Planning & Zoning meeting quickly approves four measures

P&Z approves zoning change for 303 Burkesville Street; Franklin Street site plan approved along with name change to "Don Franklin Street" in Holladay Place; approves site plan for Marketplace Development's new Holladay Place Strip Center; and approves final site plan for Newcomb Oil store at corner of KY 61 and Wal-Mart Drive

In a fast paced session, presided over by Chairman Joseph Flowers, the Columbia Planning & Zoning Board quickly approved a zoning change for 303 Burkesville ST and three plans in Holladay Place.

The board approved a Zone change from R-4, High Density Residential to C-1, Downtown Commercial for 303 Burkesville ST. Dr. Max Downey said the property will be used to add parking for his Downey Eye Clinic, which adjoins the property.



Dr. Downey was present at the meeting, but did not speak to the panel. The vote to approve was unanimous, following a motion by Lloyd French, seconded by Sue Stivers, who were joined by members Annissa Radford, and George Kolbenschlag in the unanimous vote. A letter will be sent to the Columbia City Council recommending Council approval.

The board approved the plan for Franklin Street in Holladay Place, with one change: The Street will be named Don Franklin Street in honor of the late Columbia businessman Don Franklin, who funeral was yesterday, Wednesday, June 11, 2008. The street will be 30 feet wide, and the language of the resolution approving the plan stipulates that the street will comply with all city zoning codes. That condition was encouraged by developer Richard Walker. "We mean to meet or exceed city requirements," he said.

In a third action, the P&Z approved the final site plan for Newcomb Oil Company for property located on at the corner of KY 61 and Wal-Mart Drive, the main entrance to Holladay Place. Jeff Arnold, the engineer representing Newcomb Oil Company, said that drainage measures have been taken to make sure that run-off after construction will be less or no more than before the construction. Representatives of Newcomb Oil said after the meeting that site preparation by Pyles Excavation is now underway, and that the new store should be completely built in three months, or at about the same time as the new Super-Walmart opens. The site plan was approved unanimously.

In the final action before adjournment, the P & Z approved the site plan for a strip center north of the Super Wal-Mart by Marketplace Development, who owner Wise Smith, spoke to the group, saying he was happy to be a part of the Columbia scene. He was accompanied by the civil engineer on the project Mike Dedman. The site plan was approved unanimously after Chairman Flowers commended Smith, an architect himself, on the proposed strip center. A "for lease" sign is already posted at the site. The development is to be approximately 22,000 s.f.
