Adair County Water District plans more lines List of new roads to be served below. Water line from Green River Lake Plant to Shepherd now complete. Financing work on huge $4.5 million Phase 9 Columbia Western Bypass Line is coming along well, General Manager says. By Ed Waggener The Adair County Water District will be adding several new lines in Phase 8 B, using money left over from the Phase 8 Shepherd School Water Tower project, which is now virtually complete. As well, ACWD General Manager Lenny Stone told the water board at it's regular meeting Thursday, June 12, 2008, the 12" line from the new Adair County Water Treatment plant is is complete. "We never had a project go so smoothly," Mr. Stone said. "There were no complaints whatsoever." Stotts Construction Co. of Columbia was the contractor on the job. The 12" line is going from the new industrial park along Hwy 551, across Vester Road andup KY 206 to the existing Shepherdtank. The line is being flushed this week, he told the board members at the time. When the 500,000 tank is online, approximately one-third of the county, from the White Oak/Sano Area to Knifley, Pellyton, and Casey Creek areas, will be served from the huge tower. The first customers to be served by the new 12' line will be along Vester Road. Most will be old customers whose lines will be switched from the old line to the new, "But we'll be adding several new customers on the KY 206 end of Vester Road," he said. Waterlines were being flushed and pressure checked today, and samples were being sent for tests, Mr. Stone said. The entire new system, including the Shepherd Tower, should be online in two-three weeks. That would be be, fittingly, as early as Independence Day or within the week following July 4, 2008. When the line is in service, Mr. Stone said, it will mean that no more water will have to be purchased from Russell County. New Roads Approximately $750-800,000 was left over from the Phase 8 Construction, the Shepherd Water Tower and the 12" line from Green River Lake to the Tower. The new rural waterlines will serve users on the following roads in what the ACWD calls Phase 8B:
But the water district is optimistic that the project can be complete by fall of 2008. Two roads are on the "maybe" list. They are Jay Wheeler Road and Dirigo Road. Two roads previously considered but taken off the likely list are Tucker Woods Road and Damron Creek Road. New prospects for bulk sales Mr. Stone told the board that the Adair County Water Treatment Plant is now in a good position to sell water to neighboring counties. Casey County has already expressed interest in buying from the new plant. Phase Nine update Mr. Stone reported that the Phase Nine project, to run a 12" waterline around the Columbia Western Bypass from North 55 to Holladay Place, is going well. The project will also include the county's biggest water tank, with one million gallons capacity. It will be built near the interchange of KY 61 and the Louie B. Nunn Parkway. This is a huge, $4.5 million undertaking. So far, $1.25 million has been received in grant money. The balance of the funding will come from grants or a combination of grants and low interest loans. The ACWD is putting together an Economic Development Package, with the help of Columbia developer R.L. Walker and Holladay Place officials, and other businesses, to get an EDA grant. "Wal-Mart is also being a big help on this," GM Stone said. This grant application is based on the prospect of new jobs, Mr. Stone said. The other source of funding woud be a combination grant/low interest low through the USDA Rural Development Administration. "We obviously want to have as much of the project money come from grants as possible," Mr. Stone said, but the RDA money is a reliable financing method, as well. Clean up problems The clean-up on KY 61 is going slower than the ACWD would have wanted, Mr. Stone said. "There were a few property owners who were upset," he said, but he expected the contractor to complete the cleanup in a couple of days. Chairman Larry Legg presided. Also present were ACWD board members Danny Downey, Mitch Harris, Rudy Higginbotham, and Rabon Burton, Office Manager Jennifer Carter, ACWD Attorney Marshall Loy, and Monarch Engineer David Bowles.
