blair for verification. Property owners and residents in the area have until July 22, 2008 to sign petitions opposing the annexation, she said.

Blankenship was the only person to speak in the Citizen's Comment segment of the meeting.

Council Comments

In the Council Comments segment:
  • Councillor Charles Grimsley told the Council that there would likely be a need for tree trimming in the City Park at the Adair County Fairgrounds.
  • Councillor Craig Dean asked about the possibility of the city getting tornado warning sirens in the city, and was told at Adair County Emergency Management Director Greg Thomas is working on a warning system.   • Councillor Linda Waggener commended the City Street Department and the Columbia Garden Club for the orange daylillies and the geraniums which beautify the Square. Mayor Bell agreed. "They're stunning." Councillor Waggener thanked the Noise Ordinance committee members for their input. "I think we'll be able to have a proposal for next meeting."
The council routinely approved second readings for a zone change for the Downey property at 303 Burkesville Street, from R-4 residential to C-1 Central District Commercial; approved a second reading of Ordinance No. 230.49, which folds in personnel from the old Columbia Utilities Commission into the City system and sets policies, procedures, compensation, and classifications; and approved a resolution concerning the city's standard Municipal Aid Coop Program Contract.

Short session

After 21 minutes, at 6:21, Councillor Joe Moore called for adjournment. This time, his words were, "I move we adjourn."

Lightly attended meeting

The meeting was lightly attended. Besides Condy Blankenship and two citizens with him, there was media representation, Executive Director Sue Stivers of CACIDA, Chief Mark Harris, Clerk Carolyn Edwards, City Attorney Marshall Loy, Mayor Bell and all members of the City Council.

Proposed 2008-2009 CACIDA Budget

SUE STIVERS, EXECUTIVE DIRECTOR/RECRUITER for the Columbia-Adair County Industrial Development Authority, presented this detailed proposed budget for the 2008-2009 budget year to the Columbia City Council last night, July 7, 2008. The budget shows a markedly improved situation over the previous year. Ms. Stivers is requesting a City of Columbia contribution of $10,000 to the CACIDA and an equal amount is to be requested at the August 12, 2008, regular meeting of the Adair Fiscal Court.
